I am the company @PlatinumSkink was referring to, and here's a blind ass kid as my application. If any changes need to be made, I am around to make those.
Appearance: The image above is a quick sketch of his head and shoulders, not picturing the dirty blonde color his hair is. Along with that, he typically wears a black tank top with a pair of blue ribbed capri pants. He also wears sunglasses, never taking the things off, even if he's inside or sleeping.

Personality: Skylar, for starters, is blind. He is well aware of this, but he doesn't really see it as a negative. It's actually what drives him to go on this adventure. He's rather cautious and shy, but he comes out of his shell as long as he's with a helpful hand and he's proud to be who he is. Aside from that, he's quite cheery and positive, and tries his hardest to be a joy around everyone.
He knows he's not the best, but that doesn't bother him. Heck, if he was to be the best, he wouldn't think much of it.

Skylar was raised in Freecape Town by his father, a researcher specializing in his passion of discussing and studying the Flying Type. He never really met his mother, but he heard that she was quite the woman indeed. Rumor has it she's a gym leader in a far away region (though she favored types other than flying)! That's... well... that's besides the point. What we all want to know is why a kid that's blind is traveling around the region.
Long story short, Skylar's dad thought it'd be a good idea to build character for his son.
Skylar, being born with blindness, spent a lot of time under the supervision of his dad's many flying types, but none really showed Skylar a lot of attention other than his dad's Xatu. That Xatu was a guardian of Skylar to say the least. From showing Skylar images of the sunsets through its psychic powers to saving the boy from making a few mistakes, Xatu is the watchful eye of protection that keeps Skylar out of harms way.
When Skylar turned 10, the normal time for a kid in Kanto to go off on their own journey, his dad opted for Skylar to wait a few more years before he was old enough. He had a few ideas in his head that he wanted to work out a bit. For the time being, Skylar decided to wait, and he often took to the backyard with Xatu and acted like he was a real trainer, using the bushes of his house as a way to train. Of course, it didn't work out well for Skylar's dad, because he often had to replace the bushes, but if his son was happy, he was too.
When Skylar's 14th birthday happened, though, things were different. He didn't get the present he was asking for, he didn't get a party, he didn't get anything. What he did get, though, was his father's approval to go on his journey. That alone was enough to make Skylar jump for joy. Of course, his dad wasn't going to let him go alone, and delegated Xatu to watching over Skylar as he went on his own journey. Xatu happily agreed, and after preparations were made to leave home, Skylar grabbed his backpack, hugged his dad goodbye, and hitched a ride on Xatu to go to Pureplain to get his starter.
"I hope my starter is a fluffy bird!"
Kind of Pokémon you like: Pokemon that can fly. He adores birds especially.
"I guess my dad rubbed off on me, heh..."
Quirks/Talents/Aspirations/Other:
Quirks - Skylar is, asforementioned, blind.
Talents - Skylar's other senses are improved, but he notably has impressive hearing ability. You need to watch what you say around him.
Aspirations - Currently, Skylar doesn't really care about taking on a Pokemon League or contests. He's in this adventure for the experience. Though, he is on the hunt to meet and befriend all the flying type Pokemon he can, from the smallest of Combees to the mighty legend of Ho-oh. He also wouldn't mind becoming the strongest Flying Type Trainer in the region.
Other - Skylar travels with his father's Xatu. Xatu expresses no desire to battle at all, and frequently watches for the safety of Skylar. Some would say that Xatu is basically Skylar's father figure.

Despite this, he really doesn't like to battle, and would much rather stay out of those if he has to. He's not afraid to do it if it keep Skylar safe, but if it's something like a trainer battle, he's gonna stay out of it 99% of the time.

Talents - This Xatu can psychically implant images into the minds of others, allowing them to see from his perspective. These events have to be witnessed in the present time for it to work.
