Roman’s parents, Damian and Camilla, were just rethinking their divorce when they died mysteriously. Neither he nor his elder brother, Julio, were sad to see them go. They were judgemental and shallow people who couldn’t handle their own emotions, and should never have been allowed to let their baggage loose on children. Julio was little better, sleeping around and getting involved in things he shouldn’t, spewing offensive rhetoric that drove the brothers apart. Julio now sits in jail, and in the ensuing debate over the fate of his son, Roman fought for and won custody.

Neither of his parents had been ultra-rich, but they had been well off. Key word being ‘had.’ Roman and his brother grew up in Uptown with their mother, visiting their father on alternating holidays in Midtown. Camilla Monte did love to spend her money however, and not always in legal ways. Between her expensive tastes and long bouts of emotional and impulsive luxury cruises, by the time she reignited her relationship with their father and they both tumbled over the railing in a drunken stupor, they only had a fraction of what they should have inherited. Julio sold their home and moved to Los Angeles, leaving Roman to take his share and rent an apartment in Midtown.
Now Roman had always had powers, it was an unacknowledged fact that their family liked to forget. When he was a child the lights would flicker on and off at his will, but he spent so long hiding it, imitating his mother and pretending not to notice it, that it never occurred to him to use them until his later high school years. He discovered an ability to manipulate certain kinds of technology, interfacing with and commanding computers and phones as well as lamps and various other LED tech. It became a quality of life thing, not a special skill used for anything but the mundane.
Then, a month into his new home in Midtown, he possessed a computer in the library. He was stuck there for nearly two months, flickering in and out of the physical world the staff became convinced they were haunted. Except he hadn’t possessed the computer, not really, he’d simply turned himself into a digital form; he’d finally used his powers so much that he tipped over the threshold, becoming energy himself. When he resurfaced a good six months after his disappearance, it took some time to adjust after having learned how to navigate the various networks of the city, building and creating things that weren’t possible in the material world. He’d only stayed so long because time had flowed differently for him; his body did not need sleep or nutrients, nor did he see the sun rise or night fall or any other thing that marked the passage of time for organic people - in fact he’d only left after nearly dying when a power outage plunged him into darkness and he had to cut off huge chunks of accumulated data and programs he no longer had the power run. It had felt a bit like chopping his brain in half.
Then came Julio’s sentence, and the custody court, and Roman latched onto that new purpose like a lifeline, trying to regain a sense of normalcy after almost forgetting the real world even existed. Josh became more than a distraction however, and while he might’ve been his nephew, it felt more like having a little brother. The two of them became a team, their relationship the foundation of his newly stable bold confidence.

In-depth: Scavenger displays the variant ability to shift their physical form into any form that they have previously gotten a genetic sample of. Partial transformations are well within Scavengers abilities, and even multiple partial transformations can be used at once (See: Incident NH-27-8-22 - Dog heads sprouting from chest). Shifting appears to mitigate some damage to Scavenger, but their tendency to avoid attacks indicates that they can be killed if struck hard enough, or in rapid succession.

Field Advice: M.A.D Operatives are advised to employ passwords when confronting Scavenger or entering her territory in "The Shanty." While capable of absorbing and shifting with organic clothes, typical M.A.D uniforms are inorganic in composition - keep an eye out for damage to fellow Operatives uniforms, particularly scratch and bite marks, or blood. Extreme temperatures severely harm Scavenger - Flamethrowers will be authorized if it does not pose a risk to bystanders. Never separate, Scavenger's Variant ability struggles in groups of armed humans and staying together prevents psychological tampering. If leaving the group is absolutely necessary, do so in pairs at minimum, preferably groups of three.
On Employed Variant Confrontation: Don't fear accidentally giving Scavenger a sample of yourself via blood - While it is capable of transforming into a physical copy, Scavenger has never shown the power to mimic Variant abilities, despite copying at least one Employed Variant on a genetic level. Experts believe that directly copying Variant abilities is physically impossible for Scavenger, as the Employed Variant they copied could mitigate their weakness to heat, and they have never used this ability when confronted with M.A.D Operatives with flamethrowers.
[Gear] Attire | In almost every confrontation, Scavenger either wears no clothes or uses their Variant ability to transform part of their skin into woolen or cotton clothes (See: All incidents involving "tag; Scavenger"). Occasionally will don the clothes of those they try to mimic, but seens ti prefers not to since it hinders shapeshifting. Armament/Equipment | Scavenger rarely engages M.A.D Operatives with weaponry, usually relying on natural weapons. Once used a sidearm (See Incident NH-28-3-13) but showed very little proficiency.
[Temperament & Lifestyle] Affiliation | Currently Independent, but has worked with Pariah Underground on several occasions. Alignment | Maverick Personality/Habits | Knowledge of Scavenger's personality is rare due to their ability to hide from N.O.V.A surveillance. What is known is that they have an intense dislike for authoritarian figures, as well as law enforcement - evident from graffiti left over from various attacks (*Note: Extreme profanity*). Prior to running from her home, Tamara Graves appeared to be an avid fan of horror movies and special effects - becoming a special effects artist was her dream, according to family members. Scavenger appears to be reclusive, or at least has allies close to her territory - any intrusion from law enforcement or N.O.V.A vehicles is noticed and almost immediately punished.
The combative habits are much more documented and useful for this profile. Scavenger focuses on luring away Operatives and assaulting them using stealth and ambush/guerilla tactics. Based on accounts of the attacks, they almost always go for Operatives heads in order to knock them out and, if they fail, immediately move onto disarming weapons and communication devices. From there, they attempt to integrate into the group and pair up with other Operatives - murder is not their immediate solution, as they only have 3 confirmed fatalities in over 5 years of attacks. Scavenger excels in a group, where their guerilla-style assaults and traps/decoys can be utilized most efficiently. Scavenger's danger level is Yellow almost exclusively because of their prowess with picking individuals off, and as a way to prevent Operatives from underestimating them.
Scavenger has a habit of making scratching noises and throwing bottles and other loud objects in an attempt to lure and unnerve Operatives. This has been embarrassingly successful.

Background | Prior to N.O.V.A discovery of Scavenger's variant abilities, Tamara Graves lived with her conservative and anti-variant family in New Haven. Investigation showed that she struggled greatly in school, and was held back in her freshman year of high school. Questioning revealed several individuals who considered themselves acquaintances with Tamara Graves, but none of them seemed to be able to answer basic questions about her, other than questions about her school life. The first discovery of her Variant ability brought to N.O.V.A attention was when Graves' parents reported their daughter's face transforming into a copy of a man that she was kissing to "Spite them" (See: Interview with Mr. and Mrs. Graves. *Note: Extreme profanity*).
This resulted in Tamara Graves running from home - it is unknown where she goes after this, but she is currently known to reside within a semi-large territory in "The Shanty." Tamara Graves was given the alias "Scavenger" on her next meeting with N.O.V.A when she mimicked a N.O.V.A official from a nearby city requesting a shipment of weapons. These weapons were delivered to their destination, where it was discovered a mere two days later that the Pariah Underground were the ones to accept the delivery, and the neighboring N.O.V.A branch was completely oblivious. This is now recognized as Incident NH/SF-24-11-17 and is the first recorded incident of Scavenger's cooperation with Pariah Underground. Security measures, as well as requests for supplies, has since been under significantly increased scrutiny.
Over the years, Scavenger has displayed more distaste for N.O.V.A Operations and activities. It is suspected that she blames N.O.V.A for her homelessness. Raids and assaults on local law enforcement are usually assisted by Scavenger in an attempt to put stress on N.O.V.A, and all attempts at negotiation have failed (See Incidents: NH-26-2-4, NH-26-12-21, and NH-27-6-26). In the event of a call from the Graves' estate, top priority should be given unless a Variant with Danger level Orange or greater is present elsewhere.
Last year, Scavenger took a sample from the Employed Variant "Heatstroke" while he was stationed in New Haven. This caused extreme stress among N.O.V.A personnel in New Haven, as they were aware that Scavenger copied at a genetic level (See: Incident NH-28-4-3 and Dr. Malrich *Scavenger* Blood sample). Fortunately, even though Heatstroke was completely immune to heat-related injuries, Scavenger showed zero resistance to Operatives flamethrowers or displayed any of Heatstroke's other abilities. Heatstroke has since been relocated at New Haven N.O.V.A Branch request, in order to prevent Scavenger from using his likeness for easy access into headquarters.
Scavenger currently resides somewhere within "The Shanty" of New Haven. Sightings of oddly behaving animals and familiar human forms were used to determine this "Territory." This area should be avoided unless there is an emergency, or undercover - intruding with N.O.V.A and Police vehicles have caused severe retaliation from Scavenger and several other Pariah Underground Variants (See: Incident NH-28-4-3 and N.O.V.A Damage Reports: January 2128).

Despite this shallow dream and his outlook on things, Michael does appreciate and take advantage of the pros of his life. The cons… he tries to avoid and not create any more of those. He does this by minding his business when other people’s problems come up and avoiding confrontation whenever he could. Michael will always attempt to bullshit his way out of a bad situation, even if he feels like his SPEECH skill is nowhere near high enough. Michael does not do this because he’s afraid of confrontation, but because it usually just causes more problems. He is more likely to go out of his way to do good than bad, and it most of the time it just takes someone giving him a stern look or being a bit pushy. It only works because he naturally wants to avoid confrontation. He can often be seen speaking intensely to cockroaches as if they are annoying henchmen that needed direction for everything. As comfortable as he may appear while using his powers, Michael is always disgusted with the things he is capable of. Occupation/Trade | Private Driver, but also picks up odd jobs from time to time. Skills/Talents | Michael is great at playing an act and building rapport with others in order to benefit himself. Michael was never the largest or more aggressive kid on the block, in fact he was far from it with his lanky appearance and squeaky voice as a child. This somewhat forced him into being more a smooth talker and joker. It helped in most situations, but he got his into his fair share of scuffles.
Growing up, Michael was aware of people with powers, and tried to steer clear of them. He honestly assumed he would never be one of them, especially after clearing to the age of 15 without any hint of some sort of weird mutation. No N.O.V.A., no powers, no problem. No N.O.V.A., no powers, no problem. No N.O.V.A., no powers, no problem. Then… “FUCK!”
Now, at first things were cool. Sure, he did not want to ever have powers, but a six pack was a good enough trade. He was basically an athlete that did not have to do any work to be an athlete. The perks without the work he thought. Too bad, life failed to stop his powers right there. He had told his parents about his powers as soon as he physically changed, but immediately hid every bit of the rest of his power from them. How do you fess up to being able to speak to roaches?! It was disgusting, vile, and just plain ol’ fucked up. Michael immediately went to N.O.V.A. to ask if they had a cure, and that is exactly how he put himself on the watchlist. Plus, there was no cure.
Michael behaved most of the time, so he believes the agency will never bother him. Michael is currently a private driver for those who either do not trust the lifeless automations of ICON or sketchy folks that do not trust the advanced automations of ICON. He initially applied to be the driver for a single client, until he branched out. Michael has become rather close to one of his clients as of late. Camilla Parker is her name, and she has been making suggestions for Michael to do and be more.

She’s seen many parts of the world, but never had any long-term friendships as a price for moving around so often. Camilla always had the feeling she would enter the military service, but not exactly as her father had. Her first act of rebellion at seventeen, was to ENLIST in the ARMY. Her father nearly had a heart attack, but Camilla had always been the shocker of a child. First it was her and her family realizing that Camilla was a variant at the age of eight. If she knew it wouldn’t send her parents to the hospital, she might have wished to have a power with much more pizazz.
When Camilla enlisted, she went all in. She became a Ranger as soon as she could and gained rank until she found herself more so in an office than in the field. At six and a half years, she got out to seek out contracting work, but was intercepted by a sketchy invite to join Coalition Zero. She liked what the group was putting down and accepted. Since then, she’s been working as a cypher, whether that meant information gathering or inciting change where it was needed. Recently, she’s found herself using a private driver named Michael Rowling, to get her where she needs to be. Michael has no clue that he is a driver many Coalition Zero agents use, though he is not the only one in New Haven. She is currently undercover within the city as a Human Resources Representative for Frontier Home Security (FHS) in Midtown. Camilla also works out of a hidden safehouse in the Bayou.

It is the belief of N.O.V.A. officers and Variant experts that Johanna Parker can manipulate the density of her body down to the molecular level. She seems to be able to use this ability in a variety of ways, both offensively and defensively. By increasing her body's density, Johanna can make herself both harder and heavier; this increases her offensive capabilities, while also making herself more durable. However, Johanna can also reduce her density to the point that she becomes nearly intangible (henceforth referred to as "phasing"). This allows her to move through solid objects (including people) or avoid oncoming attacks. Johanna has demonstrated a decent degree of control over this ability, as she is capable of manipulating both her entire body as well as individual parts of it. She has been seen switching between the two rather quickly, and has also used both states simultaneously.
However, this ability does appear to come with limitations. For one, increasing her density makes Johanna move much slower, depending on how much she increases it by. She is also not necessarily impervious to harm in this state, even with such a highly dense body; she is merely more durable. On the other side of the spectrum, intangibility renders her unable to inflict any real damage to a person or object. Moreover, while her intangibility makes her difficult to harm, energy-based attacks and explosions have injured her in the past.
Johanna can also control the densities of objects (hence the Class 6 label), but to a limited extent, and only through physical contact. These objects usually have to be rather compact and light enough for her to carry. This mostly applies to things like Johanna's clothing or small weapons and objects, and seems to work mostly the same way as the density of her own body. However, making an object too dense would make it too heavy for her to lift; conversely, decreasing an object's density too much would make her unable to hold it. She does not seem capable of controlling the densities of other people, but it is not outside the realm of possibility.

In all encounters with Johanna Parker, she has been seen wearing a form-fitting black bodysuit [SEE: SURVEILLANCE FOOTAGE] that appears to be flexible and accommodates her Variant abilities. She also has some sort of black cat-like mask [SEE: SURVEILLANCE FOOTAGE] that she wears over her eyes, despite her identity being known.
Her everyday attire is unknown, but according to her mother, Johanna has an affinity for red clothing [SEE: File J-P-4297-02].

According to both witness accounts and M.A.D. reports, Johanna Parker has a set of Omni-Lens fitted into her mask. It is believed that they aid her vision; she seems unhindered by dark environments, indicating her Omni-Lenses likely have thermal imaging and/or night vision capabilities. The exact details of Johanna Parker's temperament are unknown. According to her parents-who have not seen her in six years-she is very opinionated, and prone to argumentative fits. She has a tendency to assume she's right, unless proven otherwise, leading her to be somewhat dismissive of others. In general, she's very independent, often reluctant to ask for help. She cares little what others think of her, with no qualms about speaking her mind; this blunt honesty is apparently a defining trait of hers. Johanna's parents also indicated that she can be rather impatient, and gets frustrated when things don't go her way. She can be very petty and vengeful, especially when she feels wronged, with little regard for the consequences.
It is worth noting that Johanna's mother vouched for her daughter's character, despite the circumstances. She stated that Johanna is someone who can be trusted; she is a dependable friend who can be relied upon, even in bad situations. Johanna is apparently very ambitious, with an unstoppable drive to seek out her goals. She has a strong-if misguided-sense of right and wrong, and does not actually want to hurt people.
"Jo, she...she's a good person. You call her a criminal, and maybe that's true, but you have to believe me. She is good. She didn't have a lot of friends growing up, but the friends she did have? She would do anything for them. One of her friends-a girl named Tabitha-got kicked out by her parents when they found out she was dating a girl. "We received an alert from one of our surveillance drones of possible Variant activity in Midtown. Some kind of break-in at [REDACTED] tech firm. The alert indicated that one lone Variant, a female, had slipped right through a wall and into the building. When my squad rolled in, there were no signs of forced entry. We did find the Variant-Sabrecat, or whatever she calls herself-trying to flee. She jumped from a desk, then swung off a light fixture-you know, the kind of shit gymnasts do? At the Olympics?-and phased into the next room. After that, she was just...gone."

Based on the accounts of Johanna Parker's parents, in conjunction with those of past friends, teachers, and neighbors, N.O.V.A. has constructed the following background:
Johanna Parker was born on January 4, 2105, to Linda and Christian Parker in uptown New Haven. Supposedly, the Parkers were fairly well-off, and Johanna seemed to be a normal girl as a child. She had a particularly close relationship with Jonathan Parker, her older brother; the two attended the same local elementary and high schools, and walked home together every day [SEE: File J-P-4297-02]. Johanna was not particularly sociable, but did have several close friends throughout her time in grade school. Apparently taking after her brother's interest in athletics, Johanna took up gymnastics starting at age seven, and later began long-distance track and field at age twelve. It is believed that Johanna's participation in both these sports is the source of her athletic abilities [SEE: File J-P-4297-17]
Johanna's Variant status was disclosed to N.O.V.A. by her parents when, at age fourteen, she avoided a speeding car by phasing [SEE: File J-P-4297-04] through it. This incident occurred in a high-traffic intersection, resulting in Johanna's Variant status quickly becoming public knowledge among her peers. As a result, Johanna became something of a pariah at her high school; according to a former classmate, some students were "discouraged" by their parents from associating with her. According to Linda Parker, Johanna began to express resentment for anti-Variant politicians and public figures during this time [SEE: File J-P-4297-02]. Johanna's academic performance began to decline, and she became much more irritable.
On June 14, 2121, Johanna and her brother were attacked by anti-Variant "activists" outside of a local movie theater [SEE: File J-P-4297-19]. Jonathan Parker was killed in the attack, while Johanna was left with only minor injuries. While their assailants were all charged and incarcerated, Linda Parker stated that Johanna was left traumatized by the incident, and began to express "radicalized" political viewpoints about anti-Variant sentiments, as well as the treatment of Variants by the government. She did manage to graduate from high school, but only at her father's behest [SEE: File J-P-4297-02]. Christian Parker indicated that Johanna began to steal money from them, even using her Variant abilities to do so. In 2123, just after turning eighteen, Johanna "ran away" from home. After this point, her exact whereabouts are unknown, as well as what may have led to her criminal activities [SEE: File J-P-4297-05].
