The National Office for Variant Affairs, more commonly referred to as N.O.V.A., is a government agency that deals with Variants involving everything from public relations to legal issues to scientific research. The agency for the most part is quite professional, though, over the years, corruption has started to make its way through the system at various levels.

Variant Types and Danger Levels
N.O.V.A. uses a system to classify Variants based on their specific abilities and also by the potential threat to society that those abilities pose. This does not necessarily take into account the notoriety of a Variant, but an especially aggressive or abusive Variant may have a higher danger level than normal (if he/she has been identified).

Danger Levels
Class 1 - Low _{(oh please...are you even a Variant?)}
Variant poses no threat to others; usually possesses low level enhancement or alteration abilities; abilities may even be inherently beneficial

Variant is an immediate communal threat and individuals within his/her proximity should be on high alert

Class 5 - Extreme _{(that's ok...we don't need the Earth anyway, right?)}
Variant poses a national (or potentially global) danger and should be avoided at all costs; immediate action should be taken to neutralize this threat

Brute - Variant with increased levels of strength and/or durability; he/she may be more difficult to harm or take down

Metamorphic - Variant can change anatomy and/or physiology, either partially or fully; can take human or non-human forms including animal, mineral, energy, or alien

Volatile - Variant has abilities dealing with fire, electricity, plasma, and any other explosive energy/force

Mentalist - Variant possesses psychic abilities; can control and/or manipulate objects, people, or energy using his/her thoughts

Agile - Variant is prone to quick movements and/or fast/instant travel; he/she may possess increased levels of dexterity

Inhibitor - Variant wields abilities that can weaken and/or hinder others

Amplifier - Variant has the ability to improve the condition of themselves and/or others

Distortionist - Variant is able to alter space-time, intangible concepts, or reality as a whole

Natural - Variant has abilities that utilize and/or affect the natural world and/or animals

Architect - Variant who is able to manipulate, modify, and/or replicate matter and/or energy; some are able to construct tangible objects from energy

Notoriety
One of the primary goals of N.O.V.A. is to identify and register all Variants living within the nation's borders. Variants have no legal obligation to register with N.O.V.A., so, as one would expect, not all Variants are willing to comply with the agency's agenda, whether out of privacy or sheer rebellion. For these reasons, every Variant has a certain level of notoriety with N.O.V.A., whether officially or unofficially.

Unknown - individuals who have been recognized as Variants but have yet to be identified by N.O.V.A.

Watched - Variants who have been identified but have not registered

Wanted - Variants who are known to misuse their abilities and pose a threat to the well-being and quality of life of others; vigilantes operating outside of the law are also considered Wanted as oftentimes their actions can cause collateral damage to people or property

Registered - Variants who have willingly given N.O.V.A. information on their identity and abilities

Noble - Variants who are registered with N.O.V.A. and are licensed to use their abilities for 'altruistic and benevolent practices'

M.A.D.
N.O.V.A. employs a task force that is specially trained and equipped to handle Variant criminal activity. M.A.D., which stands for Monitoring, Apprehension, and Detainment, is a fairly recent institution that is being implemented in several major cities. Its members, which included Variants until a rather serious incident caused a policy change, are commonly referred to as MADmen. M.A.D. uses both street cameras and surveillance drones to track suspicious Variant activity. The main facility contains their central command center as well as an armory, garage, and training camp. There are also several smaller satellite 'posts' that are dispersed throughout the city to ensure a wider coverage and quicker response times.

Pariah Underground
The Pariah Underground is a loose network of wayward Variants who have distanced themselves from society. Most Variants in the Underground have abilities that are dangerous, grotesque, or just plain odd. Members usually occupy areas that have little to no human population and some have even gone so far as to actually construct subterranean hideouts. Though some prefer to have little to no contact with the outside world, others take to the streets as vigilantes or even criminals. In any case, Variants in the Underground take extensive measures to avoid N.O.V.A. and M.A.D. as much as possible.

Chimera
Chimera is an underground tech guild that frequently engages in acts of cyber-terrorism. One of the primary goals of Chimera is to infiltrate government systems and the systems of large corporations. Though governments and corporations are their main targets, they will make attacks on citizens quite often. Chimera employs a variety of militant techies including hackers, coders, computer engineers, and even hardcore gamers. For reasons yet to be discerned, Chimera has grown increasingly antagonistic towards Variants in recent times.

The Glorious Alliance
The Glorious Alliance is an assembly of Nobles who work together for the general benefit of society. Members of the Alliance see themselves as altruists trying to better the image of Variant-kind while most other Variants view them as egotistical sellouts and showoffs. Though the Alliance claims to work for free, they have been known to accept 'gifts' and 'donations' from 'supportive citizens'.

Most, if not all, computers in the world can access the Grand Global Nexus (G.G.N. or The Nexus). The Nexus is simply a vast computer network that connects several other smaller networks (what would be the ‘Internet’). The most predominant branch of the Nexus is the Transnational Databank (TDB). The TDB is a universally linked system of hypertext documents (what would be the ‘World Wide Web’) that is organized into 'datasites’ which each have a 'datacode’. The TDB is divided into five main sectors: government (001), business (002), education (003), media (004), and general/personal (005). A datacode will look like this:

Sal is the textbook definition of a Distortionist; as he is able to fold, bend, stretch and warp reality with his mind. The only reason Sal isn't a priority 1 threat is because space snaps back to normal like rubber once he releases it. Some of the uses of his ability:
- Wormhole: 1 or 2 way portals; the larger the distance, the longer it takes to make and the harder it is to maintain.
- Expand: When done quickly, it creates a push-pull effect. Can also be used to create temporary "doors" through solid walls.
- Spacial awareness: Less of an actual power and more of a side effect. Sal has an intuitive understanding of his immediate surroundings.


Attire: Dress Casual with a touch of noir detective. Dress shirt, vest, jeans, tall boots and weather appropriate longcoat and hat. For more questionable activities, Sal has a few nondescript black & midnight blue clothes and a full balaclava.

Abilities |
• Muting - Clay can effectively 'mute' his surroundings (or only himself if he wants). The radius of this ability depends on focus, but he can easily project a ten-foot field around him while doing other tasks. The effect of the mute field is not just a deafening effect, as tools cannot pick up sound originating from inside the field from outside the field. It seems to remove sound completely. He can manipulate the effects slightly; while the usual effect is complete silence, he can twist it slightly so anyone inside can only hear their inner bodily functions, such as the beating of the heart, breathing, or stomach growling, but their voice will remain muted. The disorienting effect of the field when used in this manner can cause panic in certain individuals, and the overall muting effect of the field is useful for sneaking or similar activities. He can also do something he calls 'strobing', where he rapidly blocks out noise off and on, which also has a disorienting effect.
• Silencing - A power he only recently learned he had, it is effectively an offensive tool. By touching someone and focusing his ability, he can put someone into a state similar to unconsciousness. Silencing takes effect abruptly on contact and 'mutes' the person, making them the focal point of their own mini mute field. If they fall, it won't make a sound, nor will anything within roughly a foot of them. The few times he's used it he has observed that the silenced person generally seem to still be awake; in fact, they generally still have open eyes and twitch occasionally. Even though they look like they're temporarily paralyzed, they don't remember anything they 'saw' while silenced. The longest he has silenced someone is a little over forty minutes.



Attire | He seems to only wear variations on the hoodie, jeans, and sneakers outfit. No matter how hot it is, he never takes his jacket off or even unzips it usually. He sticks to simple and seems to prefer shades of grey, though he also likes red, green, and black. The only distinctive piece of clothing he owns is his mask, which he made himself. Mostly he just really likes having it; he never really has a good reason to wear it. In fact he seems to enjoy masks of any sort.

Personality/Habits | The thing most people notice is his fondness of the quiet (suitably enough). While he does talk, he prefers to keep it short and concise. He knows some simple sign language and always carries a pencil and post-its, but he realizes most people prefer speech. If he listens to music or watches a movie it's generally not loud, and he prefers to read. He regularly exudes a minor mute effect on his surroundings and avoids busy public places. While he generally hand waves his reluctance to speak as a natural thing for him, part of it is something else. He has always preferred quiet, but certain things he's experienced have lead him to believe that, even though speech is technically the most efficient form of communication, it's still lacking in a lot of ways and easily allows frustrating misunderstandings and arguments to happen. He doesn't necessarily dislike talking, he just thinks silence makes life more relaxing.

Besides that, he's actually pretty friendly and polite. While he finds most interactions awkward, he tries to be generous and helpful when he can, especially to other Variants. He's generally willing to put others before him on the grounds that he doesn't generally mind a few inconveniences. He's also very passive in group settings. He's never been much of a leader and disliked conflict, so he would rather someone else take charge so long as they're reasonable. Another facet of that trait is his complete lack of aim - he rarely thinks ahead of the week he's in and doesn't really have long-term goals. He does get a bit harsh on himself because of this. Of course, no one would know that; Clay does his best to keep his emotions bottled up. He's aware it's unhealthy, but he would still rather keep his emotions to himself. Another reason to be quiet and isolated - it makes keeping yourself emotionally walled off easier.

He does appreciate art, and he enjoys frequenting museums and attending plays when he can (despite the noise theatre tends to produce). He tries to read a lot about everything, so he has a pretty broad range of some knowledge. He seems to have an inordinate love for sweet tea.

Occupation/Trade | Mostly petty thievery at this point. He helps other Pariahs run jobs sometimes; his mute ability can be very handy at certain things. Sometimes he works volunteer shifts at soup kitchens and eats some of the leftovers so they don't go to waste at the end of the day.

Skills/Talents | He knows some sewing, which his father taught him (and which his father got from his mother). He is decent at most things requiring cooperation and is willing to work a while for a small reward, so long as it's worth it in the end. There's not really anything he's super skilled at besides breaking into grocery stores.

Family | His father, Barton, raised him. His father was never very sentimental or familial, but he wasn't a bad person either. He never minded his son being Variant, but with both Barton and Clay being rather closed to emotional discussion, they never knew each other that well.

Background | Clay's parents divorced while he was very young, leaving his father in custody. They learned he was a Variant very early, as his powers were a bit harder for him to control at that age and Barton had to keep checking in on Clay to make sure Clay didn't mute himself while he was crying when he was a baby. Clay had a very typical childhood despite being a Variant, probably because he seemed a mild example. He had a couple close friends for a while, but near his high school graduation he had a bad falling out and ended up alone again. When Clay told Barton that he was going to live by himself 'with the help of other Variants' (which was really a lie, as Clay certainly hadn't asked any other Variants for help), Barton let him, with only a slightly more emotional goodbye than usual. They didn't often keep in contact, so Barton never knew that Clay went to live by himself in isolated parts of town, often resorting to shady means to keep himself fed. While he grew up in the Brigitte area, he started to frequent the Shanty areas more. While he mostly left because he felt like he had to do something and wanted to be independent, he actually does rather like the change of pace from his childhood, though this may be because the way he lives now fits his aimless style of wandering through life more than the schedule of school ever did.

Background|

S7 was a normal 16 year-old who lived with his mother, father, and older brother. He had plenty of friends, did well in school, and was on his way to getting registered into the N.O.V.A science division. S7 had started noticing odd things though. He was consistently hungry, he only liked the taste of meat, he could manipulate electricity, and he couldn't stand bright environments. Things got worse. He started losing his mind and memory. By the time he was 17, he could barely remember who he was. A few months later, he lost himself. Went crazy, and began to think he was an animal. But then... He Became one. He killed his own family and went on a small, short-lived rampage through the city. It wasn't until N.O.V.A's MAD squads took him down and contained him.

Personality/Habits | Initially bookish and quiet growing up, Felix really game out of his shell at college and found his true character hard to conceal once more when he returned home. Now, whilst taking care not to draw attention to himself, he is mostly a normal outgoing guy in his twenties. A respected teacher, a trusted friend and dance floor loving gay.
However, loneliness is a dark shadow he can never truly shed. Sure he is loved by his students, colleagues, friends and lovers, but his past actions mean that he can never open himself up to fully love others, as he has not yet truly accepted himself. He daren’t even dream of finding anyone, let alone a group of people that he could be his true self with.

Background | Born into a middle-class family, to a technical engineer father and cardiac-physiology technician mother, Felix had a very standard ‘All American’ upbringing. He was brought up in a very conservative religious community and found himself starting to question certain beliefs and ethics as he got older but was never courageous to speak up against his entire family and peer group. However, in his teens, he discovered three things that made him not… fit in. Firstly, he worked very hard at school, losing himself in books. His growing knowledge of evolution, genetics and natural history led to increased conflict with his beliefs. Secondly, he discovered that he was far more interested in the guys on his swim team than the cheerleaders that his peers dated. Finally, after finding an injured bird on his way home from school one day, he manifested his ability to heal.

Teenage years can be tricky for anyone, but Felix became very withdrawn and introverted as a liberal, gay, atheist variant in a conservative, homophobic, religious and anti-variant community. His parents were accepting of his interest in science (as they were themselves given their professions) College would prove to be Felix’s release and he relished his newfound freedom, however, it would also prove to be his downfall. It only took one stray punch to catch him as he struggled to avoid the drunken fight in a crowded house party to reveal his powers. At his swim meet early the next morning his team-mates were amazed to see him with not only a lack of any black eye but also void of any bruise or cut from the glass side table that broke under him as he fell - healing all your small abrasions and bruises is not such an unnoticeable concept as his inebriated brain had concluded. Unfortunately for Felix, his family had come to support him at the meet and his sister had heard all the gossip.

Despite his pleading, he told his parents and at the end of the semester he was quickly whisked back to his hometown where he was surprised to find his community now accepting of variants when they found one amongst their own. However, Felix quickly found himself a catalyst for increased religious fervour - his healing abilities a sign of God’s blessing upon their way of life. Soon believers were travelling from great distances to be healed by Felix’s touch, but he never strayed further from correcting minor ailments, removing blemishes or easing chronic pain (even though from his experimentation on roadkill and his own self-harm that he was capable of much much more). Thus, he avoided detection from NOVA as he was reported as just another con artist, a puppet used to make money for a struggling church. But his begrudging existence as both a high school teacher and local celebrity could never have lasted.

He still remembers the night he left his family home for good in stark clinical black and white imagery. He’d arranged to meet his ‘friend’ Matt in their usual spot. The jasmine in full bloom and a bright full moon were set to make it romantic. The trampled undergrowth. Pained gasps for breath. The metallic taste of blood. The horrific feeling of soft broken flesh that should be taught muscle and strong bone. The upwelling of power building inside him as he braced himself to rebuild his lover’s broken body. The pleading look from Matt’s swollen, bloodshot eyes as they opened to warn him. The blinding pain from the back of his head as he collapsed into the long grass.
Their relationship had been found out by his sister and her friend, who’s brother, a local brute and good-for-nothing hacker, led a small band of the congregation to kidnap Matt and set the trap. Threatened into secrecy and forbidden from contacting his friend, Felix could only watch through a pane of glass as Matt’s parents held their dying son as the ECG flat-lined for the final time. The horrific irony of him feeling powerless was not lost upon him, however.

That night he left, vowed never to use his powers again and fled to New Haven, renting a small apartment in Bywater. It took only a year for Felix to break his vow when nursing a stray cat back to health and he soon found himself wrestling with his conscience once again. He teaches in The Shanty and is all too aware of the troubles his students and their families face with the healthcare system, poor lifestyles, addiction and crime. It was the death of a member of his form that birthed Nightingale. Always one for history and birds, Felix adopted the monicker as his vigilante persona and visits different areas of New Haven sporadically to heal those in need. After two years of this, he has learned to master his powers even further but despite his services remaining a well-kept secret by the desperate communities he helps, they have not gone unnoticed by either NOVA or the Pariah Underground (of which he has no knowledge).

Appearance | Mx. Doe has no solid form, documentation proving that they switch formes as readily as one changes clothes, however, certain aesthetic patterns have been noted. Regardless of the apparent gender of their current form, Mx. Doe has shown a marked preference in large, powerful builds not dissimilar to those found in powerlifters, supposedly in an effort to conceal secondary organs. While outliers have been found in either direction, they seem to have a height preference between 6'8 and 7'4. The flesh is unnaturally free of blemishes or scar tissue and facial features have been regularly recorded as being traditionally attractive in accordance to western beauty standards.

Doe's possible victims due to the lack of information on their earlier years, using the data collected over the investigation about their eating habits gives us an estimated average of at least one victim a week over a span of 11 years. Combined with their recent foray in vigilante justice in the last four years puts a possible body count between 426 and 576 victims. Started out mainly targeting weak, isolated individuals before moving onto more challenging, and possibly more ethically palatable, prey. Now stalking known agitators, belligerents, and assorted criminals.

This quirk has made capture and containment an incredibly difficult endeavor, as more often then not completely ready to ditch his greater body to squirm away to safety, working on much more basic instincts until they can consume enough biomass to fuel growth into more complex forms.

Teratomorphy - Mx. Doe is able to mould flesh with morbid skill, seemingly only held back by biomass, processing power, and their imagination.

• Biomorphs, biomechanical devices and mutations that increase Mx. Doe's situational threat level.
  - Gorehooks: A wicked set of claws that earned their name after the first recorded capture attempt by N.O.V.A. when the ripped through kevlar like tissue paper. Since then we've seen everything from what basically amounts to reinforced fingernails to what appears to be articulated meat cleavers.
  - Teeth Breaker: A strange one, for sure. One of Mx. Doe's fists will swell with mass before aggressively calcifying and enameling, effectively making a mace out of teeth and tusks. As nasty as that sounds, it gets worse, because whatever they make those teeth out of isn't as brittle as ours but just as hard.
  - Darts: 9cm shaped chitin launched from the body by great muscle contractions with force enough to penetrate up to 2cm of steel. In the past they were restricted to one or two of these, even needing to dedicate a whole arm to their construction, but in the last detainment, attempt revealed they figured out a way to enhance the design, unvailing a hunched back swollen with the darts, lost nearly half of the team in the first volley out of surprise.
  - Biotoxin: In the few cases we've seen Mx. Doe use venoms have thus been universaly catastrophic. With all things with the body it seems, they are able to develop proteins and enzymes we have no antivenom for, combinations that melt flesh and curdle blood before peoples eyes. Nasty stuff.
  - Snot Rocket: Wadding up a loogie made of mucus and whatever cesspool makes up Mx. Doe's stomach acids, they lounch the... delightful present at assailants, invariably causing the poor unfortunate to choke on snot, acid, and their own dissolving flesh. Among the worse ways to spend your last 13 seconds on Earth.
  - Peepers: Replacing the eyes in their head or opening up new ones in uncomfortable places. These eyes can be tweaked to peer into other spectrums of light, gain telescopic vision, or pupil shapes to aid in specific visual circumstances like low-light clarity or slitted pupils to aid in better side-to-side tracking ability, e.t.c.
  -Dermal and Subdermal armor: While already a tough cookie to break, Mx. Doe has displayed the ability to grow bone-white armor in preparation for conflict, usually an ambush. This surface armor is made out of a material similar to that of the Tooth Breaker, however they must metabolize a great deal of iron beforehand to fuel the transformation. This iron-rich chitin is then combined with carbon, creating what the boys in the labs have dubbed "Biosteel" and while incredibly light compared to it's durability to high-quality steel is unremarkable. The flesh underneath is no less stubborn, absorbing a great deal of physical energy and shock.
• Brokas Organ, a collection of fatty tissues around the spine, the Brokas Organ is a continuation of the brainstem, a long cord of reptile brain that monitors and processes all of those internal systems. It is when Mx. Doe is able to gain enough Biomass to produce this organ that they become their most dangerous as not only do they get much greater control over their various biomorphs, but their regenerative processes are streamlined and reflexes significantly increased.
• Enhanced Physiology, Mx. Doe's flesh is just... better than ours, to put it bluntly. Their muscle fibers are more densely packed, made out of tougher, more elastic cells and able to rip open an armored car like a stubborn can of chili. Bones are nearly unbreakable when set, their skin is always soft and moisturized, and their liver is a total asshole and won't let them get drunk. Not for a lack of trying.
• Freak Out, in times of great pain or emotional stress Mx. Doe can go into a rage state in which their abilities loose all coherent control, twisting there body with malignant mutations as they lash out at anything and anyone near them, no better than a common animal... a common animal that twist and melt into the shape of nightmares and nausea.

[Gear]
Attire | Whatever they can scrounge up, usually nothing more than a large sweater, ratty jeans, heavy boots, and a suffocating coat regardless of the weather. Or, if they are trying to avoid detection, stealing trendy clothing and squatting somewhere looking... normal.

Armament/Equipment | Much like their chose attire, Mx. Doe works with what they can get their hands on and make it last for as long as it can.

Mx. Doe is a nomadic predator by nature, it would seem, traveling from one side of the country to the other on an endless search for tomorrows meal. Never staying in one place long but usually making isolated nests on the occasions they spend more than a couple of weeks in a place. Despite usually being located in abandoned houses, warehouses, or condemned buildings, they seem to be able to handle themselves.

If it weren't for our efforts in catching them I doubt that Mx. Doe would be anything but content to spend the rest of their days traveling the land, meeting new people, and killing them, but I'm afraid our repeated failures at detainment have only sharpened the predatory instincts they've relied upon. They are ruthless, merciless, and calculating in ways they weren't earlier, slipping between identities on the fly and taking no chances when it comes to sealing the kill. However in recent years they've been getting cockier, messier, but also only steps ahead of us. I feel like we're getting strung along and I just pray our boys are able to catch this thing before the shoe drops.
