Actually changing my idea because I had something better!

Persona: Leviathan
Personality: created from the “Hermit” Arcana, Leviathan represents living a life in solid tide akin to the bottom of the ocean. However, this solitude was not without its benefits as Leviathan has come to be revered as the master of the Deep. When “awakened” the Leviathan whips up storms to empower its wielder.

Ultimate Form: Jormungandr the World Serpent. The biggest creature to prowl the oceans, and one day fated to swallow the world whole.

(In addition, Jormungandr is said to be constantly “asleep” due to its fated prophecy to destroy the world when it wakes during Ragnarok, so the awakening would be a cool double meaning in this case)

Persona: The Little Mermaid
Personality: Created from the “Lovers” Arcana, The Little Mermaid represents a love powerful enough to encourage going forth to a new world, even when just walking is extremely painful. It also represents the wisdom to make difficult decisions and sacrifices for the ones she loves, such as becoming nothing more than sea foam, instead of taking another life.

Ultimate Form: Thalassa, the divine female personification of the sea itself. Sea Foam is a part of the sea after all...

((I also imagine that this Persona would be a Navi Persona. Who better to guide sailors across the sea than a mermaid?))

Practically double-posting but I whipped this together quick after seeing the trend. Took a rare Arcana and a pretty powerful Persona, but anyways...

Persona: Echidna
Personality: Born of the "Faith" Arcana, Echidna represents belief in oneself and others. Being the child of the gods of the sea and the mother of all monsters, Echidna is one who puts her faith in her children, her creations. Nonetheless, she is the mother of monsters, and can represent that role quite well.

Ultimate Form: Tiamat, the personification of salt water and primordial chaos. Another mother of monsterkind, Tiamat can be considered one that does not deserve trust as the inverse of the "Faith" Arcana might represent.

Maybe Robert Olmstead (Protagonist and Narrator of Shadows Over Innsmouth), could be a good start as a Persona before reaching Cthulhu? He is a little...fishy himself.

Well Futaba also has Lovecraft stuff going for her as well so you can use that as a base. Personally I think Dr. Herbert West could be good since he’s a lovecraft character from the same universe.

character's looking to be the team mom who was put through the wringer because she looked after all of her siblings (a lot). A big ol' good noodle.

persona 1 is kolga, literally cool wave (or cool one, poetic term for wave) and one of ran&aegir's daughters. the alternative would be the iceberg that hit the titanic, but that didn't have a name

persona 2 is ran, the norse goddess/embodiment of the ocean. unlike aegir's personification of the benefits of the ocean, ran liked to throw nets at sailors and pull them down into the depths. some people would call this an epic prank.

there is a large amount of character development that happen between these two.

ocean gods do, unfortunately, seem pretty passe already, i would have the rhinemaidens as number 1 and it ultimate-forming into something else from ring, but ring stuck to the normal, non-water related pantheon. frigg is close, but not exactly what i want to go for. maybe basilea into something. i don't actually think the two need to be linked beyond my desire to connect things, so it'll probably be basilea (atlantis baby; it counts) into ran.. i should probably sleep on it more.

Any personas that have already appeared in the series can totally be reused, and you can absolutely rewrite any existing persona/demon lore to fit your needs. If you're unsure about anything, just ask.
