Powers: Lucilia powers isn't super human, though she is a highly trained marksman. No, her powers is the fact that she is the Chief of Police of New Tokyo. She fought her way, tooth and nail, burned many bridges and made friends with powerful people to get where she is. She controls the city despite it's rampant criminal presence, and has access to military hardware far beyond what you'd expect someone of her position to actually have access to. Soldiers? Tanks? Mechs? She has them, all she needs to do is make a quick text and it'll be at her position in ten minutes. Lucilia also has the power of Wealth; she isn't the richest person in the world, but she has enough money to make her quite influential. There's little in the city she couldn't buy, be it a secret weapon or someone's life. Thousands of Çoins is noting but chump change to her.
Weapons/equipments/items:
She always carries a
.45-70 Gov't revolver as her sidearm. If she also has a tonfa for melee and a unique combat knife: Called a "
Stun Knife", it is a titanium dagger with an 8 inch blade. On the opposite side of the blade is an edge that can release an extremely high voltage of electricity on contact, far greater than your average taser and actually lethal, though she can tone it down to make it nonlethal.
In her Riot Gear she uses a
PGM Ultima Ratio 'Hecate II' as well as a
Remington 870 Field Gun with a synthetic camo feature, as well as the previously mentioned weapons. She also carries a few tactical grenades, such as tear gas and unique one she calls the "Jumpy Marbles", which is a grenade packed with a hundred small, hard bouncing balls that can leave bruises on bare flesh.
Other equipment Lucilia has is her handcuffs, which have been specifically made in order to detain super-power individuals (usually the types with super strength) as well as a few syringes filled with fast-acting nanomachines that can regenerate her health and give her resistance to pain, but they only last for a short while so she doesn't suffer from long-terms effects.
Strength:
Lucilia is an accomplished marksman with rifles and pistols, and it shows. Even with a monstrous .45-70 caliber revolver, she could use the weapon with just one hand, and hit a moving target a hundred yards off. And while she needs both arms for rifles, she's still a killer shot with them as well. And for those who think they could close the gap and overpower Lucilia in melee, they'd find a nasty surprise when she shows them that she's more than able to fight against faster, stronger, or simply more durable opponents. Good enough to get away at least. Lucilia also holds a lot of power in New Tokyo as the Chief of Police; being the head of all the police officers of the city, she could call down the force on just about anyone, even self-proclaimed heroes if they've become a nuisance. She'll well connected to others with power over the city as well, and among them she's the one who get's things done on the small scale.
Weaknesses: Lucilia is quick to anger, boastful, and paranoid. While these three traits have allowed her to stand over others and rule them with an iron fist, they also make ways to take her down. Though she can control her anger when dealing with people of interests, she's very trigger happy and could "Accidentally" kill someone important. Her boastful pride also has a nasty way to make her reveal her own plans, often because she just feels that they're too great for people not to know about them. And most of all, her paranoia has prevented her from making any close friends. All her allies are her allies either because of fear, they're on her payroll, or because she provides them a service they otherwise can't. It's all professional, and it's no secret or surprise if it turns out no one really likes her; she would recuperate the feelings anyways.
Backstory/Personality:
Lucilia was more-or-less born into the job. Her father was the previous Chief of Police, who had a hard time trying to keep order in New Tokyo. His own subordinates were corrupted, his bosses giving him nothing but flak, while he himself ended up drowning away his problems in hopes that someone comes to fix it. And that someone would be his daughter. Lucilia was always a bossy little girl, but when push came to shove, she would be the type to preemptively kick you in the nads. It was like she was born without a moral fiber in her body. She grew up leading "Disciplinary Committees", fancy names for her gang, and made sure to show everyone that she was more than willing to law down the law even if it killed them. And using her own influence as the daughter of the Chief of Police, she often got away scott free. As a teenager she began to cozy up to a lot of her father's "Friends" and bosses, to gain their trust and give them the impression that they had some sort of influence over her. Carefully manipulating those in power, by the time she was an adult her father had an "Accident" and Lucilia was chosen as the new Chief of Police. And at that time she struck back at all the corrupted members of the police, blackmailed her new bosses, and brought in members of her old gang to fill in open positions. But she didn't do this for justice. No, if there was going to be anyone who benefits from the power of leading the police force of New Tokyo, it would be her: anyone else will be stomped underneath her boot, and anyone who stops her would find that there is little they could do about it. Lucilia grew mad with power, but in her madness she brought about a sort of order that only some could dream of: Control.
