Fine, I don't see a problem with it. Will make it better for them to notice that the Machina are gonna treat them like low level grunts.
I doubt anyone would consider Henry a "low level grunt" considering he has natural Silver Eyes. He wouldn't be a commander for sure, but I find it hard to believe anyone with Gold or Silver Eyes would be considered a grunt.

I would assume that Eos would attempt to convince them to stay, but never give them any opportunity to betray her (can an android be a her?) That would be the most logical strategy. Give them rewards for their actions in terms of nice houses and shit, but don't increase their combat power and make sure they're never in a position to really hurt her.
Minimise the chance of betrayal while never being vulnerable to it.
