I'm just really, really confused at this part. What are you concerned about? If it's the invisible part, I can easily change that. If it's a worry about it being overpowered, well...
Between a Border manipulator, a Time/Space Manipulator, basically-completely-immortal girls and a human shrine Maiden who can wreck the above three I feel like the Netherworld Express should be the LEAST of your worries.

That just adds to my confusion, not lessen it, cause I literally have no idea what they're worried about.
In a danmaku battle, Fiona would have to make the Netherworld Express visible to ram people otherwise I (think?) it's a violation of the rules (you need to give your opponent an opportunity to dodge, no matter how slim).
Also, when It's supposed to be invisible to normal humans it's basically like how ghosts are invisible to people with literally no power. Marisa is a normal human with magic and she can see ghosts just fine when some random guy off the street in the human village cannot.
Also I think it goes without saying using the Netherworld express to terrorize people would PROBABLY construe a massive violation of the danmaku rules and would get Fiona's butt handed to her by those four(five?) if not more.
Well, trains aren't exactly masterspark levels of uber powerful. As long as we can see it coming it should be no problem, and besides that, Danmaku is about being beautiful, not necessarily effective. And trains have a certain charm to them, you know? That sort of rustic, gentle giant feel. I think I read a doujin about a train in Gensokyo once.

Okay, I'm saying this one last time and not having any more argument on random trivialities: dullahans are not psychopomps by the word's definition. That is not, in and of itself, enough of a problem but it's not helping. The whole feel of the train doesn't fit that well--and nor does the invisibility actually make any sense, especially in Gensokyo. If a self-railing unstoppable train was going to be included within the setting, it registers itself as one of those "big incident" things that I'd rather include later rather than immediately removing any slice of life scenarios.
And finally, there is no reason to have multiple characters doing the same effective job! Especially not one so reliant on "Well, Eiki has forgotten how to find Komachi".
PS: western ideas are acceptable. But the cultural history of how various youkai came to be is completely irrelevant. <_<

I explained above that it's only invisible like ghosts are invisible to normal people without powers in Touhou. Because the Nether Express is also literally a ghost train.

We COULD do an incident on it I guess. it's set up for one (souls inside as normal enemies, the train itself is the stage, etc but there's also no reason why it can't enter peacefully. Myths enter Touhou all the tie.

Fiona isn't here to do Komachi's job nor replace her in any way. Eiki asked Fiona specifically to scare komachi into thinking she was going to replace her, not actually replace her. (a strategy that actually happens IRL). Fiona's personal goal in Gensoukyou is, pretty much, being a tourist.
I should have addressed all of your fears and concerns in that, and yet if there's still a problem then I'm afraid that's that. For Fiona being too different for Touhou; this is something that can't be helped. I don't think I can modify her enough to make it "not too different".
I've put in too much work to imagine Fiona as anything else (which is why, good as the idea is @VitaVitaAR I can't take it) and I have no intention of spending my free time arguing with the GMs.

Eh... it doesn't have to be that detailed. For most youkai, you can get away with "and they just kind of live here" and some information about where precisely that "here" is. xD
If its Reimu, just mention her line, what she does and how ruthlessly she will keep the balance of Gensokyo. I think that should be enough for the backstory part.
Nue has short black hair and dark red eyes, three red metallic-looking wings on the right side of her back, and three blue arrow-shaped tails coming out from her left side. She carries a trident, has a snake on her right arm (which might be the Seed of Unknown Form), and also wears a black wristband on her left wrist. Her dress is all black with blue and white trim in the middle, a red bow on the front, and a small, yin-yang-like tomoe design at the bottom corner of the skirt of her dress. She wears black thigh-high stockings and red shoes with bows on them.
Also, zettai ryouiki.
Personality: Nue is a very mischievous girl who reacts badly to anyone finding her true form and enjoys some rather malicious pranks. Despite this, when she found out about how Byakuren Hijiri's followers were friendly to youkai, she did feel a bit of guilt over her actions. For her, all the other persons are young, and usually refers to them in this terms due to her nature of Ancient Youkai. After the Myouren incident, she does go to her temple to train. She isn't well-acquainted with the other youkai at the Myouren Temple, and can apparently be frequently seen near the edges of the property, looking bored.
Species: Nue. Typical example of naming your son "Man".
Ablities: Making objects unidentifiable Nue is able to conceal the true nature of other objects, an ability she displayed in Undefined Fantastic Object to conceal the nature of the fragments of the Flying Vault. An object that has lost its "identity" will appear to be a different thing depending on who observes it. The observer's brain will then attempt to fill in the blanks itself.
Nue has made said to Reimu Hakurei "it was terrible when my true form was revealed," which indicates that her human-shaped form is her true form.
Besides these, Nue is also capable of danmaku, as with most other characters.
Skills: Pretty good at scaring people. Likely also has some basic livelihood skills.
Brief Backstory: Nue Houjuu (封獣 ぬえ Houjuu Nue) is said to be one of the most mysterious and feared youkai in many years, yet has been defeated by humans many times. There are many differing legends according to her appearance because she hides her "true form". At some point, she was sealed underground, and because of the events of Subterranean Animism, she resurfaced back in Gensokyo.
A great curiosity. An extremely mysterious youkai that flies the night sky. That is Nue. She's been defeated by humans many times before, but each time, accounts of her appearance are different. According to one legend, she had the head of a monkey, the body of a raccoon dog, the legs of a tiger, and the tail of a snake. According to yet another legend, she had the head of a cat, the body of a chicken, and the tail of a snake. These legends were all made up, though. In reality, she never showed people her true form. She just enjoyed watching humans get frightened and imagine all sorts of strange things from afar. That was her daily work. Eventually she got tired of that and leisurely spent a long time deep beneath the earth's surface, but she got mixed up in the turmoil surrounding the geyser incident and appeared above ground once more. She saw Murasa and the others who had been underground with her also come above ground and start plotting something. "Ah, finally I can have some fun again", she thought, and decided to give them some trouble by attaching the Seed of Unknown Form to the fragments of the Flying Storage. The Seed of Unknown Form was a small snake-like flying object with no determined form. When people saw it, what they saw depended on their own experience and knowledge. Since Reimu and the others didn't think that a block of wood had any business flying in the sky, they thought it was a round UFO of the sort that most exemplified unidentified flying objects. Murasa and company thought that the fragments of the Flying Storage had been scattered about by the geyser, but it was in fact thanks to the Seed of Unknown Form.
In any case, when it looked like others were having fun, Nue would find a way to mess with them from afar. She didn't know what Murasa's group was planning, but she thought it would be funny if they failed. However, humans appeared who seemed happy at the appearance of that unidentified flying object. She was interested to see what sort of human wouldn't be afraid of such a thing. So, she secretly followed them, sometimes helping them, sometimes getting in their way. Eventually she found out that what Murasa was doing would benefit her, too, and came to regret what she'd done. However, Byakuren did not ostracize her for having meddled with her return. The nue thought she would have no choice but to follow the monk for a while.
