Well that's fine, not saying I don't want that or anything of the sort. Just saying that, personally, I feel Menhir's idea on how the setting deals with this would be more understandable and less convoluted, and better line up with the world you seem to want to paint since the start.
If wizards are actually victims, actually seriously victimized instead of just vaguely disliked, and also become far rarer because the modern world ensures that a lot of them don't actually develop the potential for magic in the first place, then it further justifies the existence of this isolated, specialized school with seemingly far-reaching global influence.
