As far as doctrine in concerned, I'd say that it would depend on the rescuer; there are particularly unfeeling Inquisitors that would save the Governor over the people, of course, and that may well be standard procedure, but Kliment is more a 'man of the people' and likely wouldn't object to the lives of the many outweighing the lives of the few.

Good questions...

The reason for not just doing step 1 is very much due to step 2; if he went and called in more support then, eventually, the larger population would probably get windfall of it. I mean, he certainly has the resources to call in and use support - he's an Inquisitor after all - but would he really want to use them? So, yes, he can call on and outsource to a different group, and could possibly do it without causing a Hive-wide uprising.

@Jbcool I suppose the idea is to keep things on the down-low, in that case. Make sure no PDF members get out to spread word of anything, deal with the whole thing as quickly as possible to minimise contact, and I'm sure the Inquisitor has the initiative to figure out the logistics of such an event, as well as the intelligence to ensure its feasibility.
