As far as doctrine in concerned, I'd say that it would depend on the rescuer; there are particularly unfeeling Inquisitors that would save the Governor over the people, of course, and that may well be standard procedure, but Kliment is more a 'man of the people' and likely wouldn't object to the lives of the many outweighing the lives of the few.
