@Old AmsterdamBefore I make any comment I wish to emphasise that I will respect any decision Regitnui, or in his absence you, decide to make. Intent is hard to communicate through text and I am merely giving my opinion, with no intention of causing conflict.
Comet's max speed is Mach 200. At that speed a single punch has enough force to rip through a tank. Sure he might hurt his hand doing it, but he could still annihilate Override's character in the blink of an eye. Speedsters are incredibly powerful because if they skip the powering-up stage of the fight they can end fights before they even begin, not giving their opponent the chance to even bring their abilities to bear. In addition to this he would be easily capable of dodging Overdrive's lasers.
Traveller possesses the power to make portals, limited by mass and distance. On the other hand, she was recently able to move a block of stone, cement and asphalt weighing about 5 metric tons to Alaska with relatively little strain. Using that kind of power she could quite easily open portals to the exosphere, where people would be sucked up by the air-pressure differentials and dumped hundreds of kilometers above the ground to burn up on reentry. In addition to being able to summon a virtual army of heroes in an instant.
Other supers are admittedly not as powerful, in general, but both of these could quite easily defeat Overdrive's character. And most other characters could as well.
Effectively Overdrive's ability is a slightly more expanded and colourful version of telekinesis. Telekinetic shields become forcefields, blasts of kinetic energy become lasers, and tactile telekinesis becomes super-strength/speed. While I'm not arguing that he should have powers capable of annihilating houses on an average day, the description 'a solid punch' makes them about as effective as a loud fart when used against anyone with any kind of super-durability. Even a straight mortal could stand back up after that hit them in the face. How about having beams that move relatively slowly (subsonic) as 'lazorz' and have the power to explode cars? That would fulfill the requirement of badass exploding lazor beam and give lower-powered characters the opportunity to dodge out of the way of this explosive power. And fighting higher-powered enemies he could pull tricks like point-blank shots, or surprise angles. Or using his forcefield manipulation to trip up his opponents, and blasting them while they're down.
