@AllHollowsEve He's a puppet. Most puppets have no free will. They have to be controlled by someone. So I need to know how much he can do on his own.

Well, he's a possessed puppet, so he's pretty autonomous. Like Chucky, only a puppet. Though, I was thinking about having it be kind of like a genie thing where if you can get a hold of his operating cross, he has no choice but to obey you. Other than that, he can do whatever he wants.

So, I'm not sure how to fit JoJo in right now. He's not with the bureu, so I can't just drop him into the meeting. Should I have him make trouble somewhere and wait for some agents to come deal with him?

@AllHollowsEve OH I misunderstood. I didn't realize that he wasn't an agent. I suppose you could but you're not going to get much interaction as one of the villains.

Hm... well, if one of the agents gets a hold of his operating cross, he could be literally roped into it. Y'know, the classic "villain forced to be a hero?"

@AllHollowsEve true but that won't happen for awhile. And it would also be Godmoding because it would take all of JoJo's free will. He would have to be paired with a partner to control him at all times.

Not necessarily. The operating cross could be held by the same desk jockey that gives everyone else their objectives. That way they can just say "do this with these people, no civilian casualties" and still leave it up to JoJo to actually get the job done. Though, by this point, I guess it would just be easier to have him be an agent.

@AllHollowsEve would something like that work? Because I thought the controller had nearly complete control. But I'm open to other ideas. I just need the rules to be clear.

I mean, all they need is to hold it and they can command him to do whatever they want. It's not like the tyrant had complete and utter control over him, he just followed the tyrants orders. However, since he is a puppet, the person using it can seize total control, assuming that they know how to operate a marionette and have enough magical understanding to "activate" that ability. So, like, anyone can pick it up and command him, but only an experienced magic user can control him.
