Sakana comes from the Uragiri clan -- a clan whose name literally means 'traitorous' -- and as such enjoys a murky, illicit reputation in all five of the Great Shinobi Villages. The Uragiri clan originated from Kirigakure -- and owes their 'fishy' appearance to that location -- but during a great exodus from Kirigakure during the Sengoku Jidai, were forced to flee from more powerful clans. Most of the Uragiri's clans shinobi's died during this time, reducing their power further. They wandered aimlessly into the territories of Kumogakure and sought asylum in the newly built village, but they were easily framed for a murder and were chased from the land of clouds.
Trekking onwards through the mountainous regions they continued to Iwagakure, hoping to finally find some respite, but they were denied access here due to the charges that were laid against them in Kumogakure -- the same happened in Sunagakure, who did not wish to harbor criminals.
They finally found refuge in Konohagakure, who accepted them, but were forced to move two years after settling down there when a Kumogakure shinobi instigated a brutal fight with an Uragiri clan member in the streets. Not wishing to have a political situation arise, the Hokage at the time threw the Uragiri clan out.
From here the Uragiri's wandered to the land of Mud, that would later become the birthplace of Amegakure -- and aided in it's founding. Despite playing a pivotal role in the establishment of Amegakure, the Uragiri remained in the background of the village -- the fact that they had few shinobi and mostly civilians put them on the background of the village. This continues into today, a few hundred years later.
While the clan only provides a few average shinobi, there are exceptions to this rule, namely Sakana and his sister Unagi, who exceed expectations placed upon them by the clan itself.
Sakana was born only two years before Unagi, and as a young child was often left alone with caretakers from the clan as their parents worked a lot and were, generally, never home. As a result, Sakana and Unagi got along quite well in so far siblings can get along. When Sakana was enrolled into the academy at age 6, it was quite clear that his sister would follow along 2 years later.
Sakana excelled in class, proving to constantly be in the top 10 percentile of the class, performing extremely well in ninjutsu and taijutsu, among others. His academic pursuits were also quite good, and he proved to have a firm understanding of the workings of chakra.
When he graduated at age 12, he joined an existing team, and replaced a genin that had gotten wounded and was no longer able to be a shinobi. While originally kept away from combat, it was inevitable that at some point Sakana would need to engage in it. This happened during a mission where his team was sent to guard the perimeter of Amegakure and respond to a reported intrusion by foreign shinobi -- during the skirmish against Konoha trespassers their sensei was caught in a genjutsu and Sakana took charge of the team despite being less experienced and younger than all other members of the team, being only 15.
Due to this, the team was able to fend off the aggressors until the Bodagado arrived to aid them. He was promptly promoted to chunin for his leadership skills, and two years later promoted to jonin to fill in a slot as a team-leader, to cover the growing need for shinobi in preparation for the inevitable war that would soon erupt.

The Uragiri clan is relatively unknown, even in Amegakure. They provide mostly standard civilians in Amegakure who work in the industrial plants creating metal and tools. They all stand out, however, due to the black and yellow eyes that run in their family - any Uragiri clan member is recognizable by their eyes. This trait, while genetic, can be recessive and there are very few Uragiri clan members who do not have these eyes - but they do exist. In such a case the clan members can be identified by their clan icon, which is a set of black and white koi circling each other. The image is fitting, given that their eyes give them a somewhat fishy appearance.

Sakana's motives are linked closely to the following 5 things: fate, fame and glory, respect, godhood. Despite his belief in fate (and the uncontrollable nature of it) he believes that he is destined for great things and is worthy of fame, respect and glory, and has worked hard to obtain it. A secret, but very present motive is that Sakana aspires to achieve 'shinobi godhood' and to surpass even those legendary shinobi like the sannin -- to be as great as Uzumaki Nagato, Uzumaki Naruto, Uchiha Sasuke, Uchiha Madara and all their peers.

This Doton technique forms the basis of a three-nature combination. The Bowl jutsu causes the target to be encased in a dome of earth around them, which then lifts up off of the earth on four earthen pillars. The jutsu is simple. There really isn't much to it - it doesn't kill, damage, or harm you, it just traps you inside the dome. That's bad, right?

Well you can break free. Use S, A, B, or C-rank lightning based jutsu's to break through, or use sheer force if you're really that strong. Just do it in time before the next part of the combo.

This Suiton based jutsu is the next step. Thought being trapped in a dome of earth was bad enough? WRONG! Through a hole in the top of the dome that briefly opens at the command of the user, the user then spews water into the 'soup bowl' until it's full of water. Congratulations, you'll now be drowning!
▸ Weaknesses:
Since this is a suiton jutsu, you could possibly use wind to create a bubble of air for yourself to breathe, though it's not drowning you need to worry about. At this stage of the combo it becomes more or less impossible to use electricity to free yourself from the dome as you'd electrocute yourself. Unless you're willing to risk that. Sheer force would still be enough to break free, but since water slows down movement, it'd likely have to come from the outside.

The final step in the three jutsu combo. True to it's name, this is the step that probably is the most dangerous for whomever gets trapped. Using the Katon nature, the user lights a fire underneath the earthen soup bowl/dome that they created, beginning to boil it at an alarming and dangerous rate for whomever is inside. Drown in the soup made of your own body! Muahaha! Ahem. There is no real defence for this step, if you are trapped.
▸ Weaknesses:
For outsiders it's possible to blow out the fire using wind jutsu, to quench it with a water jutsu, or to simply free those in the bowl with force. Electricity is possible but ill-advised since you'd probably electrocute your friends inside the bowl.

The user seals or gets sealed 3 seals on their tongue, namely the characters for 'atsui' (熱い) meaning 'hot'. These seals contain fire jutsu up to the B rank Katon: Gōka Mekkyaku (can contain smaller ones like the regular Gōkakyū no Jutsu). Due to the small size of the seals, the jutsu are not quite as large as your average great fire annihilation, but the flames burn just as hot.
The technique is easily hidden and it'd require some real good eyesight to see these seals. Adequately dodging the technique is easier the further away from you Sakana is -- the technique is still a simple Great Fireball Technique, so there are no additional things to account for except for the very sudden ability to summon the fireball. This technique will likely catch the opponent off guard -- which is what the difficulty is. Adequate response is still possible. Water also works well.
