The United States is divided by a brief civil war that has left the exhausted country divided along ragged lines.
Russia is split into kingdoms now ruled by cruel and barbarous former military officers, politicians or mafia families, now styling themselves as kings and barons.
The remaining governments of the world cautiously struggle to rebuild their societies and links with their neighbours, and to sift through the remains and ashes of the world in the hope of building society back up from the wreckage of the Third World War.
Across the globe, scattered remnants of military forces struggle to return home, or to stay together with a lack of communication from their commanders, and with a lack of supplies and knowledge of the events elsewhere.
In the ruins of the Pacific, other forces stir - extremist groups, right-wing organizations and other organizations have seized equipment and weapons from weaker or poorer nations, from abandoned caches and cargo vessels, or have purchased it from those looking to make profit or simply survive, and have begun to roll across the island nations of the area, executing plans and visions of their own with little organized opposition to their firepower.
And behind the scenes, pulling the strings, enemies and threats from the war are still active, biding their time and influencing the course of the groups in play with the aim of carrying out their own plans and ideals for the continuing course of humanity, hinging on advanced technology also located in the area, and thought to be hidden from curious eyes.
In the midst of all of these are a few souls, people in the wrong place at the wrong time through chance. Simply looking to get home or to survive without any further incident, they are swept up into events beyond their control, while on the horizon the flames of war are being stoked once more, as the exhausted and hastily reassembled national military forces begin to put into motion a task-force, having the knowledge of some of these events.
The war might be over, but peace is still a long way away...
This RP is heavily inspired by the comic-book series Twilight X, along with numerous other fictional works, such as Red Dawn, elements of the Modern Warfare series, the comic book series 'DMZ' (in small part), Red Storm Rising and numerous other sources that introduce the idea of the Third World War.
In this reality, the Soviet Union did not fall in the early 1990s, and instead regained its' strength and might, leading to a number of confrontations in the early 90's, followed by all-out war after a famine in 1994. This war began as a conventional exchange, but as its' influence expanded and drew in more countries, Nuclear, Biological and Chemical weapons were released by various players in various capacities. This did not lead to an all-out exchange of nuclear firepower, primarily due to the presence of Anti-Ballistic Missile systems based both in space and on the ground, and the increasing use of space-based weapons such as the Soviet 'Moongun' MOLOTOK and the SCATHA orbital/counter-orbital platform belonging to the US, amongst others.
The conventional war was still devastating, involving extensive aerial bombing and warfare, naval engagements and all the expected levels of combat that a third world war would imply.

Political upheavals in many of the countries, combined with the continuing financial cost of the war lead to things fizzling out, rather than coming to an official end. Global communications were heavily disrupted by the activities of many fringe groups and extremists, and many countries were consumed by civil wars.
Units were cut off from their chains of command and supply, with no orders beyond their final standing orders: 'make it home and act as soldiers'.
In the following years - approximately 18 months since the last large engagement of forces - the world has seen the emergence of Extremist groups in many areas of the world, adhering to their own semi-religious ideologies, and often with a pseudo-military organizational structure. Many of them are racial or religious extremists, and some follow neo-Nazi or other similarly 'extreme' ideologies. With the end of organized governments or militaries in many nations, they have acquired a considerable amount of military hardware, either through the hands of defectors, through arms sales and deals, or through simply seizing it where it was abandoned in place.
In the Pacific Micronesian islands, the most notable group is the New World Army, or NWA. Organized by a number of deserting and rebellious military officers from various navies along with an abundant amount of men - and women - from other areas of life, they are a violent and hateful organization dedicated to instituting a military-lead White Supremacist rule over as much of the world as they can get their hands on through force. And they may be getting closer to the means to do so, as they hunt down a number of super-technology caches thought lost and forgotten in the chaos of the war.
Much of their equipment is former-Soviet gear, as the USSR widely exported their designs and technology across South-East Asia and South America, where it was 'acquired' by the NWA, though a considerable amount of also Western equipment, captured and otherwise 'gathered' from other nations in the area. More still is 'modified' civilian equipment, which while less effective, still packs considerable firepower, and has a lot of use in moving equipment, men and supplies around the region.
Along with them, however, are the shadowy and hidden remnants of the technocratic organization known as 'Elysium', who seek to assert their own control over the remains of the world and humanity. Their existence known only to a select few individuals, they are seen as a serious threat due to their pragmatic morality - and their participation in the final acts of the Third World War. No-one really knows their full agenda or abilities, but they are a serious threat, and the remaining high-ranking members of what little militaries remain are on the lookout for them.

Power is intermittent, even in the larger countries, and virtually non-existent other than locally generated supplies from small generators or other such ad-hoc supplies.
There are still industries at work in the bigger countries and nations, and there is masses of salvage to be had in the right places - such as ammunition, fuel, food and so on - and there are still new supplies and equipment being produced or refurbished in other places.
Radio communication still exists, and through the use of relays it is possible to transmit long range, but it is the best that most people have.
Some regions in the large continental nations still have television, but it is at limited scale and variety.
The internet has all-but disappeared due to the destruction of many satellites, and the considerable amount of background EM-radiation, not to mention the general destruction of a lot of infrastructure.
With the lack of resources, personnel, and equipment available to most - if not all - local governments, many of the relics of war remain in place. Tanks and aircraft shot down, ships sunk or scuttled; they are all left in place and slowly decaying. Many cities and towns remain in partial ruin, their buildings abandoned or vacant in the face of combat, and slowly being reclaimed by nature, as governments struggle to re-order their countries and cope with the rising threats on their doorsteps.
It is in the Pacific region that this game takes place. The Player Party will be a group of military or para-military trained (i.e. intelligence agencies, public security or law enforcement agencies and so-on) operatives who have found themselves in the region, cut off from their units and commands. Through coincidence they end up together, and involved with the NWA, thanks to stumbling across information about their plans to gain control of technology and weapon caches in the area in an attempt to further assert their control over the region, and in turn the world. It is up to the characters to decide how much to get involved, and to make contact with friendly forces in an effort to stop the might of the NWA bearing down on them.
The characters may be from any military or para-military background, though I would strongly advise that all characters come from allied backgrounds, rather than antagonistic ones, for the ease of interaction. As long as you can come up with a somewhat plausible reason for your characters' military organization to have been operating around the Pacific (remember, they could have travelled to get to where they are by buying or bartering passage), then they can be from almost any nation.
You may play a character who has some experience and training with vehicles - such as a pilot or armoured vehicle crewman, or a naval officer or crewman - but you will not have access to your vehicle to begin with, due to the lack of supplies, logistics, support, etc. However, your skills and training may well come in handy later in the game.
Your characters will, however, have access to their full complement of personal weaponry and ammunition, and will have the opportunity to capture and acquire more, and that will also be a priority for them, along with continued gathering of food and other supplies, as well as transportation.
