The town of New Hope was to be a thriving one in it's beginning years. People from around the world gather here for it's hotels and casinos knowing they would have a good time. New Hope was the new Las Vegas of the century. That changed though when their riches became the target for many crime organizations. Corruption and crime had sky rocketed for over a decade now. People didn't see the danger until a massive shooting erupted in a casino, killing many people without discretion of age or relation to any gang family. It was known as the 'Bullet for Coin' massacre that is still being investigated to this day.
The police was to have faltered and collapsed if it weren't for their quick thinking police chief, but it was obvious their obligation to protect life and property could not be fulfilled. It was to that day that individuals had been sent out into society. Their names unknown, but each of them has a gift that can change the fate of Hope City. Should they choose to protect the innocent or be persuaded by greed and pride is their choice, little do they know the moment they discover their gift, body bags will follow them.

On January 8th, 2032, a mysterious fog rolled over the town of AshFlower, Germany. Nobody knows the cause of it but every rescue team that was sent in never returned. The town was blockaded by German forces as the world powers discussed this uncanny turn of events. On the 4th of May, the fog lessened to the point that one risky operation could be conducted. A squad of * operatives, formed from a series of special forces are to be deployed in the center of town VIA chopper, unknowing of what horrors lie ahead.
