Name: Eel von Slark

Clothes: A simple pair of baggy tan sweat pants with a belt, and around his arms are spools of wire attached to his flesh.
Weapons: Two rather large metal hooks fused to the wires on his arm. He also has a few knifes on his belt.
Powers: Created at first by Solider to be a weapon against the vampires, Eel is a mutant, genetically modified to be able to put out large amounts of electricity, similar to Electric Eels. This allows him to pump out enough electricity to kill the average human, and most likely stun a weaker vampire for a short time. The downside to this is his body requires high amounts of fuel, leading him to start to eat his victims after frying them with his abilities. His powers also cause him to not be able to hold firearms, as they explode in his grip.
Bio: After he was...changed by his former allies, Eel never forgave soldier for their evil deeds done to him. After killing and eating most of his old unit, and breaking free from them, Eel sought out his old foes. Swearing to help them, Eel seeks out Soldier where ever they may hide, and plans to take a bite out of their plans.

You may disagree with my methods, but to believe that I would commit worldwide genocide is foolishness. In stark contrast, I sought in life to create the ultimate lifeform. I was gonna make a copy of the contents in Steins brain and later talk to him in a scene just like this one. Then stuff his mind in another body.
I was conflicted between Onikage and the white wolf.

Cedric is about to enter there, I think some others have a few characters in there that haven't done things in a while. Not sure. At least Shikaru's Matt is in charge there I believe.

Elsewhere in the woods or mountains. It's cold and snowy out today so pack a jacket and an extra lunch

SOLDIER aren't really active. They are all but non exsistant in the U.S. Both of you are approved btw. Eel sounds interesting.. You could possibly come across as SOLDIER scout npc or something, but I doubt SOLDIER would be patrolling a area larger than their hole in the ground atm.
