Abilities.

X-Gene Manipulation Neu has the innate ability to suppress or nullify the X-Gene and its effects on all mutants. However, the ability has been amplified through genetic testing to also allow Neu to strengthen or augment the X-Gene within other mutants. The latter of these abilities is far from harassed or perfected and is actually not a desired effect of the ability. Neu can alter the radius of his suppression to a large field (25 meters) to as close as touching, but cannot simultaneously suppress and amplify the X-Gene as of now. Any alterations to the X-Gene are temporary and wear off almost instantaneously upon being removed from Neu's field. Neu also cannot switch off this ability, thus much like Rogue, he must constantly wear protective clothing around other mutants. This ability also makes him immune to most forms of telepathy and influence.

Immunity and Toxicity to Disease Neu is completely immune to pathogens. Any organic material that would act as a disease is not only immediately combated within his body, an antibody is created and even made airborne to combat bacteria, fungus, viruses and parasites, depending on what the pathogen is. Additionally, Neu is a universal donor with his blood and as such it can heal pathogenic diseases as well as accelerate the healing of others. This will not work in the case of autoimmune diseases, neurotic diseases or cancerous diseases.

Regeneration Factor Although not extreme, Neu has a slight regeneration factor. The rate of healing for his regeneration factor is roughly the same as the rate his blood will heal others.

Chaos Magic Sphere In a small area around Neu, roughly five meters, his body passively creates a bubble that will manipulate reality to 'reject' almost any unnatural alteration to the bubble. This ability is entirely defensive can withstand almost any form of assault ranging from sheer concussive force to magical assault. This bubble is capable of blocking light, electromagnetic waves and prevent others from warping reality around him. This ability, as if he wasn't immune prior, also stops the effects of the telepathic and astral field.

Backstory.

Neu is considered the ultimate 'fail safe' for the Weapon Plus program. As such, he is considered Weapon Omega and is a nuetralizer to every other weapon made before him. The only individual within the Weapon Plus program what would be immune to Nue would be Captain America himself. Other offspring of the Weapon Plus program, such as Allgod, Ultimaton and Fantomex would be completely null against Neu, making his abilities the ultimate form of assistance on a hunting team to catch such individuals. Neu was created entirely from scratch using what was considered perfect human DNA, then had it altered intensely using the DNA of several mutants, including Leech, Angel and the Scarlet Witch. The world's most foremost geneticists assisted with the creation of Neu, assuring that every alteration result in every desired trait in a failsafe, and more over, the ultimate desired trait was the lack of an offensive capability.

Nue has actually never known the outside world as he spent a majority of his time being taught mission protocol within The World - being trained from birth inside digital worlds and left inside test tubes while his powers were tested. Nue was essentially being trained to become the ultimate mutant-hunting weapon, as he could cancel the abilities of most other mutants as well as use magic to prevent every other error from occurring. The summer previously, Charles Xavier caught wind of this through Wolverine and his connections to the Weapon X program, a child of the Weapon Plus program. Xavier spent the summer performing research and eventually extracting Nue and his files from his former home in Germany, and telling him he did not have to grow into a weapon - for mutants or humans. It is rumored that after Nue was extracted, Magneto followed up by destroying the complex that created him as well as all the remaining data that was used to create a stable specimen such as himself.

Well, the only reason Neu doesn't effect super soldiers is that they don't make use of the X-Gene. They're humans amplified to peak human potential, not the X-Gene. If you read into his powers, he has absolutely nothing offense. Captain America would just put him in a headlock or something.
