If you want to gain stuff from them, then yes you need an order. I used one for our trade this past turn (which was one reason why I was asking you to at least allow me to keep trading for one more year so that I did not waste an action).

Doesn't seem to ring true often enough. I mean, I'm not exactly pleased with the outcome myself nor do I fully understand the reasoning behind it and other actions in the past which went by with little punishment, but just kind of have to press on.
