I support the Union, but that doesn't mean I am going to use military force. The article which you references says that they haven't participated in any armed conflicts after the Napoleonic Wars. Doesn't mean they didn't have an opinion.

You use an order. As I recall, your order was something along the lines of "increase military efficiency through recruitment and better equipment". You need a direct order to start building an army.

How much time elapses in a turn?

One year. It may slow down if this war goes global, but at the moment it is only two combatants and a few other nations looking shifty. No cause for slowing down.

If Outcast or anyone else has any objections to this (since it was a typo), I understand and will change it back.
