Untrue. In every game I have ever played, the Necromancer was a bad guy. Maybe not THE bad guy, I think I've only played one game where it was THE bad guy, but A bad guy. The magic has been described as a corrupting influence on both the caster and those around them, though it's more immediate on the caster than those not actively using the magic.
