The Gods will not only have tangible effects, they will actually be physically present. As far as scale of power, try to think less God, and more Greek Demigod heroes, though that won't quite do them justice, and I'd prefer everyone refrained from a Greek motif.

The Gods will not have formed the world, but they were formed with it. Therefore, the world will already have been created, and the Gods will simply have their stake on whatever land suits them. There are no rules about making appearances in front of mortals unless your god has made that law for themselves. And yes, Gods will probably be taking to the battlefield. An army fielding a God would stand at an obvious advantage against an army that wasn't.
Which brings me to my next detail, the Gods will have unique powers, but also universal powers such as improved durability over a mortal, immunity to aging, etc. I'll list all of those in the OOC. However, the Gods will not be impervious to harm. A single God could fell battalions of mortals, but wouldn't necessarily fare so well against an entire army. Depending on the God's unique abilities, it's actually possible for a God to be felled by, say, a really lucky catapult shot. The unique abilities for each God will determine how effective they are in combat. This will be balanced by how effective they are as a leader.
