To be fair, if it's a precious heirloom, I really doubt his family wouldn't have gone through red tape in order to keep it. I'd probably suffer through bureaucracy to keep stuff of great sentimental worth. And for my two cents on the backstory, it's pretty small yeah, but it does explain enough of his life for me to be satisfied.
