Fallout: Generals


A Non-Canon NRP, set in the Fallout universe.


Summary


War. War never changes.

The year is 2282, just over two centuries since mankind wrapped himself in the flaming cloak of nuclear fire.

Now, as then, nations are arising with ambitions too grand for them to fully comprehend. What had been the American Southwest has united under the flag of the New Californian Republic (NCR), dedicated to old world values of democracy and the rule of law. Despite the odds, and the several bitter conflicts the NCR strived and struggled through, it has survived the bloody test of time, and stands as the known world’s only super power.

Having destroyed Caeser’s Legion at Hoover Dam last year, the NCR has been free to spread its fingers further into the radiated wastelands. Always, it searches for resources to supplement its rapidly increasing population. These searches are driving it unwittingly into campaigns of conquest, war, famine and death. The lessons of their forebears forgotten.

In the North-western United States, arises another Republic, under another flag. Formed from a grand alliance between traders, raider gangs, sentient RobCo robots, Super Mutant bands, Brotherhood of Steel Outcasts and vault dwellers, it stands in stark contrast to its southern neighbour. Social cohesion is near non-existent, and centralised government is a distant dream.

The Yakima Republic, located in the former state of Washington, functions on a cocktail of military councils, political bureaucracy, limited democracy and the bloody minded perseverance of its population. Despite all this, it can perhaps, make for a better alternative to the Old World values flaunted by the NCR.

In recent months, it has come to the government’s attention, that the NCR have heard word of Yakima’s establishment as a regional power. Rumours of an NCR presence in Oregon have further added to the fire. This has not only caused widespread panic amongst the populace, who fear they will soon be the victims of rape and looting from foreign soldiers, but also the highest government officials.

Whilst the NCR’s war machine may be tied down to its democratic process, the Yakima Republic’s is not.

Under Congressional Degree, formally realised in New Yakima City, the Republic has declared a state of Total War. The constitution has been suspended, for the duration of the crisis, and the President has assumed total authority of Republic’s military.

Before the Yakima Republic can even begin to think of confronting the NCR in a pitched engagement, it must first tend to more pressing needs. The former state of Washington is awash with raider clans, tribes, Enclave remnants and Super Mutants. If the Yakima Republic is to be to the NCR, what Carthage was to Ancient Rome, then these lands need to be claimed, and foreigners need to be brought into the Republic’s borders.

How the RP Works


- Players are a General, serving in the fledgling Yakima Republic’s military.

- The Generals lead armies, personalised by them.

- The Generals are issued orders from the President.

- Orders last an in-game month, regardless of number of posts required to finish them.

- When a majority of players have completed their assigned orders, then new ones will be given. The game will progress in this way, one in-game month at a time.

- Players who do not finish their missions before others, will not necessarily be scrutinised, as their creative nature may lead them to drag it out. In this instance, their progress on the mission will be reviewed, and either halted – or extended, depending on the Republic’s situation.

- Players will be rewarded by the presiding President of the Yakima Republic for completing their missions.

- Players who go AWOL, or cause inconvenience to other players by stalling, will be relieved of their command, and their troops relegated to NPC control, or disbanded.

- Orders do not have to end in a “win” scenario, if a player feels they shouldn’t. A defeat will not be scrutinised in the OOC, but it will be in the IC.

[b ]Race:[/b] Human, Ghoul, Super Mutant, RobCo. Custom races are allowed, so long as they fit within the Fallout Universe. If unsure, run it through the OOC for feedback. Or await my judgemental eye.

[b ]Gender:[/b] Super Mutants are erm, what’s the word? They don’t have anything. Robots, well, unless your machine is from RobCo’s line of sex toys, then I guess it hasn’t got a gender either.

[b ]Rank:[/b] This is an aesthetic trait, as all Generals initially start on the same level of authority. However, various factions comprising the Republic will have different styles when it comes to naming military ranks.

[b ]Brief Origin Story:[/b] Your General’s life, briefly, leading up to this point. Essay not required.

[b ]Appearance:[/b] So that if other players have to address him/her/it in person, they know what him/her/it looks like. Pictures, or text will suffice.

Army Sheet


The Yakima Republic’s war machine is still in its infancy. High-tec weaponry exists, but it is a finite resource. Vehicles are a forgotten dream, lost to the inhabitants. No one piece of equipment has yet been standardised across the board, and it’s down to the presiding General to equip his/her/it’s men/not-men. Bear this in mind, when personalising your force.

[b ]Army Name:[/b] Examples: 1st Republic Guard Division/Lonan’s Ridge Watchers/Redfang Clan. Like the General’s rank, the name on the army will be stylised to suit those who serve in it.

[b ]Army Banner:[/b]

[b ]Army Specialisations:[/b*] This is important. Name TWO things your army is renowned for. Examples could be: Fighting in rough terrain, guerrilla warfare, special operations, heavy weapons, defensive fighting, offensive fighting, close-combat, tech-savvy, subterranean combat, urban combat etc. If you want a specialisation that you’re not sure will be allowed, then run it through the OOC.

[b ]Army Origins:[/b] Briefly state how the army came into being. Was it recently mustered? Has it evolved from a band of raiders?

[b ]Army Racial Composition:[/b] Is your army limited to a certain race? Can ghouls serve? Are those Super Mutants okay to lend a hand? Why is there a robot running the field hospital!? Simply state what races your army accepts, and what races it disallows. This will have no OOC repercussions, you racist bastard.

[b ]Order of Battle:[/b]

Armies start with two companies, but will grow as the Republic grows. Here you will describe your two Companies, and add new ones to the list, as you are assigned them. The companies may be named as you wish.

*IMPORTANT* Company size depends upon the race that makes them up, use the below scale as a reference.

Human/Ghoul = 200 men/women per company.

Super Mutants = 60 per company.

RobCo = 60 robots per company. Though if someone starts trying to wiggle "tanks" into the picture, I'll come revisit this.

BOS Outcasts = 60 per company.

Example:

A Company: Human light infantry, armed with a variety of low-calibre rifles and pistols.

B Company: Super Mutant Heavy weapons unit, equipped with grenade launchers, machineguns and a detachment of shotgun-equipped storm troopers.

Total Troops: 260

You can be as elaborate as you wish, what I have given is just a brief-straight-to-the-point statement of both companies.

Great to see some interest with this :)

As promised, I've begun work on the RP. So far, this is the map we're looking to work with. I apologise for the habberdashery of it all, my Paint skills are limited. However, I hope it's obvious enough as to what occupies a region, and what radiation levels are. (Green symbol = relatively safe, Orange symbol = expect radiation black spots).



EDIT: The national borders wont be passing through the characters in the final version.

SECOND EDIT: I've decided to keep the regional resources limited to missions. For example, someone may be issued a mission to invade a county with the aim of securing its stocks of largely untouched medical supplies. Another might be sent in to steal some Enclave vertibirds in a raid mission. This way, we keep flexibility, and the map doesn't completely turn into soup.

Somehow missed this.

Thanks, I will accept any help you can give. Understand, that this is non-canon, and so I can get away with a few things, such as a planned Enclave presence clinging to the coast.

This is my first Fallout RP truth be told, but I've played and completed all the games (apart from Tactics, and that Brotherhood of Steel one), so I do kinda know what I'm talking about. That said, my knowledge isn't heavy set, and so if it looks like I'm creating any glaring flaws then by all means shout them out.

As for the rest of you, this RP is in its development phase, so all suggestions, criticisms and questions are very much welcome.

Of course. There will be a brief summary of the Fallout Universe in the final product, so peeps like you can get a gist of what's going on. It's not complicated. Basically, WW3 happened in an alternate reality which was stuck in some kind of 1950's futuristic culture. A couple hundred years later, loads of people who hid underground, and some who just bad assed the nuclear fallout the whole time, start getting together to rebuild. That's pretty much it, but of course, I'll go a little deeper than that in the summary.

I know this isn't supposed to be 100% accurate lore-wise, but wouldn't the NCR make a better adversary than the Brotherhood of Steel? If I remember correctly, the NCR has states near Washington State (Like Arroyo, in Oregon). Under President Kimball and his predecessors, the NCR took on a more aggressive role as its resources began to dwindle, resulting in the occupation of the Mojave Wasteland. Considering this, it would make sense for the NCR to be pushing up into Washington State, and would make a good southern threat to the Yakima Republic. It could make for some cool dynamics when the reemergence of the Enclave comes into play too, since the NCR would probably hate them more than they'd hate the Yakima Republic.

I am mostly suggesting this as a replacement for the Brotherhood of Steel, since the Brotherhood is supposed to be (pretty much) wiped out at this point. Maybe the Brotherhood could exist, but as a group of ragtag survivors trying to lay low, and not a major faction. Maybe it could be made a mission to help the Brotherhood grow again, while the NCR tries to destroy them?

I also feel like maybe it would make a little more sense for the Enclave to be coming from the north. We know the Enclave on the oil-rig were destroyed, so I'm not entirely sure where they could have been hiding along the coast. Canada was annexed in the final years of the war, so it's possible that vaults were hastily built up there, and that the Enclave could have survived in them.

Just a suggestion, though.

To answer your questions, Mr. Peppermints.

Why don't the NCR make an appearance as a main antagonist, as opposed to the BOS?

The intended plan was always for the YR and the NCR to come into conflict. However, I wanted the YR to have the chance to break out of Yakima county, and take over the whole state, before the New World's largest known super power came knocking.

After the players, or the YR, has successfully driven the Super Mutants into Canada, the Brotherhood into submission, and the Enclave into dust, then the larger world will open up in all directions. To clarify, this RP is not confined to Washington, but it will be to begin with. The reasons for this is that I want to weed out the AWOLers and the dick muppets before I go on to create a larger game-space.

The Brotherhood of Steel have been virtually wiped out, why are they as large as they are in Washington?

Not quite, the Brotherhood is still going strong, although admittedly its power is in decline. They are crippled, having lost a great deal in their war with the NCR, and the stuff that came before that, but they still operate across the Old United States. Texas, Montana, the East Coast and... the Midwest, if the wiki is to be believed.

A fictional-fictional Washington Chapter/Expedition, Hell bent on sticking to the old ideals of social exclusion and technology scavenging is not that out of whack, to me anyway.

The Enclave all died in the Rig. That was the end of them as far as the West Coast is concerned.

The Enclave in this RP are far removed from the ones we are used to seeing. They are a defeated force, operating as a rally point for Enclave survivors across the region. Genocide and reclamation of the Old United States is no longer their objective, but rather, survival. What the players will encounter will be a technologically and militarily inferior version of what we're used to seeing, and will account for those Enclave members who did not die, and did not hide, and did not get caught in the process of hiding.

Custer's Last Stand, if you will.

Canada?

Yes. Canada will become an explorable area, full of something not Enclave, and not Super Mutant... well okay some Super Mutants, but I have a better plan for who lives in the cold wastes of the unknown.

Players will create and play as a General of the Yakima Republic; as well as creating the force they will be leading. They will carry out the Republic’s bidding, in claiming land, supressing rebellions, battling raiders and breaking foreign aggressors.
T H E | Y A K I M A | R E P U B L I C

The Yakima Republic is a young nation, having stood for little more than a decade. It is the evolutionary result of a Yakima-wide series of alliances between the inhabitations of Vault 57, a motley array of raider and tribal clans, ghoulish communities and Brotherhood renegades.

As a result, the nation is rife with social and cultural differences, power struggles, corruption, bureaucracy and vigilante justice. Whilst efforts have been made by the first, and current President Gordon Clearwater, to centralise the government systems by pulling power away from the Republic’s original components, there is still large room for improvement.

For now, real power lies with the Republic’s military leaders. All of them, from the Renegede Elders to the Raider chiefs, have taken vows of loyalty to the nation’s sovereign integrity. However, they also own and fund their own armies – which make up the Republic’s entire military.

Whilst this eases the burden on citizens, as far as taxes are concerned, it has created room for dissent, military coups and civil war. These problems have so far been skilfully avoided by President Clearwater, but they do not look likely to go away in the near future. Legally, the various factions as play have a duty to fulfil the fledging Congresses’ orders; however, it is no secret who the soldiers will fight for when push comes to shove.

However, the rising power of the Republic’s foreign enemies, such as the emergence of Super Mutants in the north, the Brotherhood of Steel in the east, and the Enclave Remnant to the west, it would seem these Generals have put aside their differences against one and other… for now.
P L A Y A B L E | F A C T I O N S

Yakima Defence Forces:


The Yakima Defence Forces, or YDF, are a home grown and relatively new batch of soldiers to the national military’s formation.

Drawn from the masses of the Republic, they are the only faction whose soldiers and equipment are paid for by the state’s taxes. However, with this comes drawbacks, and their loyalty is devoted wholly on the YR’s Constituion, rather than their assigned generals.

They are also subject to rules and regulations, and other restrictions, not burdened by the other members of the YR’s armed forces.

Their equipment is often subpar, with varmint rifles making up the mainstay of the infantryman. Their access to higher-end tech is near non-existent, and they often suffer from equipment and ration shortages.

This all said, they have a near-inexhaustible supply of manpower, allowing them to field larger armies than other factions. All citizens of the Republic are expected, whether male or female, to serve in this new military formation for a minimum term of two years between the ages of 16 and 40. However, with conscription such as this, comes a widely differing level of morale from unit to unit, soldier to soldier.

It is President Clearwater’s hope that these new soldiers will prove the end to the Republic’s military-political imbalance, and with each new year, more brigades of YDF are entering the field.

Army Size = 800 – 1,200

Former Raiders:



The Raiders of Yakima County and its surrounds formed the initial backbone of the Republic’s armed forces, bringing much needed firepower and experience to the table.

Almost a law unto themselves, the Former Raiders are unpopular amongst the population and politicians, however their freedom of conduct and operation are protected by their effectiveness in battle.

From madmen to opportunists, butchers to back alley assassins, the Former Raiders have a diverse blend of expertise. They also have a rich armoury, and no one weapon is standardised amongst them.

However, their strength is also their weakness. They lack force cohesion, and understanding of advanced battle tactics, often instead playing the part of armed mobs and irregulars. Their questionable treatment of local populations, also adds them a certain level of civil hostility, and they usually find problems in effectively maintaining the peace.

They are a thorn in President Clearwater’s side, but they are nevertheless a necessary asset.

Army Size = 500-800

Vault 57 Security Personnel:


The “Boys in Blue”, as they are affectionately called, the Security Personnel of Vault 57 have been mobilised and expanded over the past decade to represent a fairly effective military force.

Clad in riot gear, equipped with 10mm pistols, batons, grenades and 10mm submachine guns, they make for a fearsome bunch. Their training regime is considered to be of decent quality, and generally speaking, they make for good soldiers. However, to increase their size to a level worthy of being considered combat effective, they’ve had to take on non-Vault recruits to fill the ranks, and this has led to mixed loyalty.

Some feel they owe their allegiance to the Overseer of Vault 57, some to the Republic, and others to themselves. Corruption is a rising issue, though they are still perceived as ‘the good guys’ by the locals.

They have access to vast medical supplies, owing to their links with Vault 57, including Rad-Away and Rad-Ex, making them ideal soldiers for high radiation areas.

Army Size = 300 - 600

Brotherhood Mojave Outcasts



After their obliteration at the Battle of Helios 1, the Brotherhood of Steel Mojave Chapter fled to their hidden bunker.

However, there were some who had become disillusioned by the organisation’s catastrophic leadership, and the Helios 1 bloodbath. These individuals fled north, arriving in Washington a few years ago.

By offering their assistance and expertise to the fledgling Republic, they were immediately accepted as citizens, and given a certain amount of operational freedom.

Desperate to rebuild their ranks, they have swarmed themselves with hundreds of “natives”, in an attempt to build themselves a new Chapter. However, this has greatly effected the Brotherhood’s famed discipline and force cohesion, rendering them a motely band of professional killing machines and have-a-go heroes.

Power armour is available to them, but is in short supply. Laser weaponry too, is another finite commodity, forcing the renegades to plug the holes with whatever they can get their hands on.

That said, they believe that given time, they will be able to build something great upon their shaky foundations. This belief has often brought them into conflict with President Clearwater, who has grown increasingly wearisome of their arrogance and unsanctioned technology scavenging operations.

Perhaps their biggest contribution, however, is a fleet of operational Vertibirds that they were able to salvage from the ruins of a former United States military complex hidden deep in the mountainous region of Mt. Rainier National Park. Though few in number, and not always promised to fly – or stay in the air – they have nethertheless provided the Republic with a decisive edge in its more recent conflicts.

Those are fair arguments.

I still feel the Brotherhood in the west should be all but dead, but that's just me. From what we know, the western Brotherhood was almost completely wiped out by the NCR. Those that survived went into hiding, like we see in Fallout: New Vegas with the Mojave Chapter. With most of their members wiped out during the wars against the NCR and Enclave, these surviving chapters are probably going to be hard to come by, and their numbers few. The Mojave Chapter hardly had enough people to go out scavenging, let alone wage war against anyone. Surviving chapters would have to live in hiding, and I don't think that can be achieved with numbers high enough to wage war.

We know there are chapters of the Brotherhood of Steel that thrive, like the Eastern Brotherhood and the Midwest chapter, but those are cut-off from the west, and in some cases completely opposed to its original ideologies. Not to mention it's not likely they would show up in Washington.

It's up to you though. I am not demanding anything. And if you say you're keeping the Brotherhood in, that's fine with me. I just personally don't think they could still be around in great numbers considering the NCR almost wiped them out, and continues to hunt them down wherever they poke their head out.

EDIT: Another thing. If these Brotherhood guys are keen to the original ideologies of the Brotherhood of Maxson, then they are opposed to recruiting wastelanders. This means members must be born into the chapter. This makes it even less likely they'd survive, since they would have no means of recuperating after heavy losses.

These are good points.

I originally wanted an enemy that was in all manners of speaking, superior to the YR. Perhaps the Brotherhood was a lazy choice.

I'll consider replacing them with someone else, though this someone else would have to be fictional to get the same result, as the Enclave is in a likewise situation, and the Super Mutants are already present. I shall think on it.

A few months ago, someone was developing a Fallout NRP to be set in the Gulf area. That has long since been abandoned, but I believe that an idea I developed to use in it can be effectively reworked to explain a technologically advanced faction in the west coast area—one with a new set of idiosyncrasies, independent of the BoS. If you want to base something off of them, be my guest.



Just something to jog your head, and help you think of a new advanced-level faction to occupy Washington.

Added new faction: Unit 873, an ill-fated Chinese military unit trapped in Washington shortly before the bombs fell.

Unit 873


In the dying days of the Great War, and shortly before the nuclear phase of the conflict began in earnest, a Chinese Admiral by the name of Xue Guang launched an ill-fated invasion of Washington State.

Angered by his peoples’ weakness, and their repeated losses suffered on the mainland, as well as the loss of Anchorage in Alaska, Xue took some of the Chinese’s last operational super carriers and carried out an airborne operation across the state.

Thousands of Chinese paratroopers landed in Seattle, and its surrounding areas, with the aim of creating as much havoc as they could, thereby diverting resources from the American invasion efforts.

The operation was a spectacular failure, with over 75% of Xue’s men killed in the first day of fighting, and Seattle relatively untouched. The super carriers were obliterated from the air, and sent to skulk in their watery graves.

Xue however, the diehard Communist fatalist that he was, fought on. He led the last of his men into Mt. Rainier, and waged a devastating guerrilla war against his pursuers, despite his numerical and technological disadvantage.

And then the bombs fell, and Xue’s struggle ended. For a time.

For two hundred years, the survivors of Unit 873 strived not against the American military, but the nuclear fallout that ravaged the land. They dug deep into the hills, hoping to avoid the worst, but became entrapped in one of Mt. Rainier’s many valleys by thick sheets of deadly radiation. Faced with certain death by trying to escape, and a possibility of life by continuing to hunker down, Xue chose the latter.

By the time the Vault Tec facilities started to open, Unit 873 had already built itself a fairly decent reputation in the wastes as an effective military outfit. However, their alien language and even more alien appearance brought them a fatal amount of stigma, and it wasn’t long before they were hunted down by roaming bands of Raiders – and the Enclave, prior to Poseidon Energy Oil Rig disaster.

Xue, driven beyond the boundaries of insane by his torn flesh, and the centuries of struggle, gambled one final time. He led his men down from Mt. Rainier, fought his way through the Raider infested areas, and reached the fabled Yakima Alliance.

Clad in exotic clothing, and armed with exotic weaponry, they arrived in the midst of the Unification War – the forerunner conflict to the Republic’s establishment. He wisely sided with the then General Gordon Clearwater, of the Sunnyside River Rangers, and enabled the final victory against Lonan Valentine’s Heartbreaker Gang with the steadfast professionalism of his half-sane ghouls, and the devastating time-tested durability of Chinese weaponry.

Ever since, Unit 873 has been seen by most of the Republic’s citizens in a good light. Ghouls flock to their banner, propelling their ranks. Politically, however, they still sell their Communist ideals, and this is a problem that is quickly boiling into Civil War. President Clearwater is a well-read man, he knows who Xue is and his history from records found in the ruins of Sunnyside. As such, he knows exactly what Communism is, and why he needs to stop it.

This all said however, Unit 873 remains vital to the Republic’s immediate survival. So, for now, the President allows the ancient General and his followers their Soap Box in public spaces, but it is a freedom he secretly conspires against.

All members of Unit 873 must learn Chinese during their enlistment phase, and must be ghouls, owing to Xue’s belief in Ghouls being the superior race. They are excellent fighters for high-radiation areas, and most carry a zealous belief in Communism.

To include a 'Custom Faction' option, for those of us who want to pursue our own ideas.

Resolve the Brotherhood issue (many thanks to those of you who have helped me deal with it thus far, the Vindicators do appear to be a viable option.)

Get the rules and game mechanics explained, though they are really simple and my last NRP based on them worked really well, so I can't see any problems there.

Get the General and Army sheets made up

... and probably some other stuff. Should be done either today, or tomorrow.
