Are you familiar with the Chameleon spell from Oblivion/Morrowind? It's about a 50% Chameleon. Like I said, the vampire is relying that the ferals will distract you all enough not to notice him slip away. He still needs to conserve mage blood after all. If you don't know to look for him you're likely going to miss him. But because he still needs to put up wards, Ssarak could discern his location with a Wide-Focus Telepathy, finding that one "Location" that he can't discern.
Which now that I think about it, I should probably make it an expert level ability or something to allow a Psychomancer to go "undetected" from Wide-Focus telepathy.
