Canon, AU, or OC?: Canon Universe of Origin: Gensokyo Personality: The wicked hermit Seiga Kaku is a whimsical sort of person whose vocabulary fails to include phrases such as "trespassing", "private property", and "the sancticity of human life". She's the type of person who becomes interested quickly, and tends to lose interest just as fast. Overall, her primary interests are spreading Taoism and preserving her own existence by any means necessary. Also, on Christmas Eve she dresses up like Santa and robs people, selling their own belongings back to them later. What a jerk.
Abilities: Capable of Passing Through Walls: Seiga's most prominent power is the ability to create holes in walls using the chisel she wears as a hairpin, which close a short while later. She has been said to have issues bypassing certain walls- it seems to be harder the more porous and soft the wall is, as a rubber cage is described as an effective deterrent. Abilities as a Shikaisen: Like all hermits, Seiga has the ability to hide her home, so that only one who knows a specific series of movements is capable of reaching it. Additionally, she is capable of surviving indefinitely on nothing more than fog, and in spite of her appearance her body is said to be tougher than steel. Finally, she has hidden her soul away inside of an object, though it is unknown what object or where it is located. As such, she is capable of changing her appearance as she likes. Abilities as a Taoist: As a Taoist magician that discovered and completed the steps necessary to become a shikaisen and has shown herself capable of creating a jiang-shi, it can be assumed Seiga has a general knowledge of sorcery. Additionally, like many touhous, Seiga is capable of flight as well as tossing out excessive amounts of bullets and lasers pretty much whenever.
Equipment:
A jiang-shi of unknown age created by Seiga, Yoshika doesn't understand her own past due to the decayed state of her brain, and Seiga refuses to speak of how or why the creature came to be. Pieced-together evidence indicates Yoshika was fatally poisoned at a fairly young age by unknown means, and her family, if she had one, failed to investigate this further. She seems to have enjoyed poetry at some point in her life, jusdging by her actions when left unattended in the Myouren Temple graveyard. As far as recent history goes, she guarded the Grand Masouleum for at least two years prior to the events of the Ten Desires incident. From the Ten Desires incident onwards, she has been reunited with her master, following Seiga wherever she goes.
As far as abilities go, Yoshika possesses the ability to eat anything, along with the abilities possessed by jiang-shi, such as the ability to turn others into jiang-shi with a bite (temporarily if they survive the bite, permanently if it kills them), the ability to drain qi, and an inability to feel pain or fatigue, among others. Overall, Yoshika isn't very bright, but she's incredibly loyal to her master.
Backstory: A wicked hermit from China, nobody is sure of Seiga's past before she met Toyosatomimi no Miko. The two worked together for a time, Seiga teaching Miko and her subordinates the steps necessary to achieve immortality as a shikaisen. Later, legends of Toyosatomimi faded from prominence, and the Grand Mausoleum where they hid themselves to escape their natural deaths (later being sealed within by Buddhist monks) was transported to Gensokyo. Later still, the Taoists, including Seiga, were involved in an incident wherein a large number of divine spirits appeared in Gensokyo. After receiving the standard Gensokyo welcome from Reimu, she settled down.
Later, after escaping the most recent attempt on her life by one of Hell's assassins, Seiga discovered her lax lifestyle had made her incapable of defeating a kishin chief in combat, and was forced to flee beyond the Great Hakurei Barrier, unable to return until she was powerful enough to defeat her assassin. Being lazy and possessing an aversion to hard work of any kind, Seiga has decided that, rather than train, she'll simply find a weapon capable of exterminating a kishin and call it a day.
Since you've said this place has been in need of SE people...
Name: Hazama Age: Exact age unknown, but appears to be in his mid-20s. Gender: Male Appearance:
Canon, AU, or OC?: Canon Universe of Origin: Blazblue Personality: At first glance, Hazama is what one would expect from a stereotypical reconnaissance leader; calm, collected, and, above all else, cowardly. He prefers not to fight if he can, citing his own inability to do so. That is, of course, a complete and utter lie. When that weak persona of his is cast aside, Hazama is a cynical, condescending, manipulative villain that takes joy in taunting others, even when in a losing situation. He holds no remorse for killing people on any scale and often times does whatever it is that he wants for further gain. Abilities/Weapons:
Balisong Knives- Two balisong knives (more commonly known as butterfly knives), which he mostly uses for close-ranged combat. Contrary to his appearance, he's quite proficient with them (even if they are just regular knives).
Geminus Anguium: Ouroboros- A Nox Nyctores in the shape of a black snake head attached to a never-ending chain. Hazama can summon this weapon at will via a portal, and also has the ability to retract it or pull himself to wherever it ends up. Furthermore, the weapon can defy gravity, is unbreakable, and is constantly surrounded by an aura of black and green energy that can pierce through defenses.
Azure Grimoire Body- Because his body was made by (and for) Yuuki Terumi, it is, in essence, a prototype Azure Grimoire. Though it has lost the ability to drain life from nearby beings, it still gives Hazama the ability to channel the same energy that he uses to surround Ouroboros and shape it as he wishes (though only momentarily). This energy has seldom any utility outside of combat.
Backstory:
Formerly Yuuki Terumi of the Six Heroes, Hazama is an artificial person that used to house both Hazama's and Terumi's souls. Working his way up to the top of the NOL as a Captain of the Intelligence Department, Hazama retained his calm and slightly cowardly facade as he commanded his underlings to try and achieve his goal of destroying Amaterasu. By manipulating Ragna, Noel, Jin and much of the other main players in the Kagutsuchi Incident, he succeeded in reforming Noel into Mu-12; however, due to further intervention by outside parties, Ragna ended up defeating Hazama and forcing him to retreat. Following this, Hazama ended up getting into an incident where the remaining Heroes (Phantom aside) make an attempt on his life; while Hakumen successfully managed to separate Terumi from Hazama and more or less delete him from existence, Hazama himself managed to survive. After what seemed to be days of floating in nothingness (which, of course, confused him to no end), he found himself in a cot in Shadow Eternity's base. Though he wasn't much for pledging allegiance to much of anything, Hazama found himself allying with Shadow Eternity... For the moment, at least. Because of his facade, he's often employed as a recon agent of sorts, seeing as how he isn't too obvious when stalking the streets given that he was presumed dead by those who sought to kill Terumi.
@VitaVitaAR Yoshika is unquestioningly loyal to her master, the two are canonically pretty much inseparable, and furthermore Yoshika is treated more like an option than a separate entity during Seiga's battle in Ten Desires, so I don't really see why she should be treated differently here. Additionally, I saw another player using a supporting NPC as equipment, and you let them through with no issues at all. I assumed that meant there was a precedent.
As for unspecified sorceries, it won't be anything gamebreaking. Just things that one can expect from a stage 4.

One-of-Many never actually talks to anyone but the PC. Via telepathy. And is generally this visible. Something people might actually talk with it that would be roleplayed, it ain't.

I was actually referring to Dante, who IIRC has sapient Devil Arms. That being said, isn't having a character who cannot communicate and exists only to give your first character additional powers considered poor form?

It could communicate if it actually wanted to talk to you. It's an asshole, so it doesn't. Plus: canon part of the ending. It's an undead monstrosity that is also basically a pet.

So basically, One of Many is an undead monstrosity kept as a pet, who is capable of conversing but chooses not to, and is invisible most of the time. Meanwhile, Yoshika is an undead monstrosity kept as a pet, who is capable of conversing and occasionally does so, and is visible all the time. But Yoshika shouldn't be allowed?

There doesn't seem to be a very large difference between "One-Of-Many cannot speak to anyone but the Spirit-Eater" and "One-Of-Many chooses not to speak to anyone but the Spirit-Eater".
Yoshika is frankly a more substantial character from what I know. I'm not saying she's not allowed, but she should get a bio of her own at least.
One-of-Many is substantial enough to merit a history and bio, too. I mean, he's got an astonishingly rich history and personality depending on who exactly the protagonist has eaten (Okku at the least, with others potentially added), and his powers are often totally different depending on which important character makes up One-of-Many. Is this the warlock One-of-Many with just a little bit of the Sleeper in it? What happened with Akachi's soul, and how did it react? How does it feel about being in a multiverse and being forced to dance on some mysterious leader's leash? Are there any characters he's already eaten and stole their powers from?
