Yes; Isabella could also have made a stronger strain of the virus, or a prion, but she didn't because she wanted a limited number of 'New Metahumans', as turning too many people into Metas would cause her to lose relevance.

In fact, anyone with enough power and resources can create a stronger strain of the virus, it would just lead to a Mutually Assured Destruction scenario if they did.

The really fun thing about that is Cer would be able to tell the difference between the original Nate and the clones so she would probably think they're impostors but wouldn't be able to say anything about it because she's not supposed to be able to sense metas.

Just for fun, I'm going to leave the real Nate's location vague. I've already decided that the one with Eli is a duplicate. Nate sent a duplicate in to the infirmary in case Eli woke up and got violent but he never did so the dupe's just hanging around. The real Nate will pop up at some point though.

Point taken; but for the purposes of the story, most early 'infected', like Adam, were taken by their countries' respective governments, as, fact is, national governments were one of the few things that can keep Metas' existence secret for a prolonged period of time.
