My thoughts: The Reformists have a bigger number of people, however that may become irrelevant with this arc's grim theme. With Aya probably being alienated to be reunited with Cassandra (or maybe she's corrupt by Sebby, who knows) and many potential recruits or liabilities. In my perspective it would be interesting to base your choice off the tides of the war.
Also, we're all dying to see Ariadne's final move toward Sebby.

Yeah you could also side with Rofls and help the neutrals get relevant again maybe? Eventually you can choose a side. Grim arc = The current one with everyone dying and lots of emotion flung everywhere. It's dark. It's scary. It's downright depressing at times.
