Money of course. It's the UEE's best strategy. We deploy a bomb that destroys the enemy's Capital, thus causing entrepreneurs to falter, thus killing their economy over the course of a few years, meaning they can't pay soldiers, so that way we win by default, because we're the only ones with a military!

Also, it's pretty regular for a unit to acknowledge that they are standing by and ready when they're awaiting orders.
