There are factionless NPCs. Most of them reside in the neutral territory of Faded City.

Sure, you just send it like how you normally would. That is to say, use the chip in your head to send it to the person you want. You can also send it to a specific avatar instead. Who the sender is you can decide: You can either make it your real identity or your avatar's identity, which ever you pick.

Sorry for not posting yet, but I'm trying to think on a way to not make my next post be exaggeratedly short sized, since I that I really see Eris doing is to keep up the pseudo philosophical discussion with Cassandra, which will make the post too small for my tastes.

If I can't find any more ideas until Sunday, I'll post just the reply, since I'm actually enjoying the prospect of this interaction.
