A comet crossed the skies of Earth. By eighteen months we watched the unique event, amazed by it's beauty. The truth is that the brightness of the comet changed something in our atmosphere, shedding a virus across Earth. On Mar 22nd of 1997 we discoreved the Red Sky Virus. Supers blessed with superhuman powers or cursed with bizarre physical and mental disfigurements. The virus is extremely deadly, killing 90% of the infected. The remaining 10% are transformed in spectacular ways. Most become hideously deformed monsters. A few lucky survivors are popularly known as "saved by zero," meta-humans gifted with incredible powers.

This roleplay is set after the triggering of an event known by many as Red Skies Days, in 1997. This universes is heavily inspired by George RR Martin's Wild Card book series and others fiction work around the globe. The main idea revolves around the fact that there are superhuman, gifted with amazing powers or bizarre deformations. There is no archetype of heroes or villains, they are human like us, with their own desires and aspirations trying to live a normal life in a recently shaken society. For now, the RP will revolve around the first city infected by the red sky virus, New York. Red Skies is above anything else a sandbox roleplay; people will be able to make their own choices that may or may not carry consequences for the entire universe of Red Skies. This RP is very character-driven, focusing on interactions, stories, and development of all characters.
There is no character's limitation or rules that requires the character to be around until the end of this RP (This doesn't mean that characters can be thrown away in the middle of an arc.). With that in mind, know that there will be deaths and "retirement". And by submitting your sheet, you acknowledge that your character will deal with the consequences of his or her actions. Every day is not always Monday; Red Skies takes place on the globe and as such events happen, new places are affected by the virus, years go by, new characters appear and old ones fade alway, that's life. This is a sandbox after all, we trying to give life to something.

I'm not an evil tyrant who imposes exaggerated rules and takes all the fun. Rules are more like an addition to the good conduct we all have and a reminder that we can be happy. In any case, the rules:
Meta-humans
In 1997 the Comet Hale-Bopp was visible to the naked eye in Earth's skies, but the beauty of the comet's brightness was hiding something. On Mar 22nd of the same year the skies of New York became red. Those were the first Red Skies Days. In the following months the humanity discovered a virus that works by completely altering the victim's DNA. The transformation is extremely individual, no two persons are affected in exactly the same way. In 90% of cases, the victim's body can't assimilate the extreme changes, and the person dies horribly. From the survivors, 9 out of 10 are changed for the worse, becoming monstrous creatures. The miraculous 1% of infected are changed for the better and become meta-humans, gifted with superhuman physical or mental capabilities. It is believed that the virus acts through the atmosphere. The virus turns the skies red and infects everyone immediately (Although the virus may take time to manifest.), regardless of the time the person spent in the region. The areas are completely random and a new sight may take decades. Similarly the skies can be under effect of the virus for hours or even months. It is believed that no one can be infected a second time.
Sometimes referred as "saved by zero," an ace is a person who was infected by the red skies virus and gained superhuman powers as a result. To be classified as an ace, the meta-human must still be basically human in appearance and generally be able to "pass" in society as normal. Aces are gifted with fantastical abilities that have never been seen before, except in ancient legend and comic books, such as enhanced strength, flight, mind-reading, and shape-shifting. Aces are very rare; only 1% of those infected by the virus become ace. While most meta-humans have a completely human appearance, some of them have minor physical alterations, but as long as they're attractive and accepted by human society, they're still considered aces.
Aces who have trivial or insignificant powers, like the ability to change the color of their skin or turn water into wine, are called bogeys. Each ace is unique, and no two aces have the exact same capabilities. Which powers an ace acquires when his or her red sky manifests depend on the ace's own subconscious desires and personality. Sometimes, the powers are influenced by the circumstances of the stressful situation that caused the red sky to manifest. In about 30% of cases, the virus stays dormant on the person's DNA. These people can live normal lives for years until some physical or emotional trauma triggers the virus. And then they face the same odds as any other, almost always dying or becoming monsters.
A characteristic common to many meta-humans is an enhanced metabolism. Many meta-humans need to eat larger quantities of food after using their powers. A few of them derive their energy from external sources, such as fire or radiation. No meta-human has an inexhaustible amount of power.
"Black cats", monsters or just divergent, is a person that was infected by the virus and gained physical deformities. About 9% of those infected by the virus become divergents. Each divergent is unique; no two divergent have exactly the same deformities. Not all divergents are physically deformed, though. Any mutation that changes a person for the worse can be considered a divergent. The exact nature of a divergent's deformity is influenced by the victim's own subconscious fears and desires. One of the few traits that most divergents have in common is that their metabolism is so unique that medical treatment is more difficult. Practically every known disease is more severe when affecting a divergent. There are basically three kinds of divergents: animal-based divergents; variations of the human form; and the rarest of all, the monsters of the imaginary, creatures so twisted that they defy classification.

Something that needs the attention about powers is magic and time travel. I will not allow time travel (either backward or forward.) and "magic" (Although I allow a character to obtain energy by doing a "ritual". Example would be someone who obtains power by killing someone or sucking his "soul". He can only kill but yin his mind he believes that there is a ritual behind needed.).

One brick at a time
This is a open sandbox and any suggestion is welcome. If you have any idea NPCs, factions, gangs or others, and want to help, feel free. As far non-playable character go I'd like to divide into two categories: major and minor non-playable character. If an NPC is REALLY (Again, REALLY) important for the progress of the story, or you're using as narrator, or part of the world's background, it would be interesting to have him/she in the normal character sheet. The world "we know" has barely begun thus, we can't set a global villainy of meta-humans. The same goes to anything else that didn't exist before 1997. The idea is an RP at which time will dictate what happens in the world; for that, I need the opinion of you on this subject. How fluid should be the time? People want to tell the story of the character on the day he gained the powers, others may choose to start from the middle, or tell the story of a gang, a specific event, it can take months within the universe. My question is this, how to deal with "time". My opinion as GM is to treat things slowly, taking note of what happens and go featuring new characters and events as the RP progresses (Similarly "burying" any unnecessary characters who finished arcs and would not have the slightest intention of venturing out again.).
