I, Aldric Alim Archelaus Aibek Enlil, being sound of mind and body, possessing of no artificial or synthetic duplicates or variants of transient state at this time, do hereby holograph my final will and testament to be treated as mystic.
As a brief forward to my final dispensations and wishes, I must say that I am deeply dissatisfied with the state of the Galactic Form, as most commonly identified and embodied by the Allied Galactic Republic. Pertaining to the sections outlined by article twelve, one through six, and all sub-sections therein, the galaxy at large is not yet ready for the reception of the New Hegemony. I have spent my life working within the hierarchy and bureaucracy with the express intent of cleanly and legitimately reshaping the affairs of joint state in order to prepare it, though I have now for some time been assured that the system at large is intractable to any and all forms of peaceful ontospalical induction as described in section three through ten of article nine.
For consideration of all things in the spirit of my intentions, know that it was my desire in life to prevent the complete sterilization of all entheoforms by the New Hegemony upon its appearance. In execution of my will, above all other notions this singular spiritual intent should reign. Though the resources and means described and allocated within this will may seem insufficient for the task at hand, I do believe that through many means and ends that the situation may yet be salvaged.

A disastrous ecological catastrophe on their original home planet of Nualia, caused by a hostile alien power, forced the entire Domodet species to flee the planet and drift as nomads for hundreds of years before they managed to resettle. History between now and then is fuzzy, although prominent Domodet scholars agree that the species has been driven to near-extinction by stellar warfare at least twice, enslaved on a species-wide basis at least once, and have been subject to at least one systemic genocide attempt via a biogenic weapon - and all within the last six thousand years. The Domodets in the modern day possess a sparse and widely distributed population, possessing little to no technology or culture of their own. Individuals adopt alien cultures and lifestyles, with little to no information on historical Domodet culture existing in the present day.
The average adult male Domodet ranges from three to three and a half meters in length from the tip of their snout to the tip of their tail. possessing a long, serpentine body that is half a meter wide at its thickest point. Domodets possess three sets of fully-hydrostatic limbs with simple, four-finger bony appendages. Their internal skeleton houses a single tube of material analogous to cartilage, which serves as a central form of support for a series of biomineralized arches that form interconnecting crescent-shaped ridges of bone across six axis of the body to form the domodet Endoskeleton, characterized by a durable, spongy adherant tissue that allows for extreme torsion and flexibility. Domodets may twist any part of their body a full three-hundred and sixty degrees without issue due to the arrangement of their muscles and endoskeleton. The Domodet skull and jaw are entirely independent structures, the skull being set nearly a full half meters behind the three ridge-mounted ridges that act as jawbones, using the axial spines as a basis of support. Domodets possess a circular maw with a frontal ridge of sharpened bone at the forefront, which when closed all fit together into a perfect concentric-circle apparently used for shredding exterior dermis of prey. Further into the jaw are a series of similar ridges with alternating knobby protrusions used to crush and grind bones and other hardened structures. Domodet jaws are extremely powerful despite their small size, and the species has no trouble breaking down and eating solid granite and limestone rocks (which they may do in order to assist digestion of particularly large meals).

The Enlil Consortium is, at its base, a group of immediate beneficiaries and trustees to the deceased Lord Adviser to the Emperor Aldric Enlil. The Consortium is a legal enterprise which exists for the sole purpose of allocating and evaluating of of Lord Adviser to the Emperor Aldric Enlil's assets, the dissemination thereof, and the execution of his final will.
The chief authorities of the Consortium are the five Executors of the will, interchangeably referred to as the Benefactors or Trustees. All of them are Humans originating from the Celestial Empire and various subforms of its government; and nominally hold only temporary de-facto authority while in the process of executing the will according to its articles and any codicils formed by joint agreement between them, pursuing the stated instructions by all avenues legal or otherwise.
The five Executors between them, for the duration of their execution of the will, are considered to exist as a single holistic legal entity which possesses all of Aldric Enlil's legal titles, rights, assets, states, privileges and authorities. Any one of the five may make use of these as they see fit, though by legal poetry they may only do so if the 'whole body' of Aldric Enlil intends such. All actions performed by one Executor therefore must have unanimous support from the other four. Any actions performed without unanimous backing are unauthorized, illegal, and considered to be an act of that individual Executor rather than of Lord Adviser to the Emperor Aldric Enlil.

Each staff has its own intricate and complicated internal hierarchy that is independent from those of the other staffs, each varying in size and functions. The Consortium Economy is based entirely in units of converted energy, creating an equivalent to a fluid-based economy. How wealthy an individual is depends on how much energy they have stored. While this seems absurd at first glance, the catch to the system is that the smallest denomination of energy used as legal tender is measured in megawatts. This is only possible, in part, due to the exclusive location of the Enlil Consortium in general in addition to the specific design of their civilian and industrial infrastructure, and the national focus of power production. Widescale Power Fabrication technology and its high degree of integration with most aspects of life in the Consortium habitats means that relatively massive amounts of converted energy are required on an individual basis not only to live comfortably, but also to perform their job and to participate in the social economy. Even the poorest 'citizen' of the Consortium uses an estimated thirty times greater amount converted energy than a wealthy inhabitant of nearly any other nation, including the Celestial Empire.

The Enlil Consortium, being less of a naturally formed society and more of an artificially assembled conglomerate of multiple species, has a cultural environment that is a mixing pot incorporating ingredients stolen from nearly every culture of note amongst its populace. Corporations make specific efforts to make time for species-specific celebrations, which results in designated 'Holiday shifts' amongst corporate offices and workplaces, creating a subculture of invidious benefits competition between species trying to balance income with time off. Otherwise, the closest thing to celebrations the Consortium officially hosts would be State Assemblies and Auditing Day.
The economy is currently balanced, trending towards flagging. While the location and focus of the nation in general lends itself to massive degrees of power production, there is a nearly equal degree of power expenditure and on top of that, the Staffs are required to ration power consumption in anticipation of foreign negotiations. The amount of power which recirculates between individuals has thus decreased modestly over the past several months.

Fihr Wystan was the Secretary of Economics underneath Aldric Enlil prior to his death. He was responsible for organizing the official press release of the will's contents, as well as gathering the other four Executors together. As a Trustee of the Consortium, he heads most logistics affairs.
Aulus Cailean used to be an officer within the Celestial Navy before he retired and became a lawyer. It was he who kept the precise contents of the will obfuscated from the general public as well as from the bureaucracy of the empire in general, in addition to keeping official proceedings and decisions regarding the will within the royal court tied up for years while the Consortium grew and prepared. These days, he handles corporate law and contracting methodology along with civil rights and public health and safety.
Iikka Guiomar was a modestly well-to-do orbital technician of no particular renown, and his inclusion as an Executor of Enlil's will was a complete surprise, even to Fihr Wystan. The only provided explanation was a footnote: 'Now we're even.' Guiomar himself claims ignorance to the possible meaning, saying they have never even met Lord Enlil. Inexperienced and unaccustomed to affairs of state, they nonetheless have organized a fairly efficient civil engineering and infrastructure planning staff.
Alethea Shiru worked as an unauthorized 'troubleshooter' in the literal sense within the Celestial Empire, who was not an entirely unfamiliar sight in the company of prominent members of the Advisory Council and had been known to associate closely with Lord Enlil for nearly a decade prior to his death. She apparently handles all affairs pertaining to intelligence, and not much else of her is known.
Levia Constance was a member of an industrial regulations and auditing committee prior to the death of Lord Enlil. Made of of industrial servicemen and technicians much in the same vein as the man himself, the staff is drawn almost entirely from blue-collar individuals. Considered the most 'hands on' staff of the bunch, they spend most of their time educating and teaching others to become service professionals, and otherwise plan and organize the layout of all infrastructure amongst the consortium. Almost every large building has at least one member in permanent residence.

Occasionally, somebody who knows their way around a humorless smile will appear and flash a badge with the infamous emblem of the fourth staff before asking extremely pointed questions. Fihr Wystan was the Secretary of Economics underneath Aldric Enlil prior to his death. He was responsible for organizing the official press release of the will's contents, as well as gathering the other four Executors together. As a Trustee of the Consortium, he heads most logistics affairs.
Aulus Cailean used to be an officer within the Celestial Navy before he retired and became a lawyer. It was he who kept the precise contents of the will obfuscated from the general public as well as from the bureaucracy of the empire in general, in addition to keeping official proceedings and decisions regarding the will within the royal court tied up for years while the Consortium grew and prepared. These days, he handles corporate law and contracting methodology along with civil rights and public health and safety.

Tramontane, a superluminous class O star of indigo coloration, forms the first binary with Levant, a white class A star. The binary is referred to as the Gregale Binary. Ostro, a blue class B star, forms the second binary with Ponente, a yellow class G star. The binary is referred to as the Libeccio binary. The first and second binaries orbit a tertiary center of mass between them, which is designated as Point Phoenicia. All three of the system's planets orbit the Libeccio binary.
Tunri, the planet closest to the binary, is a barren world which contains several seas of molten rock and minerals. Due to concentrated pockets of volcanic gasses forming within older oceans now located within the planet's crust, the planet is host to several massive subterranean caverns and tunnel networks which are significantly cooler than the planet's surface. The Enlil Consortium's primary colony and urban center is located here, within a cavern beneath the planet's northern pole and accessible only via an artificial boreshaft.
Carthans, the second planet from the binary, is similarly barren but possesses a cooler surface and an inert core. The planet's overall structure has remained stable for millions of years. Troi is a base for a number of mining operations and serves as a waypoint between Tunri and Troi.
Troi, the third planet from the binary, is a barely habitable, sweltering greenhouse world with an atmosphere composed largely of Helium and Nitrogen, with moderate concentrations of Ammonia and Carbon Dioxide. A small settlement of Domodets resided here prior to the arrival of the Enlil Consortium, which negotiated an agreement with the settlement and built an agricultural colony around it. Troi is host to most of the Enlil Consortium's foodstuffs and edible goods. While a number of Terran plants can grow without trouble on Troi's surface, most livestock and cattle asphyxiate within the planet's atmosphere. Only the cultural livestock of the Domodets can live on the planet's surface, and though the biochemistry of these species is best suited for consumption by Domodets there remain portions and selections amongst them that are suitable for consumption by alien species.

These installations are blandly named after their parent stars and due to their hazardous environs, only sporadically ship or receive shipments, with their crews numbering only a few thousand each. However, these installations form the backbone of the entire Consortium economy, providing and wirelessly transmitting massive quantities of converted power from their parent stars to both Tunri and Troi. Each facility possesses a large, modified, industrial laser emitter originally intended for use in crust calefaction. Their design enables each starbase to induce surges of stellar activity and flares from their parent stars by firing modulated laser streams at their surfaces; the violent updraft of stellar energy is then absorbed and converted into usable power. The presence of each starbase within each stars' corona, and their proximity to their surfaces, is only made possible by the bleeding-edge environmental shield arrays used by each base, which are used not only to protect the facility from their hazardous environs but also to redirect and control the flow of stellar energy and radiation being emitted from each star.
