Is Dune an exception? Because he's getting all effects of being in hiding, but since human form is one of his natural forms already, he can still shift. And the whole premise of a shifter is shifting into a wolf/any other animal and back.

So the whole premise of Dune shifting is a no-no? Because technically a wolf isn't his mythical form - he's actually a Phoenix Shifter that was raised amongst Wolf Shifters.

Shifting can but it is very rare, especially the longer it has been since the change to human form. And to change back once again nearly impossible. Think of it like trying to remember you name with amnesia. It would take some massive to bring it back and then to lose it all again even more. We're talking boss fight, best friend dying in your arms, watching you lover turned into a kabob for dinner by Hannibal Lector. Big. It is not day to day.

Haven't read your last of but if you shifted and it wasn't caused by a shift in the eat the axis, then yeah. As far as the cs goes, he is a shifter, just one that is locked in human form like so many of the other mythicals.
