I think you had to ask for it, maybe. I asked for knights at the beginning of the game (thus why I have 500 knights). To compensate for having cav, I had to have fewer infantry.

He is here. Also yeah, with cavalry you had to ask for it and if you did you only get knights. Dragoons etc. are a future discovery.
