Meet Amatsurahashi Mikoto. A young man standing at 1.79 meters who probably spends more time looking at himself in the mirror than actually fighting. I smell the homosexuality already.

His long red hair made into a ponytail is probably the one with the best care in the whole army, even among the women. Don't ask, don't tell plz.

His fair skin has so many layers of creams and other chemicals that some men think he'll explode if there's some fire near him. Someone's going to have a bad time.

His blue eyes have never been seen in another state than their almost always perfect one in which Mikoto keeps them. There are some rumors going around that say his eyes can't actually be that pretty alone, saying that they MUST be using contact lenses.

He is so picky with his food and training menu to keep his slim, yet strong build, that many come to take his advice on how to take better care of their own physique. Making me hungry.

Have you ever met that one person that just seems to sing everything when he talks? We call those fruits, yes. That's the kind of person Mikoto is. A lot of people think he is annoying, but he just shows no signs of changing.

Ever since he was a child he's had one rule with which he lives by. To never change himself even if others want to change him. Always remain true to the desires of his heart. He is that kind of whimsical guy. As long as he doesn't watch pony porn I'm ok.

He loves art, music and just about anything that expresses the true desires of the heart. He spends a great deal of time in unnecessary and excessive grooming. He also seems to vastly prefer the company of men rather than the company of woman. These are just some of the reason as to why a lot of people think Mikoto is actually homosexual. Very valid thoughts.

Mikoto is only really picky when it comes to women, not to mention that he isn't popular with woman either because of how effeminate he seems at times. Several of his close friends actually know this, and still like to tease him about that.

Having sparked several misunderstandings, Mikoto has made an habit of introducing himself with his sexuality in his introduction line.

Despite his love for his beauty, Mikoto is neither an stranger to fight nor is he scared of them. He is not a ninja just for show. Mikoto's will to fight is just as much, if not even more, than other ninjas. He will never run away, nor will he ever admit he is outpowered. That's why he believes it is wrong for shinobi's to only be after money and not to follow their heart's desires. He's not following his heart by wanting women. Hypocrite.

He does, however, protect his face a lot more than any other shinobi does. That's better.

His reason to be one of the Red Sages is simple; "Doesn't freedom sound like a beautiful concept to you? I'd very much like to see what true freedom is like." k

【History】
What can you expect from Mikoto's story?

Yes, he was bullied as a kid. Yes, he was beaten up a lot as a kid. No, he was not mentally scarred or traumatised by this. Cyberbully 2 Shinobi Boogaloo

Mikoto actually fought back. He's never been afraid of getting his hands dirty. Though he's always been a dilligent student, more than once has he been scolded by his teachers because of how many fights he got himself into. During elementary school, he had to fight his way through bullies and smart-asses who thought he was nothing more than a sissy.

It wasn't until he started going to junior high school that he discovered a better way to deal with bullies instead of fighting them. Completely ignoring them. Why, there's nothing more infuriating than the sissy you are trying to piss off completely ignores your very existance. It ended up either with the guys giving up and moving on to their next victim or them trying to beat up Mikoto, which ended up badly for them. Again. Did he at least block them on Facebook?

By the time he entered high school, Mikoto had created a reputation for himself. Never again did he have to deal with idiots trying to piss him off. Just retarded GM's calling him gay.

Sadly, it was... boring. Extremely so. How could he ever relieve this boredom? Already studying to be a ninja and a Chuunin, and the Hamajo Confederation didn't seem eager to start a war any time soon.

Then, what could little old Mikoto do to relieve his thirst for fighting? The Red Sages was the only thing that came to his mind. k

【Family ties】
The Amatsurahashi family. Harsh in their ninja training, lax in their concept of what a man should be. Why you ask?

Mikoto's father died when he was 4 on the way to the hospital when Mikoto's sister was about to be born. Bawwww

So, Mikoto had to quickly grow up and become the man of the house and so, he had no time to have his lunch handed over to him by some guys who taught were better than him. Not to mention he had an example to set for his sister.

【Dreams and fears】
His dream is to see actual freedom. To be able to see what it truly means for a shinobi to be able to be free. He'd also like to learn how to play an instrument, ANY instrument. Is that a metaphor for peepee desperation?

His deepest and darkest fear is for all that is beautiful to him, including his family, to be taken away from him all at once. To leave him at the mercy of a world where nothing can no longer make him feel alive. Basically, being alive but dead inside is his biggest fear. He is so fucked.

【Fighting style】
Many describe Mikoto's fighting style as refined and entracing. They say it is like watching him dance instead of fighting. Still, Mikoto's taijutsu is deadly and precise. There is no wasted effort, no wasted moves. Everything is made to be a beautifully perfect fighting style for Mikoto. Sounds interesting.

Rhythm and tempo are the bases for his taijutsu style. He always tries to imitate a song playing inside his head as he fights, trying to match the timings of his strikes and the timing to avoid and counter-attack. Thanks to his being knowledgeable about several types of music, it is easy for him to change gears in the blink of an eye.

He tends to use bojutsu, a fighting style through the use of a staff, when he thinks taijutsu is no longer enough to defeat someone. He usually combines bojutsu with ninjutsu to make an even more lethal style. Interesting.

He is more of a physical fighter rather than using ninjutsu and genjutsu. His ninjutsu acts more as a support for his fighting style and he tries to avoid using genjutsu, mainly because it isn't his best subject.

His ninjutsu focuses on the use of water as a high speed waterjet to cut through things.

【Kekkei genkai, or bloodline limit】

Description:
Mikoto's Kekkei Genkai allows him to use an special type of Water Release, the 'Water Release: High Speed Jet'. The Amatsurahashi in the past used this jutsu in their own hands to create high speed cuttings waterjets. They can cut through just about anything and thanks to their original water form, it cannot be broken. This is really weird. Okay that it pierces lots of stuff. But it sounds like the high pressure water move Tobirama used: naruto.wikia.com/wiki/Water_Release:_W.. Except a bit cooler. Could it cut through almost anything except diamond or w/e? Eh, I'd say it REALLY depends on how much chakra and intensity you put in it. Tbh I'm not sure if I'd consider this a KG as much as a specific art in the usage of Water release.

When not active, the Kekkei Genkai manifests in the finger tips of the user as an slightly blue-ish tone. The more powerful the user is at handling their Kekkei Genkai, the larger the spot in their fingertips becomes, with the most elderly ones having their whole hands covered in blue. This isn't very relevant is it?

Strengths:
It can cut through just about anything, though not through diamond or crystal release jutsus. Refer to previous statement.

The only way to make it stop is for the user to deactivate it or to render the user unconscious, otherwise and thanks to its formless water state, it cannot be stopped, broken or otherwise. Wait, can't be stopped as it like can't be blocked? Because this technique can't last for super long if it cuts through anything. Can't be broken? Erm, if you meant its robust because chakra sure, but I'm sure someone with superior combat skill could. I need you to elaborate this a bit more really.

Weaknesses:
The use of this jutsu hurts the user as well, since they need to keep the jutsu coming out of their hands, which in turn cuts them as well. k

Using it in weapons is also not effective, since it will also wear the weapons down. k

Since it is a pretty aggressive and hurtful jutsu, even for its users, it is only a one time ace in the hole to be used in battles. How long does it last?

Jutsu name:
Water Release: High Speed Jet

Short Range, can only be use in hand-to-hand combat.

Description:
The user releases a high speed stream of water from their finger tips and envelops both of their hands in a water jet that can cut through just about anything.

This technique, however, is as harmful to the user as it is to their opponent, and can only be used once in a fight to avoid further damage to their hands and/or weapons.

Depending of the Chakra output of the user, this move becomes more powerful and becomes able to cut through harder materials. How much the chakra is being used also determines how long this jutsu can last.

At minimum output, the Jutsu can cut through wood easily and can last about half an hour without damaging the user's skin. In a weapon, it can last for a complete hour before it starts eating away at the materials of the weapon.

At medium output, the jutsu can cut through bone, rock and even iron. The user can mantain it for 15 minutes without major damage to their hands. In a weapon, it can last for 30 minutes.

At maximum output, the jutsu can cut through just about anything, the only thing it cannot cut being diamons and crystal release jutsu formations. In the user's hands, it can only last for 5 minutes before there is major damage and in a weapon it can last for 15 minutes before it destroys the weapon completely.

I eliminated the Kekkei Genkai too.

@GrafRoy Zeppeli Okay this seems a lot better. Now here's the deal:

-Normal output, it's fine. It's not strong so even if it lasted longer I wouldn't care all that much. One hour is fine, keep it.

-Medium seems fair, as strong as a chakra enhanced weapon. Seems good.

-Okay, here's the deal with this. Something that can cut through anything or pierce through anything with rare exceptions is insanely high tier. Lust from FMAB or The X-Axis from Bleach can attest. 5 Minutes is loooooong. I recommend putting it into post, and something rather short given it makes you cheese through any skill requirement. It should probably have trouble with chakra enhanced weapons, sure it's stronger but can't cheese through through. Plus it would likely cut you even more chakra to get through those.

Yeah I'm a bit uptight with this but cutting through almost anything is pretty damn stronk.

The new technique is improved for sure, but aside from the concerns Savato brought up I'm more interested in the duration of the low-tier usage. He may say a whole hour is acceptable, but that seems incredible to me. Maintaining a constant output of chakra should drain at the same constant. That means that his chakra pool would have to be large enough to constantly lose chakra for a whole hour and not run out. That seems like a lot, considering I can't think of any situation in the canon where any shinobi managed a feat like that. I'll let the others decide if I'm right or wrong on that analysis, since 2/3 is more than 1/3, but just bear in mind that this is just applying to the low-tier part and not the whole thing.

@j8cob Minimum output has the strength of a pretty average sword used by an average shinobi. It's like saying walking on water should drain you after an hour cuz it's continuous. With enough chakra control it's pretty negligible.
