He carries himself as someone who is accustomed to being treated with respect and is, in turn, very polite to almost everyone he meets. Although his birthright puts him at the very top of Nihon's classist social structure, it does not actually grant him any political power. The Emperor is more of a symbol to the people than anything else, and the real power lies in the hands of a democratic republic which elects a President whose power borders on dictatorship which makes him more like a king (the President is actually commonly referred to as "Shogun" due to the fact that most of his influence is backed by military force).
This is the world that Akamatsu Hiko was born into. His parents pressured him into politics at a young age and his familial heritage granted him almost unlimited privileges. As a child he was schooled in history, political strategy, military strategy, martial arts, languages, and economics in addition to the higher maths and sciences. He is fluent in Japanese, English, and German with at least a conversational grasp on French, Italian, Russian, Spanish, and a handful of other languages. By all rights Akamatsu was--and is--a genius, and recognized for it. By the time he completed high school he was working as a personal assistant to the President himself, who had taken a liking to young Hiko.
Of course, the boy had his own ideas on how an empire ought to be run, and he intends to change the system gradually. If not elected President himself one day he most certainly will succeed his father as Emperor. If all goes according to plan, he hopes to achieve both, thus restoring power to the Emperor as a supreme ruler. The fact that he must consent to an arranged marriage means very little to him. Marriage is, after all, just another political move, one that he's not especially interested in but won't argue with nonetheless.
