@sigmaI can see older models of helicopters being sold to the Pro-NAU to support the subtle annexation of former UPC territories. I can also see the NAU being hesitant to send any new ones due to sold ones Falling into separatist hands and even more so, into grogar hands giving them a huge mobility advantage. Imagine orcs with helicopters during helms deep. Epic I know.
But yeah, helicopters wouldn't be real common but they'd definitely exist in the Former/modern UPC areas.

However, as with shorticus, Social structure within other nations is not a concern. Visiting NAU citizens would have to be given the best treatment though as that is how the NAU would treat any Cascadian citizen. The NAU would likely invite visiting Cascadian's or other nationals visiting to noble functions such as grand festivals etc etc. If Cascadia treated the NAU as such, social barriers wouldn't really exist.
Hell, they both pretty much view the Grogar in similar regards as subhumans.
Now the flip side and of course this is if the NRP lasts this long and Theodore stays in control.. -IF- Theodore manages to take over all of the UPC lands and stomp out the Grogar, the Cascadian's would be next in his sights. His manifest destiny
demands it.. and that would require huge ass changes from your population, changes they will not give up without a ferocious fight.
All in all, They aren't really similar and likely wouldn't get be super friendly had the two nations been directly bordering but I doubt they would be fighting one another over cultures and history.
