3. Leave some of those spots open. Maybe the ranks could be tied to a house, rather than individual? That way you could introduce characters from that group later on and ascend/descend in the ranks when plot demands it. Something like that.

What annoys her the most, is the fact that her family highly praises the more civilized elder sister, paying no attention to her own successes. This led her to become a troublemaker when she was young and often started fights with anyone who dared to look at her the wrong way. All to shine attention upon herself and establish her own identity, stubbornly refusing to live in her sister's shadow.
Her cousin, Masahashi, was one of Homura's primary targets among the family whenever she wanted to blow off steam. Their relationship had always been rocky, as Shizuyo was responsible for watching over the two whenever she was off duty. It always boiled down to shielding Masahashi from Homura's unglued rage, giving off the impression that she was giving him more attention than her own little sister! On top of that, Masahashi was being groomed to inherit his father's company. Homura didn't care about the inheritance itself, but it angered her to learn that she wasn't even considered to be a potential candidate. Despite how heavily influential her elder sister was to their side of the family.
Adopting an independent attitude, she often roamed out of the house to do kaiju things. This includes rolling with an unlawful crowd. Specifically, joining unsanctioned fight clubs where quirks were permitted.
Oddly enough, her mother encouraged her mischief behavior, while the father tried to teach her some discipline through martial arts and intensive training. It worked to some extent, but the result caused her to become a better fighter and fueled her hatred for her sister. Learning the art of provocation, she bluntly issue challenges to those who catch her eye. Using whatever means to start a fight without being the one to initiate it first, at least from her point of view. Unfortunately, her temper often gets the better of her.
During one of her matches in an underground fight tournament, one of her opponents suffered a career ending spinal cord injury from Homura's attack. They were closest thing Homura ever had to a rival and best friend. She deeply cherished their battles and memories they shared, but was too stubborn to openly admit it. She wanted to quit fighting after that, fearing that she would make the same mistake again in the future. But, her former rival urged her to keep fighting. Claiming it would be disrespectful to them if she were to give up.
After a bit of sulking and self-reflection, Homura took it upon herself to inherit her rival's dream and become a fighting hero. Her path led her to Matsubara, a step closer to her own personal goal.
Quirk: Kaiju; A transformation class quirk. Homura's quirk allows her to manipulate the size of her body and transform into a kaiju-like creature, as one would see in Japanese fiction.
Currently, she could only scale up to a maximum height of ten meters. The transformation itself is heavily dependent on how angry she gets, so the size often varies in between her base form and maximum form. Still, it's rather small for a self-proclaimed kaiju.
While transformed, she cannot adjust her size at all, she would have to cancel her transformation in order to do so. However, due to the unrefined usage of her quirk, Homura suffers a rather comical side-effect. One of which often shatters her pride as a fighter.
Once a transformation is deactivated, she temporarily reverts to a three foot tall chibi version of herself. It renders her unable to transform again in quick succession. The amount of time spent in her chibi form, is roughly equivalent to the amount of time she spent in her enlarged form.
