Personality: In childhood, Negi was a natural at playing the role of a high-born scion of Saiyan pride and blood. He scoffed at the weak, and viewed the strong as little more than just obstacles for him to eventually defeat. He was the very image of the arrogant Saiyan Elite. And perhaps, had things gone differently, he might have stayed that way. But things change people, and the years Negi was forced to spend away from his own kind and among people who were only superficially similar to himself changed the Saiyan somewhat. That sharp Saiyan pride of his dulled somewhat, and his instinct to fight had to be subdued and changed into an instinct for survival. Negi has become far more of a rational thinker than most would think his race capable of, willing to wait and think a problem through rather than charge in headlong. But that Saiyan pride of his has not died completely, and it can surface at times resulting in either positive or negative outcomes.

History: Negi was born on Planet Vegeta as the second son of Daikon, the Saiyan King. Negi's power level was high at birth, as expected of a Saiyan of his class, and he was quick to throw that power level around to establish his own dominance wherever he went. Negi grew up developing both a friendship and rivalry with his elder brother, Okura. The two Saiyan Princes were quick to start conquests of entire planets just for the sake of competing and one-upping each other, even if it was to the irritation of their father. Indeed, the brothers endured many a scolding from their father, who often had to forbid them from leaving the planet just to keep them in check and prevent any unnecessary wars with other races. But as the brothers grew into young men, it became impossible to keep them tethered to Planet Vegeta and they found themselves going missions of their own. Sometimes leading a team of warriors, while other times they flew solo. During these times, the brothers spent less time together and without even knowing began to drift apart.

Around five years ago, both Negi and Okura were on separate missions when they received word of the disaster. A huge meteor struck Planet Vegeta, destroying the planet and killing everyone who was not away on a mission at the time. This included their own father, which of course left the near-extinct Saiyan Race without King or any form of leadership. When both brothers arrived to investigate the remains of their home world, hostilities began to flare. Okura suddenly declared himself the new King and ordered all the other survivors to kill Negi, the only Saiyan he viewed as a threat to his claim of leadership. Battle ensued, with some Saiyans choosing to defend Negi while others chose to obey Okura's command. When it was over, Negi was forced to flee the remains of Planet Vegeta, without even being afforded a chance to see what fate befell those who had sided with him. After drifting through space, the exiled Prince's spacepod found itself on a crash course toward a remote, blue planet.

The pod crashed on the unknown planet, and Negi was quick to destroy the vehicle to prevent it from being traced to those coordinates. He then disabled the Scouter he wore, so that it too could not be traced. From there, the Saiyan prince had no choice but to look around and get the lay of the land. He was fortunate that his pod had crashed in a remote area, far from any civilization. But when Negi approached the nearest city he could find, he was surprised by what he found. The people on this planet all looked almost exactly like Saiyans! The only difference was their apparent lack of a tail and more variety of hair colors. All Negi needed to do was hide his tail and he could easily pass himself as one of these humans. And so that was what he did. He made sure to always wear clothes that made it easy for him hide his tail from view. He even forced himself to ignore his fighting instinct in order to keep his power level from rising too high to avoid anyone offworld from detecting him. During this time, Negi had learned that the city he came too was called East City, one of four major capitals that could be found in each cardinal direction, along with a fifth that could be found closer to the center. In order to feed himself, Negi needed to work and earn the planet's currency. At first he acted as a bouncer for a popular bar, his Saiyan strength allowing him to easily throw out anyone without breaking a sweat. But after a while, he started filling as the bartender from time to time.

As a bartender, Negi learned far more about the people of the planet than he originally intended. He wasn't sure why, but people had a strange tendency to vent or confide in bartenders on this planet. Without really wanting to, Negi ended up listening to a number of different people's stories and problems. Sometimes it was financial in nature, sometimes having to do with some relationship. They were an annoyance for Negi for the longest time, but he did eventually start warming up to listening to these people. At the very least, he no longer had the urge break their necks as soon as they started talking. On at least one occasion, the TV in the bar piped up and began showing an event called the Tenkaichi Budokai, referring to it as a tournament to discover who the strongest is. Negi wanted very much to compete, knowing full well he could probably win without breaking a sweat. But he fought the urge, and instead only watched the tournament unfold on the television screen. That tournament was held two years ago, and supposedly another one was coming up in the next year, but whatever plans Negi was making were about to be rudely interrupted when his past would come screaming back into the picture.

~Techniques~

Raid Striker: A simple melee attack that opens with a powerful uppercut to send the opponent skyward, only for the user to appear above the target, grabbing them and then slamming them back down to ground again. It's used primarily to set things up for a follow up attack.

Thunder Stinger: The user uses his or her index and middle fingers to draw a horizontal line directly in front of them, leaving behind a straight line of Ki that suddenly explodes into shards that fly forward into their intended target like a volley of energy shrapnel.

Assault Raid: A melee rush that opens with charging downward into the target, followed by repeated punches sending them down even further. Especially devastating if the the target is sent into the ground mid rush.

Lightning Breaker: The user's aura of Ki takes the form of an electrified body for a short burst, during which they're melee strikes are electrified and made more powerful. Even when touched by an opponent, the electrification gives them a painful shock as a defense mechanism. Rapidly uses up Ki and is known to leave the user drained and vulnerable after it wears off.


For as long as the written word has existed, legends were told of seven mythical spheres called Dragon Balls. Scattered around the Earth, the legends say that whosoever can gather them together, they need only to call forth the mighty dragon that sleeps within and he will grant them any wish their heart desires. No records exist of anyone ever summoning the Dragon, but myths surrounding the Balls can be found in multiple cultures, lending credence to their legitimacy. But the Dragon Balls are not Earth's only legend. In fact it has a rich history of warriors and martial arts masters. Even in the modern day, the Martial Arts are revered with a tournament that is only held once every three years called the Tenkaichi Budokai. As that name suggests, it is a tournament held to determine who is the Strongest Under the Heavens. But the Earth is about to learn that they are not alone in the Universe.

In another Galaxy, a race of warriors called the Saiyans make a name for themselves on a galactic scale. Craving battle, they became known for roaming planet to planet, each conquered by only one or two Saiyans at a time at most. But they are few in number, their home planet lost to a disastrous meteor strike five years ago. What remains of the race is a handful of survivors under the command of one who calls himself their King. Their invasion of other planets is an effort to find a new world suitable for them to make a new home. In all of this, a pair of Saiyans find themselves eying the Earth itself. Their Scouter devices have alerted them to several individuals with high battle power residing on the planet. But rather than approach this cautiously, they instead have decided to see this as a challenge to test their mettle as proud warriors. And they may also have come to Earth in pursuit of another goal as well.

Rules

1. Follow all the usual rules of Roleplayer Guild.
2. The GM's word is law, and that is final. This also applies to Co-Gms as well.
3. We'll playing it fairly loosely concerning power levels. This will give players a bit of leeway in letting battles be more story-driven rather than always boil down to a numbers game.
4. Numerical power levels will exist, but as the above rule implies, they are not the end-all-be-all of character capability. In fact I predict we'll be ditching the numbers after a couple of arcs.
5. The RP will progress over a series of Arcs and Sagas. Yes, there's a difference. Arcs will be characterized as being shorter and often more fillery, while Sagas will be longer and more plot relevant. In fact it's even possible for an Arc to happen within the events of a Saga.
6. Everyone is welcome to submit ideas and suggestions for both Arcs and Sagas. In fact I encourage it, as it will give us more opportunity to explore each of the characters and actually try to give everyone a legit character arc rather than just defaulting all the focus onto one or two protagonists.
7. For the time being, I'm limiting players to one character each.
8. Saiyans are allowed, but they are not allowed to already be living on Earth for plot reasons.
9. I reserve the right to add or change the rules as the need demands it.

Races

Humans: The dominant species of Earth. Humans as a race are mostly all-rounders, decently average in all fields and through training can become more focused or specialized in specific areas or disciplines. Humans are also believed to embody the power of potential, and such is characterized by their innate talent for mastering techniques. At any time when characters would normally be allowed to have their character learn a new Technique, human characters will instead be allowed to learn two.

Beastmen: The second-most dominant race on Earth. They aren't really a single race, as the name is a catch-all to refer to the many animal-like people that also populate Earth. Like humans, they are mostly all-rounders, but their animal features (claws, fangs, etc) can be used to give them an edge in melee combat. They also have sharper senses, both physically and in terms of sensing Ki.

Saiyans: Human-like warriors that originated from the Planet Vegeta. In fact their monkey-like tails are the only feature that physically distinguishes them from humans, that and the fact that Saiyans keep the same hairstyle from birth until death. A race of born-warriors, Saiyans are infamous for being born with higher power levels and having a greater aptitude for battle than other races. Saiyans are also infamous for their power levels increasing exponentially when they recover from near-death. But the Saiyans' greatest weapon is the Oozaru, a giant ape-like transformation that occurs under the full moon and while the Saiyans still have their tails. But that tail also serves as their greatest weakness, as simply squeezing it can render a Saiyan helpless and in pain. Saiyan characters tend to have the highest raw power levels, but lack the refined training and discipline that a human martial artist might have.

Namekians: Genderless slug-men that come from the remote planet of Namek. Namekians have a similar aptitude for Ki that Saiyans possess, but often have a greater control over it. Their ability to elongate their limbs and become giant-sized almost at will can make them quite a powerhouse and heavy hitter. On top of that, Namekians can use their Ki for a powerful form of self-healing, even able to regrow their lost limbs. Overall, this can make Namekians among the most durable fighters there is. They aren't without their flaws, though, as regeneration can render them with far less Ki then they had previously. Growing Giant can only be done for a short period as they have to burn Ki in order to maintain the increased size. Their ears, while able to hear even tiny sounds from farther away, are also sensitive and very susceptible to high-pitch sounds like whistling.

Demons: Beings originating from the mysterious Demon Realm. Very little is known about them, or even how many varieties there are. A Demon character's traits and characteristics are up to the player to decide on, the GM or Co-GMs will either approve it or ask for changes to be made.

Alien: This one will be similar to Demons, giving an option for a player to create their own alien race.

Other races such as Freeza Race or Artificial Humans (Androids) will become available for player characters later on.

About the only thing I'm missing before I can make an OOC is the Races. I mean sure, we've all got a clear idea on what Saiyans and Namekians can do, plus I've already hinted at how Earthlings will work. But that leaves me with the question of other races. Beastmen are a thing from the original series, but the only thing I can think of that makes them wholly unique is having the option of possessing natural weapons (claws, fangs, etc) that can be used to augment whatever Martial Art they use. As for the Freeza Race, I'd like to include them but I feel like they need to be kept on the backburner and brought in at a later time so as not to overshadow the Saiyans who will be getting the focus during the opening Arc. And Majins? I have no idea what to do about those, barring a complete rewrite of their origin since without Majin Buu, they can't actually exist.
@mattmanganon I think that will ultimately depend on how many people end up joining. If it's a small group then sure, I'll likely allow players to use a second character. But if we end up with a bigger group, then most likely I'll be limiting us to one per player to keep the character roster from becoming too bloated.

@Headhunter Utilizing Capsule Corp tech is a fine idea, but it's also something that anyone could do regardless of their race. I'm going to try and give Earthlings something more inherent to their biological race so that it's something only they can do. At the moment my idea is that they can learn and master techniques more easily due to human potential and human spirit and such. That would effectively mean that anytime the players would be allowed to add a new technique to their character sheet, an Earthling character specifically would be allowed to add two instead. The idea would be that even if Earthlings lack the raw power often displayed by Saiyans or Namekians, they would have the edge in being more versatile thanks to having more techniques at their disposal.
Okay, now that I'm home, let's start pumping out a few more details:

1. The standard races from the series and most of the abilities associated with them will still apply. However I do plan on adding a few things, particularly to the Earthlings so they don't feel like they are perpetually falling behind. And on the subject of races, I'm going to try and make each of the races feel as unique as possible, with each potentially having their own unique options available to them so that each might have their own appeal.

2. Saiyans. They are indeed a thing. No, they are not completely extinct, in fact there will be a few more of them present than in the canon series for reasons I will go over at a later time. However, I may implement a nerf here or there for the Saiyans to keep them from becoming as disgustingly overpowered as they got in the canon series.

3. Power Levels. This one's a bit trickier for me to explain, because while they will technically be present, I also want to stress they are not by any means going to be the end-all-be-all of what a character is a capable of. In fact I have no intention of implementing any strict rules regarding numerical power levels. Even though there will be people with Scouters who will read power levels from your characters, those numbers aren't really going to be all that meaningful. Much like the show, your power levels are going to be rising and falling based on your control of Ki among other factors, so they will quickly lose their relevance anyway.

4. The Dragon Balls themselves. Honestly, I'm considering the possibility of not including them at all. If nothing else, this will create a much more intense feeling of stakes since death would now be much more of a permanent fate and thus carry more significant weight to it. This point isn't set in stone, though, so if anyone feels we should include the Balls then feel free to say as much. I'll probably base my decision on what the general consensus ends up being.

5. Sagas and Arcs. Yep, we'll be using the structure of telling the story over a series of Arcs and Sagas - yes there will be a difference. Arcs will be shorter and sometimes more fillery, while Sagas will be longer and more plot relevant. I've already got a decent idea what the first two will be (The first being an Arc, the second being a Saga) and possibly a third though it will be delayed until later on. But feel absolutely free to suggest ideas for Arcs and/or Sagas. They can be used for exploring characters' personalities and backgrounds and be the platforms from which their character arcs can launch from or progress to. In other words, I very much want them to be just as character driven as they are sweeping and epic.

With those points in mind, the opening Arc will, as tradition dictates, be about Saiyans arriving on Earth - though not for the reasons you might be thinking of. For you see, though Planet Vegeta and its King have indeed been killed off, from there is where things will be completely different. For one thing, the Saiyan King left behind not one but two sons, and the older of the two wants nothing more than to kill his younger brother so that there is no one to threaten his claim to being the new Saiyan King. He sends out the few survivors he managed to gather to find a new planet for the Saiyans to take over, and in the process hunt down the younger brother and kill him. Said brother just so happens to be on Earth, having landed there 5 years ago and has been living there among the humans in a self-imposed exile. And I think I'll leave it there for now, wouldn't want to give away everything right off the bat.
A role play for those who wish to tell a wholly unique story while still following the core rules of the Dragon Ball setting. No canon characters will be appearing, save for a few villains with whom I'm going to be taking some liberties. More details later when I get off work, but for now I'm putting this out there so people can post their interest if they feel so inclined.
