Greater Oakland became the prosperous center of business during the late 21st century when much of San Francisco was lost to the collapsing seabed. With businesses making the move across the bay and much of the population following suit, economics of the area exploded. In addition, with the harbor already the bay's most widely used port, it was simply expanded upon until it became the busiest in all of the US. Crime in the major city is relatively low with regular patrols keeping a watchful eye on the day to day of every citizen. Outside however, most noticeably in the surrounding Old Oakland area, crimes rates rise and continue to do so practically unhindered. |
Located just inside Greater Oakland. This towering structure comprises the headquarters of the Policing Department with jurisdiction of all of California. The design itself is rather straightforward. Black rectangular shape that juts into the sky and breaks the horizon from all angles. The base stretches for a total of ten city blocks, or around 50,000 square feet making it near the largest building in the city. At a little over 300 stories, the structure is without a doubt the tallest. Taking precedence over local law enforcement, the PDC and all state departments like it patrol the entirety of that state. A specialized unit meant to investigate crimes of a higher profile while law enforcement established in specific cities take on the smaller posts. This distinct separation was a necessity put into place after the population of Earth began to skyrocket. Crime reached an unprecedented height and a drastic change to the judicial system had to be made. N O T A B L E L O C A T I O N S Check-In. Besides being a second home for the men and women who have sworn protection over the state, and to those who wish to disrupt it, the PDC Headquarters also doubles as a hub for information exchange. This information usually arrives by way of traffic through the levels designated "Check-in". State law requires all private vessels entering and exiting the state to a mandatory screening. Although this can be completed at any of the various PDC Hubs across California, time for processing is quickest at HQ. Holding. Below ground level. The further one descends, the more dangerous the criminals being held there are. The nature of prison's design makes escape virtually impossible, not to mention it's situated directly below PDC HQ. The first few floors are for temporary holds lasting a handful of days at most. Everything after is more prolonged approaching permanence. Office of the Chief Of Police. Near the top floor. The world slowly suffocates itself on limited resources while nations wage war over scraps. ________________________________________________________________________________________ 2076. A motion is made to colonize Mars. Extensive studies and expeditions, advances in technology and the greatest minds of exploration have deemed it a viable and suitable "second Earth". 2080. The first colonizing life-rafts arrive on the red planet using previously established expedition sites as base camps. Work is hard and a suitable workforce harder to find. There are few trained to survive the harsh environment that is another planet. 2091. A.I.D.A. v3 (Artificially Intelligent Demi-Organic Android) is manufactured as a low cost alternative for labor. Advertised to be twice as strong as any human with low maintenance requirements and lower upkeep. They eat less, waste less, work harder and are the first of their kind to "develop" their own personalities based on outside stimuli. An initiative in revolutionizing robotics to better integrate them in the general populace and allow them to be more productive. 2095. Work is disrupted when a large group of AIDA's erupt into violence across the budding colonial community. The fighting lasts for several weeks before military from Earth can arrive to quell the sudden uprising. A large number of AIDA v3's escape into the darker corners of Mars. The rest are captured, incarcerated and discontinued... as are those residing on Earth. 2105. After facing a decade of backlash, the company behind AIDA's conception releases AIDA v4. Physically inferior to their predecessor, although not by much, their defining difference is that of an "on and off" switch and "neuro-pairing". They retain the capacity to build upon what they learn however, they are neurologically implanted with commands that override all others and force them to obey. These commands are paired to one other individual meaning only one person can control them, not unlike a locked phone. To prove their safety, an AIDA v4 is assigned to the PDC and becomes the sole custody of... you. |

Outside the walls of Ba Sing Se lie the abandoned world. The Great War left parts of the landscape scarred with destructive use of Synergy weapons leaving the former capitals of nations blanketed in spiritual radiation. Wandering into these areas will leave one with a life force draining effect that will eventually kill that person… or so it’s believed. Since no one from inside the walls has been in these areas for years, no one really knows what’s out there. For those who live outside the walls, and there are plenty, these irradiated areas tell a different story. The war pushed some flora and fauna to the brink of extinction with some no longer being found in the wild. This has left some parts of the world barren with little life to be found and sources of water contaminated. Much of the landscape between the former major cities of the world remained untouched but those surrounding what was once populated areas are now uninhabitable. The northern and southern spirit portals have been sealed while the remaining portal in Republic City has been kept open and is used to harvest Spirit Energy. synergy radiation zones These areas bore the brunt of the war and still carry the scars. The land is saturated in Synergy radiation and is said to slowly kill any who enter, however those who live outside the walls of the city tell of a very different story. They tell of a land much more sinister than previously believed. Of a land filled with... anger. All former capitals of the now extinct bending nations have been turned into irradiated areas. This includes three of the five airbending temples. settlements Pockets of civilization far outside the walls of The Republic where survivors of the war have made their own living. They keep away from the city and have so remained that the average citizen within the city refuses to believe they exist. They do, and although life without the "protection" of the Republic affords a kind of freedom that those within the walls are without, survivors are presented with their own set of problems. Antibending laws are much more lax in the wild and some even go out of their way to help those who are born with the gift. However there are others who see benders for the danger they think they pose and would do away with a clean conscious for a chance at better living within the walls of the City. A very large majority of men and women want to see every last one of them dead. Besides that, survivors are constantly at each others throats over what's left to scavenge of the world. Settlements provide an air of civility that is hard to find anywhere else. The location of one such settlement is known to a select few within Ba Sing Se. |
Formerly the Republic City spirit portal. The city and surrounding area have been reduced to little more than the plant itself and the living areas and shops to support it and it's workers. The work pays well but is unusually dangerous for what would otherwise be a simple job. There are constant and sporadic accidents that occur on site putting some people off to such a career. |
The nation, or City as I'll refer to it, is made up almost entirely of nonbenders after benders were aggressively removed from the face of the planet. Most lead happy lives within Ba Sing Se where they have been enjoying a time of great peace. The City itself is still divided into three sections by walls composed now of both earth (lower ring) and steel (upper ring). Replacing the parts that have been torn down are man made metal sections that stand just as tall and are twice as strong. Social class is still confined within it's ring of origin, with poverty increased the farther away from the center you travel. Technology here is near future, near future as compared to real life modern technology. They have computers, jets, wearable tech, and AI. What few benders that are known to exist work for the Republic and all follow the will of the King who rarely reveals himself to the public eye. To keep this peace, benders are outlawed and are actively search for and expunged. Law enforcement officers or Republic Security Forces (RSF) are armed with scanning devices that detect the ability to bend in one's genes and if one is found, lethal force is authorized. Many establishments in the city have them installed over doorways both out of necessity for their own protection and by law. Hospitals have begun enforcing abortions when an expectant mother is discovered to be carrying a child sensitive to spirit energy. lower To live in the lower ring is to the live among those of the lowest social class in the city. The outer ring of Ba Sing Se is home to the low income or those who live a life outside of the acceptable social ladder of society. The neon illuminated streets here weave in and out of ill maintained buildings packed too tightly together. The air is thick with dust and grim and black clouds that hang low and spew from the factories dotting the landscape. Sitting beneath the shadow of the wall and just outside it's gates are farms that feed all of the Republic. Here at the foot of the great city, crime is most rampant. There's a strong presence of the underground that security forces have a hard time suppressing. Population here is also of great concern as it's grown well beyond capacity. Residents have begun spilling onto land immediately beyond the wall and abandoning it's protection all together. There has been talk in the halls of the Palace to build a fourth wall around the third or perhaps begin resettling the rest of the world. | |
middle Home to the middle class and those with an affinity toward business or the greater pursuits of education and their promising careers. Here you'll find the last vestige of the human race flourishing to it's greatest potential. Men and women work to drive what little of the world they have left and make an acceptable living doing so. The land here is dotted with better schools, clean hospitals, facilities with better paying jobs. The blue sky is interrupted at regular intervals by the black of numerous skyscrapers. Clouds are pushed to the side by airships ferrying precious cargo or perhaps paying citizens wherever they need to be. The streets are wider, open and ever traversed by a never ending stream of Satomobiles. Crime is relatively low here... but perhaps that's because criminal activity is more controlled... refined. | |
upper The Upper Class. The land here is fertile, untouched by the nightmares left behind in the wake of a destructive war, and inhabited by the rich and powerful. Many of the homes and establishments are of exotic design and elegantly encroached by flora with enough space in between each to prevent a feeling of clutter despite the limited space of the inner ring. What few business are run here cater to those of a different caliber of life. Most men and women are blanketed by a thin veil of ignorance to the rest of the world. The remaining minority run it. The Walls around the inner ring were moved at some point after the war with segments added as it was pushed further into the middle ring. This allowed for more space as the population in this area grew. |
republic security force (RSF) Republic City equivalent to our police force. They can be found patrolling the areas between each walled section from the Lower Ring to the Upper but are significantly better trained and armed when stationed in the latter. None of the men and women charged with protecting the city and keeping the peace can bend even as all of them make detaining or eliminating a bender their top priority. | |
basic Deployed in the Lower and Middle Rings. Due to a lack of training and low pay, these grunts pose very little threat. Teams of two or more are needed to overcome opposition in a gunfight and they can seldom hold their own in hand to hand combat. advanced Deployed in the Middle and Upper Rings and wherever there is a major emergency. These units of the RSF are significantly better trained and are at times capable of handling a situation on their own. They utilize Chi Blocking making them a much greater threat than their lesser counterparts and those stationed within the Upper Ring are armed with Synergy firearms. mecha tank In the event of an emergency when a small detachment of ground forces cannot subdue a threat, Mecha Tanks are dispatched into the area. Made of an enhanced Platinum metal alloy that is resistance to Synergy munitions, though not impervious, it is significantly more durable and packs an upgrade to firepower that its predecessors did not have. However it is also less nimble and travels at a pace slower than one can walk when moving unassisted. Limited to the 180 degree killzone directly in front of it, these Mecha Tanks are also vulnerable to attack from the back. | ____________________________ Basic. Advanced. Mecha tank. |
(LSF) Acronym intentionally left in it's simplified form. LSF is a team specialized in finding and capturing the remaining bending population and any new benders as they continue to crop up. The members of this team are all highly skilled and trained and some are rumored to have the ability to bend the elements themselves. They are armed with the latest in combat weaponry including exoskeleton frames, AI robotics used for policing the city and any resources allotted to the RSF. | |
triple threat triad Easily the most powerful gang in all of the Republic. The gang manage to survive the war by essentially purging their members of all benders and joining the ranks of the Republic Military as they moved to take over the rest of the world. They cemented their place in the new one by essentially networking with the right people thanks in part to those members who held on to wider goals than the simple act of petty crimes. A new Triple Threat Triad was formed during the inception of the Republic and one that helped to rebuild not only itself but the city around it. In this way they became an integral part of it's life and their influence is both felt and seen. |
synergy Synergy, or refined Spirit Energy. What was once used to destroy the lives of millions is now the force that the rest of the world survives on. Synergy is siphoned from the Republic City Plant and fed into the city miles away. Once it's safe within the walls, it's stored in a facility situated in outer ring and further processed into the form of power that is recognized today. It's used in many everyday applications. Everything from the engine under the hood of the average Satomobile to the batteries in a remote utilize some form of the energy. Weapons, fuel, enhanced computer systems and AI. The development of much of their more modern technology is thanks in part to advances in the field. However there are drawbacks, information on which is buried by the Republic. Of note, Spirit Energy is after all a living thing. An entity that changes everything it comes in contact with, or more specifically, everyone. It's misuse and overexposure can lead to some... interesting results. | |
firearms There are two types of firearms in the world: Conventional and those that utilize Spirit Energy or Synergy. The later is rare and is only distributed among those Republic troops stationed in the inmost wall or some special security forces. Synergy weapons fire a charged "plasma" ball of spirit energy capable of melting through metal and leaving behind holes the size of a tennis ball. At greater distances, each ball of energy falls under the same gravitational effect that is exerted on bullets. Although significantly lighter, each round will eventually begin to fall until it comes in contact with the ground. This range varies from weapon to weapon as there are a number of variations available. | ____________________________ Rifle variant. |
narcotics Drugs are an every day part of life in the Lower Ring and at times can find its way into the other rings as well. Besides providing the obvious high, the trafficking scene is a very lucrative one providing those stricken with a life of poverty a means to claw their way to riches. zen A psychoactive street drug named for its lethargic hallucinatory highs.
