Territory:
Enclave activity found in the middle of the Old Kentucky/Indiana/Tennessee area (West of the Capital Wastelands). Principal locations of heavy influence appears to stem out directly from the Fort Knox Military Base to surrounding towns, cities, and operable locations, whether they are inhabited or not. Fort Knox's perimeter has been walled up by rubble and prefab outpost gear to re-establish its place in the world. As far as any person on the outside could determine, they're just inhabiting the military base, but in reality...the main vault of Fort Knox has several hidden entrances to an underground substation, and that station houses the main perssonnel elevator to and from the Enclave Weapons R&D Vault, which has additional exits to the surface via elevator, ladder, or vehicle deployment area. Fort Knox holds many secrets, indeed. Other locations of interest would include...
Louisville Settlement, Kentucky - Nearest large town. Brokered agreement with locals in return for the destruction of the Nashlord of Nashville. Full cooperation at this location in future endeavours has been initiated.
Nashville, Tennessee - Nashville was a raider haven of large proportions, utilizing restored cars as a means of fighting power. The Enclave bombed the raider town and seize its factory resources. Heavy Enclave presense.
Indiana Homes, Indiana - The ruins of Indianapolis have been converted into a kind of daredevil/stunt-driving area by the locals, who almost shot down an Enclave Vertbird on its way to Fort Wayne. Agreements with this town have been uneasy, due to the town leader (Indy), and his dim view of military organizations. Limited Enclave presence.
Daniel Boone National Forest, Kentucky - Wild animals have been located in this and other former wildlife preserves in the general areas, which top off a number of resources, as well as certain research areas. Regular Enclave presence, pre-fab outposts in the area.
Mammoth Cave, Kentucky - World's largest cave system, and home to many Mirelurks, Hellwing Bats, Giant Diamondback Snakes, and also...Deathclaws. Not fully explored, for safety reasons. Limited Enclave presence. No permanent outpost. Animals are hunted and caught for experimentation purposes.
The Enclave enjoys a long reach thanks to its resource in vehicles, particularly flight-capable ones.
History:
FOUNDING>>>>>As you know, the Enclave was revealed to exist some time after the establishment of the New California Republic, during the latter years of President Tandi's reign. However, the history of the organization reveals it to stem far back, WAY far back. The actual founding of the Enclave by name didn't happen until later, but before the war even started, a secret government organization that brought in political leaders, military prowess, and scientific backing with the resources of several large-scale companies was formed. They ran the government, they owned Vault-Tec, and they were the ones responible for the creation of the Forced Evolutionary Virus (FEV). To that end, many problems of the old US may be laid at their feet. The FEV created Super Mutants, Nightkin, Centaurs, Deathclaws, and more. The Vaults themselves were used mainly as social experiment rigs to study human beings from afar. And let's not forget about ED-E and The Divide, shall we?
The Enclave was officially named to be the remnant government of the old United States, with each leader of that organization clinging firmly to the past like nothing had changed, like nothing could destroy a nation, let alone a world. This was what led to a great many failed reasonings, such as the beliefe that wasteland humans were no more human than Super Mutants, or that you can - say, instance - attack some random Arroyo without facing consquences. These were the failed reasonings of the senile and deluded President Dick Richardson - a man out of touch with reality - and his sub-commander, Frank Horrigan. Frank was so out of it that he didn't believe he was a Super Mutant. Meanwhile, the same FEV that created The Master and his army also changed him, leading him to become a hulking monster with powerarmor grafted to his body permanently.
It took a single so-called tribal called the Chosen One to start the ball rolling against the Enclave. Once the Poseidon Oil Rig Base on the West Coast was destroyed, the NCR attacked Navarro and held a grudge against any group in powersuits from then on. Years later, there was a re-grouping of personnel in the East, at the Capital Wastelands, in which broadcasts of a newly-elected 'President' trying to convince the locals to welcome him as their leader began. John Henry Eden attempted to swell old patriotism and a unification towards the old ways among the people, all while looking into the research of Project Purity and attempting to seize said project for their own use. For the Enclave to consider a super computer a decent leader, they must've either been desperate OR they heard about the one in San Francisco. Either way, it was good for them that Eden was at least a logical enough machine, and acted like a human. However, he was a robotic politician, which did not help in military concerns, according to Colonel Autumn.
Once again, a single person somehow managed to set the tone for the Enclave's destruction. Once the military base of Raven Rock was detonated, the figure known as the Lone Wanderer helped the Lyons Chapter of the Brotherhood of Steel destroy the Enclave in the East Coast. With the weapons, the resources, and the known bases of operation for the Enclave soundly thrashed, this looked like it was the end for that clandestined organization...but they have been thought to have been dead before, and even after all that occurred, the Second Battle of the Hoover Dam showed remnants of the Enclave fighting. Nothing is ever as it appears, which leads us to...
THE TURNING POINT>>>>>After the fall of Eden's Enclave, there was a transmission along all radio frequencies, in code. It repeated, again and again, with only those who knew its meaning able to decipher it. The transmission was what was used to gather troops to a location in dire situations, such as the West Coast defeat. Even when the Brotherhood of Steel eventually figured it out, it was only three words, 'Number One Calls'. Without context, it was meaningless, except to say that the Enclave's remaining forces were being called somewhere, and soon...they vanished. Where did they go? Into hiding, no doubt, but nobody had the time or the resources to find them, and soon...without any apparent activity...they were considered dead and forgotten.
What REALLY happened, though...could be considered better...or worse. The troops gathered in the bowels of old Fort Knox, transporting themselves deep within the Earth to a fortified military Vault to face the accusations of Number One. His file was classified. No one knew who he was, because he never seemed to leave that suit. Whenever somebody entertained the notion that he was just another robot with ideas above his station, he'd round on them, saying "I assure you, I can bleed. But you will be first if you do not fall in line.". He accused the Enclave of being lazy, incompetent, and completely unfocused insofar as a military organization is concerned. As the head of their Weapons R&D Plant, he decided that anybody who did not fall under his command from now on would go out to face the wasteland naked. Sentiment for old failed leaders and ways of the past must be discarded for proper use of common sense over all things, which included personal biases or any Enclave protocol that he did not approve of.
Number One broke the normal command structure selected new commanders based upon what he considered their true level of skill. He found the best heavy gunner and ordinance expert, the best Pyro soldier, the best Tesla soldier, the smartest engineer, the most accurate sniper, and the best well-rounded soldier of them all to form the section leaders henceforth known as the Fallout Sector. They were then tasked - during the time of purge and subtle recruitment - to train successors to their position who would exceed their abilities in every way, and that all Enclave soldiers must double their capabilities to make them worthy of these powersuits they wore. The doctorine of Number One was to escape all ties to the past and that of dead governments, to think only of building a new one out of what existed in the now, instead. New recruits would filter in through secret missions to the surface to bring wasteland humans into the fold. These recruitments happened only at night, so as to ensure the inability to trace them.
Every now and then, someone would try to take the already-seized resources of Fort Knox, whose surface was left looking barren and uninhabited the entire time. The had been a very useful resource in conductive parts, though some still remained underground, in case of some bartering issue. Fort Knox became somewhat infamous, like the Sierra Madre Casino. No one who ever got in was let out, and it's best not to dwell on what happened to the ones who were not outright killed. They were mostly raiders, and after the interrogations...well...some say experimentation, others say Deathclaw food, and some think...they saw Number One in his private domicile, where many of the controls to the Vault were routed to. In any case, slowly but surely, the Enclave grew strong underground.
RECENT TIMES>>>>>The Enclave had been quietly expanding its troop base, training them and outfitting them with pristine weapons, right up until what they dubbed 'Event Black'. The retiring leader of the Fallout Sector had had had a falling out with the organization after one of their field best operatives - codenamed 'Number 6' - suddenly resigned, and they attempted to execute him for not stating his purpose for this action or agreeing to stay on-site until such time as when the Enclave was ready to surface. Apart from what the probable information leak that could lead to, loyalty towards the cause of taming the wasteland and forming a country that would then potentially unify the broken world was very high in these times. Everyone wanted to band together to bring about the new era, so this kind of thing was heavily frowned upon. /the Fallout Sector member decided that this had gone long enough and people needed to be told officially that the Enclave was still kicking, and that someone had to balance them out before they exploded all over the wasteland.
This did not go well for him, but as he had left a daughter out in the world and Number 6 had still not been found, it was decided that the great expansion would take place. Suddenly, there was heavy activity. Vertibirds flew out openly, brazenly, and culled anything like a minor raider group in ruins before seeking out more established and establishable locations. Number One had ordered not to be overly-hostile to everything that lived, because they wanted more human resources to bolster their ranks. That meant not being iron clad assholes to everyone, offering the services that a military organization can provide, and so on. Results were...okay-ish. By killing raiders en masse (at least the ones that didn't swear allegiance the big shiny weapons they had), they made other more civilized groups happy, and thus could talk. This allowed them to convey the fact that their current leader destroyed the old regime in favor of a new one, with a new purpose, one that people could get behind.
The Enclave has been fanning out from the central location of Fort Knox, but generally leaning upon that location as the backbone of support for all their far-off endeavours. People's opinions are currently ranging from cautiously-optimistic to uncertain, with sporatic hate sprinkled in from various angles. People don't trust the Enclave, those that know them. It has been Number One's goal to give off the notion that this is a different organization, which has been moderately effective, but not totally. His naturally mysterious nature combined with the buttload of technology and weapons tends to be offputting to some. Thank god they don't know about the MGB...
Pressing Issues:
BAD REP - The Enclave began as a shadow organization and engendered trust and loyalty in almost nobody but their own. For a time, they would not even consider recruitment of ordinary wasteland humans into the organization. They are hated by the New California Republic and the Brotherhood of Steel, to speak of large organizations, with NCR only slightly cooled down because of the West Coast Remnants. Additionally, Number One finds the Legion to be a bunch of idiot savages who would only be useful AFTER some rehabilitation, so the Enclave won't be getting along with them, either. Plenty of people have heard of the Enclave. Many would be shocked to learn they're still alive.
LOW MANPOWER - Due to the situation which has led them to come out early, they are still low on 'human resources' to fill the ranks. The Fallout Sector has made sure that all standard soldiers, Heavy Troopers, Pyro Soldiers, Tesla Soldiers, Snipers, and Engineers are good at their job, but...there are standing orders to NOT die for their country, especially not in a foolish manner. There have been some advancements in kind of 'full-robot' powersuit called a Replicant, but they are limited in comparison to the ingenuity and resourcefulness of people. More like walking meatshields with Super Sledges, them. The point is this army ain't what it use to be, number-wise.
RADIATION - Some areas in the vicinity of Fort Knox were definitely bombed, since it was a military base and it housed a monetary resource. While no direct hits were made, the place has kind of a high rad count on the surface, and clean-up to make the area outside of any intact buildings has been slow. People who came here in the past usually took their Rad-X before coming in, and would've made use of Radaway after, had they lived. To that effort, the Enclave really wants a GECK again if they can find it. They want to create essentially a rad-scrubber bomb that renews landscapes, and have been trying to use their labs to re-invent the GECK, but to no avail.
LOGISTICAL ISSUES - Certain items used by the Enclave in the past are simply not available anymore, either by canniballizing them for other projects, by order of Number One, or because the Vault's factory levels simply cannot provide them, due to it being a rather finnicky weapons factory. Other different items ARE available, but forcefield nets, construction equipment, and the Vault's backup generator, or any use of the FEV are not, to just name a few.
