Personality: Your initial impression of Charlie may be that he's a pushover. To a certain extent, this holds up; he's somewhat nervous and non-confrontational, tending to get pushed around in group situations and bossed about by whatever more ornery son of a bitch takes control. This isn't entirely fair; he's surprisingly capable when working on his own, and demonstrates a reasonable level of competence both in and out of group situations, but the fact remains that he's too much of a doormat for his own good and allows himself to be overridden by others with saddening ease.
Otherwise, Charlie is a pleasant enough individual. Despite the fact that his nervous disposition can make him a little irritable at points, he's usually fairly polite and courteous, trying his best to respect other people regardless of whatever bullshit they may pull. As of this, he's actually reasonably effective in social situations despite himself; whilst he's easy to push around, he's capable of talking to people normally and socializing like a normal person, and generally comes off as sane. Also, whilst not a genius, he's reasonably intelligent and has a fairly good memory for random details; exactly how useful this is is debatable/varies according to the situation.
Brief Bio: Charlie’s family originates from outside of Kalos; his immediate family moved to Lumiose City from the neighbouring region of Alvion just under a decade ago, when he was only six, due to his father’s work as a translator. Between the historical tensions between Kalos and Alvion and his family being somewhat new to the upper-middle class, he got bullied and picked on quite significantly by other children when he first arrived, and this persisted for a number of years until his aggressors finally got bored. Whilst his initial response to the bullying was to fight back and give back what he got, getting reprimanded for it and not accomplishing anything with it caused him to bury much of the aggressive part of his personality and adopt a more non-confrontational and meek persona to keep himself out of trouble. It succeeded, but left him as the nervous little bugger he is today.
However, one thing he used to try and distract himself from the bullying turned out to be quite significant in the long run; at around the age of eight, he ‘adopted’ a Gastly his family found hiding out in their attic after it took a shine to him, and soon afterwards took an interest in looking after and studying Pokemon and their abilities. Whilst he never really got into the whole ‘training and battling’ aspect of Pokemon, the Gastly happened to be a scrappy little bugger and fairly good in a fight, and his memory for details lead to him being able to remember a reasonable amount of information regarding Pokemon breeding and tutoring. As of this, in recent years he’s picked up some notability helping trainers to breed and teach their Pokemon to learn specific moves and evolve into the right Pokemon.
Starter Pokemon: Gastly (Mephistophiles/Phil)
Starter's Personality: By contrast to Charlie, Phil is practically chutzpah personified. True to his nature as a Ghost-type, he delights in mischief and generally bugging the ever-loving hell out of other people, and has a general air of sadomachochism about pranks and mischief. He likes pranks, and he likes getting pranked. Getting as good as he gives is just part of the fun for him. Also contrary to Charlie is his sense of egotism; he likes to lead the way and 'take charge' of situations the best he can, which often gets him into trouble. Which is all part of the fun for him, mind you.
Despite his manic personality, he does seem to like people regardless of whether they like him; he isn't really the kind to hold a grudge, or at least not for long, and doesn't seem to care about getting smacked about. The only people he tends to really dislike are those who insist on picking on Charlie; this quickly gets him from ‘heavy-handed humour’ to ‘actually trying to suffocate you’.
