Even afterwards, Weiss attacks a civilian because she was slighted, and he takes her side. He’s shown to be understanding of other people. A stressed out minor sticking to his guns is not hard to pick up on, and even someone like him ought to understand lack of cooperation etc in this case.

There is no contradiction with Vacuo or Shade’s spirit. Vacuo doesn’t care who you are. That’s the point of Vacuo. It’s in the maxim: “If you can survive here, you can be here.” There is no ambiguity there. It’s even in your OP. It’s also pretty clearly stated most Vacuans don’t care about the law, and being a criminal doesn’t preclude working together to avoid death in the first place. Logically, the icon of the area should bear some similarities to the area itself.
But for the sake of it, let’s say Shade operates on a similar order as other academies and otherwise isn’t influenced by the spirit of the nation. Beacon Academy has allowed: two murder and pillage bandits who only became huntsmen to know how to beat huntsmen, a fresh White Fang defect, and a cheater that got in despite heavy implications Ozpin was aware. This does not include the antagonists because I can’t imagine they entered through normal channels.
Shade is explicitly less rigid than Beacon. Therefore...
You’re talking about his Level 10 Rogue class skills, I imagine. Which, to be fair, I skimped out on that yeah. But everything else is pretty explicit about how and why, or there’s enough elsewhere to figure out how and why.

Plus, I don't think Vacuo would want a known, violent Dust thief at Shade- being that Shade is the only form of authority they have. It sort of goes against the mutual-cooperation-to-avoid-death culture that Vacuo seems to have.
