Dearoth - The homeworld of the species of Jerram. Derae - The center of the fleet, hidden in the outer solar system and built into the moon of a gas giant.
The species of Jerram have a long history of violence, everything forged in the crucible of war, under the hammer of weapons and men. Only recently they have managed a shaky, global peace under the unifying arm of the Hegemony. Originally, each of the petty nation-states of Dearoth maintained their own fleets and their own mining operations, but one by one they fell to the Sovereignity until global unification had been established. Now, an elected Sovereign watches over a unified planet, while the fleet itself maintains its own standing in the stars, separate from politics.
They have blossomed in their own solar system, even without the use of FTL drives. Though it takes years to travel back and forth between the various mining operations, planetary outposts, and moons of the Sovereignity, they have maintained a steady balance. With extensive asteroid mining operations, they do not lack for resources.

The Jerrak are an insectoid species, with fuzzy bodies, fuzzy attenae, and vestigial wings. They are dazzled by bright lights, and have two pincer mandibles set on their face, acting as a mouth.
War - War is viewed as an evil, particularly after the Unification Wars. The fleet maintains peace in space while the Sovereign and his ministers are charged with preventing any breakouts of war on the surface of Dearoth.
The Jerrak sport a healthy cultural diversity and, for a one-planet nation, a strong economy. Under the Sovereign it has flourished and just about any type of industry can be found somewhere on the planet. From the lowliest shrubbery designer to the highest of industry leaders, the Sovereignty is in the middle of an economic boom.

Fleet
Enlisted Fleetman Recruits are new recruits that have served less than 6 months.
Fleetman Apprentices is the title attained by recruits that have served more than 6 months.
Fleetman is the title attained when apprentices have served more than a year.
Fleetman First Class is the title attained when fleetmen have served more than a year and a half.
The Petty Officer ranks are attained after four years of service and depend on skill to jump between grades.
Chief Petty Officer is attained after 8 years of service.
Senior and Master Chief Petty Officer depend on skill to be attained.
Commissioned Ensigns are new recruits out of officer school that often lead small detachments of men in things such as aviation squadrons.
Lieutenant Junior Grades and Lieutenants titles are attained when an Ensign shows competence in commanding troops. Often leads larger groups of men aboard ships in gunnery sections or other specialty sections.
Lieutenant Commodores and Commodores are titles attained after Lieutenants show great competence in leading. Often act as second-in-commands of vessels.
Captains are the backbone rank of the entire fleet. Often command vessels of their own.
The Rear Admiral ranks often lead squadrons and battlegroups of ships.
Vice Admirals are often seen acting as second-in-commands of fleets.
Fleet Admirals are commanders of large fleets.

The massive facility was in a veritable uproar. Communications had suddenly cut out with the entire inner fleet. Unconfirmable by the command center itself, due to the orbital path, they had to rely on secondhand reports from the rest of the outer fleet. People scurried to and fro, civilians and military contractors alike in a mass rush. There was no alleviating this panic. George had his work cut out for him. Not only was the US congressman insisting making repeated calls to his office, but the ambassador had once again been reported vandalizing sections of the facility.
The military police were getting agitated. The civilians were getting agitated. The soldiers and astronauts were getting agitated. A majority of the fleet was stuck in the dark, awaiting commands as they pinged outposts reported as no longer existing. And to top it off, ships in high-power telescope range of the inner solar system were reporting the Mercurial Dust Clouds missing, that Mars was back to being the red planet, and Earth was green and healthy. Fixed outposts on Pluto, the asteroid belt, Saturn, Uranus, and Neptune were no longer responding.
Regardless, order slowly began to reassert itself as the transmission lasers met their marks, relaying across the fleet like a vast web. The ships in the Oort cloud were to rendezvous in orbit of Pluto, while the outer solar system fleet was to dock in Jupiter, and those without the power to make it that far, in orbit of Neptune. Of course, that left the ships on the other side of the sun in the dark. It would likely take a long time for the information to be relayed around.
So many problems. So many new developments. So little time.
Seeschi teetered uncertainly in the cell. Her mind swam, where were the tools of her trade? The military police insisted what she did was vandalism. Didn't they understand? It was art. Art, the purest form of expression. She had fought bravely, but the stun batons had proved too much for her. She had been apprehended. Utterly unfair. Why had the empire given her such an ambassadorial assignment? She could do so much more then represent for a primitive species. An utter disgrace.

These guys haven't even left their solar system yet, the furthest they've gone out is the inner Oort cloud, so not a whole galaxy's worth. And from what I've been reading, 1970s-era ballistic missiles don't hold a candle to things like directed energy weapons, matter obliterators, forcefields, etc.
EDIT: Also, the patrolboat carries a maximum load of 7 missiles. Even then, it's not likely to carry a full load due to weight reasons. The largest missile carrier, the dreadnaught, could probably carry about 100. Again, not a full load due to weight reasons. They still use chemical and ion engines, they have to watch their weight so they can actually move through space.
@thewizardguy I'd rather not have my fleet fodderized as it takes a hell of a lot of ships to keep up a basic patrol of the solar system. There's so many ships because the frontier is the entire Oort Cloud and outer solar system, which is a lot of space. Furthermore, compared to everyone else's equipment, they're as weak as can be. Then to top it off, they can't communicate across the solar system without at least tens of minutes of delay, and they can't travel anywhere without a gravitic drive, which is only present in the battleship, supercarrier, carrier, and dreadnought. I imagined the fleetcomm center orbiting Jupiter would be brought along for the ride so that the entire fleet isn't sent into disarray, too.
Also, btw, a patrolboat is a 5 person vessel. The most a vessel holds is 1,500, and that's the supercarrier. 99% of their size just comes from holding missiles.
