Alright, where to start.

Well, the royal families of UMBRA each have their own personal 'honor guard' as it were. The Onyx family prefers things of a more magical nature. Their defenders are the Blackguard, about three dozen heavily armored mage-knights.

The big thing about UMBRA is it's a very selfish country that prizes individuality and progress (both magical and technological), above things like order or discipline. As such loyalty to just any Czar is ridiculous, but loyalty to a particular family is not. Chaos and ambition are UMBRA's hallmarks, for good or ill.

As such, it has an extremely disorganized military, each family possesses its own small army that could potentially add up with every other families to make a real one. small groups of heavily trained men are the norm.

There aren't even proper numbers, battalions, or the like. they just take like groups of soldiers, give 'em a name, and that's it.

In fact, the 903rd actually sounds more like it a Terran military organization than anything. A group of ordered professionals willing to do anything for their master, yet unconcerned with morality.

As for alignment, Sevarious lacks that selfishness, greed, and ambition that identifies those of dark affinity. He sounds more like earth, or water.

As for gear, slightly too advanced. Okay, way too advanced. the stuff you listed exists, but I can't let you have it at the start. Maybe they confiscated his best gear when he was relieved from duty (and they would, there's like what, 400 suits of plasteel armor in existence?) The rule for tech is that if it's more advanced than dieselpunk (it's like steampunk WWII) you can't start out with it. That would be like letting people start with time travel spells. (though the shield looks balanced enough).

and don't feel too bad, I grill everyone like this (except TurboTuber, he's a fucking potato and thus awesome)

The idea behind the 903rd being that in a land of constant disorginization, political backstab, and rampant paranioa and distrust they are perhaps the one constant that remains. And considering who the umbrans are I don't think that thinking up a private and extremely brutal (even by their standards) conditioning and training regime is out of the question. Especially training them for unconditional and unquestioning loyalty. And the name 903rd as I said was their more recent title. They have had a lot fo names, Rebrandings, etc. I can remove the 903rd part but the name is really arbitrary. They have existed in one form or another for a long time. Their name and the extent of their duties would vary from Czar to Czar, And because of the Ambition/Paranioa/greed/ Of the Czars regardless of their benevolence. Maybe a long time ago the 903rd was attached to a specific Czar, but once that Czar was defeated they were given the option to either die with their master or continue serving. Obviously they chose the latter. From that point it became a sort of twisted tradition amongst the 'battalion' (Or whatever we are going to call it) To pledge loyalty to the newest Czar, as long as they get to continue killing and Carrying out the Traditions they don't give a flying fuck who is calling the shots. The Czars, for all their posturing are loathe to completely throw away such a useful tool. So they fix it up, give it a new name to make it seem as if they are completely different from the previous regime and Viola! The Battalion lives on in some capacity or another. And like I said most of them would be dispersed and awaiting orders for reformation. Only a small 'core' would be continuing active service such as Scouting, Black-ops, spying on other noble houses, etc

I can easily strike the battalion from their name, And the 903rd. I just thought they were badass. And making assumptions about the military. Even evil people can pride discipline and regimentation, was my thought anyway. The size is negotiable. I left it at a battalion figuring any thing else would be to large or to small for anything large scale the Czar needed done. And maybe they aren't the official house guard (because keeping secret guards sounds exactly like an umbran thing to do)
I can alter the armour as well. That is easy. And I don't think every single dark affiliated person needs to extole every last virtue to be identified as dark. Yes he has no real sense of Greed or ambition. But Strong senses of pride, ruthlessness, and Cold hearted doesn't begin to approach, And a temper when roused that can be as terrifying as a demigod's. Even if a water affiliated person doesn't have to strong a sense of emotions or just hides them better. I think most of them would shy away and vomit from a quarter of the shit he has been asked to do.

Now yes he lacks any of the defining characteristics of a typical 'hardcore Umbran'. But we can look at groups like the SAS and special forces who work for morally high(arguable I suppose) government and at times through history do distasteful and relatively cold tactics to get the job done. Essentially, Good people can do bad things for good reasons. And Bad people who are constantly surrounded by rivals and assassins may just feel like Conditioning a private force of fanatically loyal members who wont suffer from the same ambition and greed as everyone else would be in their best interest. Just because a character does not commit atrocities and backstab on a regular basis, doesn't mean he is not evil. He is an umbran who will just as soon stab you in the neck as answer any personal questions you try to throw his way. But he has an amazing amount of restraint as well. Knowing there is a time and a place, and anywhere outside of Umbra is usually not the place.

And as for the Umbran military. None of this information was listed, I went with what I figured was a suitably 'Lawful evil' or neutral evil character. Evil doesn;t mean you always have a plot to kill someone or you must be in a constant lust for greed or power. There are patient evil people, I mean hell if anyone read the dragonlance series where the dark queen created her own counter order to the righteous knights of Solamnia. Those knights were evil, that was without question, but they had personal honour, Chivalry, And no ambition greater than serving their Mistress. That's what made them awesome. They were knights, With nearly the same moral codes just a different ruler.

And yes Planetside 2 For the win!

I could have done a water affiliated person and I toyed with the idea at first but eventually decided against it. As for being a Terran. Ya maybe, But an nation of people with the moral values you listed for earth don't really seem like the type to keep an entire battalion of very, very Morally Questionable soldiers. If they do than that is awesome and I may consider changing.

What the Umbran story gave him was a background, A reason for him having all the skills and equipment training he has. And a reason on why he can travel by himself. If I went with Aquan or Earth. The story wouldn't really work out quite as well as the bouncing between Czars idea.

She grew up in a small town in the Emerald Plains of Terran. Her life was a simple one, as her family owned a medium size farm that kept them busy. Trudy always had the dream of flying in her, constantly gazing up at the sky, drawing designs as a young child and devoring any information about aviation that came through the small town. One day, when she was about eleven years old, a pilot moved into town. He was a crop duster and owned an old, beat up biplane which he used to spay pesticides on the farms or water their plants when the irrigation was acting up. She quickly bonded with the aged pilot, learning all there was to know about the aircraft. He soon became a close part of her family over time. Trudy's father and mother had always been fairly supportive of their daughter's interest in flying, and approved of the middle aged pilot as her mentor of sorts.

When Trudy was sixteen, she began construction of her own plane. She soon became the talk of the small town and was often visited by neighbors who wanted to see her progress. Only a year later, she finished building a plane she wanted to go adventuring in. The whole town came to see her off, including her mentor. The mentor was constantly amazed by the girl's intuition and ingenuity, installing seaplane floats with landing gear inside, making it a very versatile aircraft. It was powered by a Terran "Ruin Engine", an engine that while may not provide great speed, it was very reliable and fuel efficient form of propulsion. With the blessing of the town, she set off into the unknown.

That was about a year ago. She has been traveling now for some time, picking up more wisdom of the road and learning quickly. One particular experience prompted her to install two 7.62 machine guns on the sides of her aircraft, as she found shooting from her plain with her father's .45 pistol was a bit tough. She's made her trade by traveling from place to place and offering her services as a pilot. Sometimes its a simple delivery, other times it could be a reconnaissance flight over a potential bandit camp. Now she flies to Fool's Redoubt, simply considering it to the one of many stops in her journey across the world.
Personality:
Loud and nearly sucidally brave could be one way to put it. She's never been shy to meet new people or try new things in her journey, for better or for worst. She has this air of confidence, but not cocky, self-centered confidence. She's still respectful of others, but has always been been the one to volunteer first. I guess in short, she's a go getter, a risk taker, a pilot. Someone who will fly a homegrown plane across hundreds of miles because she wants to, not because she needs to.
Skills:
Talented Pilot:
She seems to carry a natural affinity towards flying like no other. Zero fear of heights, quickly absorbs new information about aviation and sets in stone to be never forgotten. She knows the ins and outs of most common aircraft than just her own and can dogfight like a pro, even with her limited experience. On top of her actual flying skill, she knows her way around any aircraft engine, from early jet to an old prop driven aircraft, she could take one apart and put it together without breaking a sweat. Hell, she even designed and built her own plane!
Friendly Outlook:
With her air of confidence and straightforward demeanor, she seems to easily fit in to more foreign settings. She's someone who is hard to hate with honest intentions and most people are attracted to that. Its always a good skill to be able to make friends easily and quickly in foreign lands.

Equipment:

The Traveler
Her own plane she built from scratch. It's powered by a MkIII Terran Ruin Engine, giving it rugged reliabilty and fuel effiecency over speed and preformance. It has a max speed of around 312 mph, a turn time of 14.5 sec, and a rate of climb around 9.5 m/s. It is armed with twin 7.62mm belt fed machine guns and has the ability to land on both ground and water. Overall it has served a good, reliable aircraft that she has come to call "The Traveler".

Her dad's .45 "Dues Longside Pistols" that she keeps in two holsters on her at all times. They have been a reliable protector and keep sake of home.

The current Czar has dismantled bioweapons programs, released POWs, stopped a supersoldier program, among other things. Getting rid of the mindless death-squad drones would be priority one.

Umbrans have secret research. They enjoy theatrics with their royal guard and the whole '3 dozen badasses protect me at all times' is a great assassin deterrent, seeing as how Umbrans tend to value their own lives more than anything.

Fire, Light, and Water, respectively. Do not think water people weak. Most serial killers can be thought of as water. And no, you don't have to extoll every Dark virtue, but you need at least one.

Any Umbran citizen(or leader) worth his/her salt would find the idea of mindless kill-drones utterly revolting. Taking away one's identity is the ultimate punishment. Umbrans are NOT evil by default. In fact, most aren't.

UMBRA's alignment is chaotic neutral. A lawful evil character or organization is an excessively rare thing, and likely not of dark affinity. Evil is simply not really tolerated on this world, it's generally a quite nice place to live. In the city at least. Everywhere outside is generally a death-filled wasteland in most places.

I'm sorry, this organization and this character do not work as Umbrans. but nobody in this age of RUNE's history would tolerate such an organization.

It cannot be stressed enough that right now, each government can be considered Good (save Ignis, which needs a new Warlord), and would not allow anyone to commit such atrocities in their name.

Nevermind my global ban on Evil characters. (Evil player characters have ruined SO MANY games in my experience. Espescially in dungeons and dragons)

With that in mind, I'll have to deny him in his current state.

However, I'm not sure how much she can actually fly, and she may have to spend most of her time on the ground, and I'm not sure if that's very fun. Are you okay with that? the last thing I want is for any of my players to not have fun.

Don't worry. If her plane breaks Dirae can fix it....if anything non-organic breaks, she can fix it. TEAM MECHANIC FTW.
