The Noose Tightens

The end was near for the Confederacy. The Union had been bolstered with huge numbers of soldiers, and were pushing deep into the Confederate nation. Sheridan, with 50,000 Union cavalry soldiers, rode out of Charlotte and began burning their way through South Carolina. They pushed hard for Columbia, but was repulsed by Confederate raiders. Undeterred, they used the opportunity to run supplies west to Augusta, giving Sherman what he needed to begin moving again.
(-1,300 regulars to the USA, -900 conscripts to the CSA)

Now the true campaign of 1866 began. Grant marched south out of Raleigh towards Fayetteville, planning on one more battle with Thomas. His army dwarfed Thomas', but the Confederates held a strong defensive position. Wave after wave of Union infantry smashed into the Confederate lines, only to be repulsed. However, 'Butcher' Grant lived up to his name, and did not stop the attack even as the death count rose. Finally, after a long siege, Thomas proved his foresight and decided it could not be won here. He withdrew south. To prevent Grant from giving chase, Confederate cavalry under Nathan Bedford Forrest flanked Grant and began to raid Union supply lines. With Sheridan busy out west, Grant was forced to split part of his army to defend the supply lines, and this forced his march down to a slow crawl. Thomas used the opportunity to withdraw his forces south and regroup in the town of Florence. Confederate engineers, highly experienced after so many sieges, quickly got to work building breastworks and defences.
(-67,200 conscripts to the USA, -22,400 conscripts to the CSA)

Sherman had not managed to completely alleviate his supply problem, as his men were low on ammunition and food, but Sheridan's supply runs had been enough to get Sherman moving again. He started by pushing east towards Charleston, but he would not find it so easy. Lee was determined to stop him from reaching the coast, and he quickly gathered support as Edward Porter Alexander abandoned his push into Tennessee and instead marched east to support Lee. A fierce battle developed; Sherman had the numerical superiority, but his men were in poorer condition after months of poor food and sleep, and they were forced to be conservative with their shot. Lee was under no such restrictions and he unleashed hell upon the Union soldiers. In the end, the Confederacy was unable to push Sherman back as they had hoped. However, Sherman's march ground to a standstill, and he was unable to reach to coastline. Resigned that he would not break the Confederacy in this campaign, Sherman settled for destroying everything he could inside Georgia.
(-64,800 conscripts to the USA, -23,600 conscripts to the CSA, -1 infrastructure sublevel to the CSA)

While the Union was pushing hard on the Eastern Theatre, it seemed Grant had all but abandoned the Western Theatre. Bragg continued his march north. Facing little resistance, Bragg was able to recapture the city of Memphis, Tennessee. The Confederates were losing territory in the east, but in the west, some of Bragg's forces managed to reach the original Union-Confederate border.

General Grant,

I have read of your recent exploits into the heart of South Carolina through dispatches. While it pains me to see so many men lost, I do know that it is not your fault. The Northern papers call you butcher when the onus of this slaughter is at the hands of the South. Even now with Davis in the wind and slavery dead as a doornail they continue to fight us blind to all reason. I have discussed matters with my cabinet and your orders are to continue your push. Memphis has been lost, but does that matter with you only a hundred and thirty miles from Charleston? We are so close now. As weary as the people are of war, it would be a personal affront to those that died if we did not make their deaths count for something. Command Maj. Generals Sherman and Sheridan as you see fit, but place them in position to advance on Southern lines. My fate and your fate, as well as the fate of the United States are now intertwined together in this one campaign. I say with all faith in your abilities to push forward, attack the rebels and do not relent until you can see the ocean and the buildings of Charleston. Good luck. God be with you, God be with us all.

British Public Outraged over the blatant surrender of Canadian Land

Today was revealed a further Treaty giving up North American Land to foreign nations. Though there is some benefit, the constant upheaval and instability of Albert Edward's Administration has made the British Public restless and uneasy about our stance in the world. First, by continuing a war when our primary reason for joining such was at the behest of our 'allies' the French, the baseless accusations attempted during the war, the blatant disregard for our merchant forces with the use of every British ship for the blockade, and now these constant treaties giving up more and more British land for military strength. The British People are in an uproar and demand that a stable government be achieved!
-The Times Newspaper; August 1866

Albert Edward Resigns! Elections incoming!

The people of the British Republic rejoiced today as the enemy of British stability decided to leave his office. Now, the British People turn to their first election as a new Republic. Two such politicians have emerged in this battle. William Ewart Gladstone from the Liberal party and Benjamin Disraeli from the Conservatives. The two have very opposing platforms over the direction of the United Republic. Disraeli is a proponent of restoring the British Glory that has declined since the Dissolution of the Monarchy. The man preaches an aggressive foreign policy, but also a strong focus on the working classes of Britain. He is staunchly opposed to the FFGB alliance and has stated, "We claim friendship with the French, yet when we stand behind them in a fight....they duck the instant they see the punch coming and it is Britain who is left with the black eye." On the opposing end, Gladstone is more focused on the Irish and matters at home and in India. It is his wish to restore faith in the Indian peoples and their economy. He supports the FFGB, though remains leery of the deals made by the previous administration.

Confederate States of America

Excerpts from the Confederate Surrender,

To the Generals and Officers of the Confederate Army and the Confederate Navy, let it forever be remembered you fought with great skill and strategy, with tactic and thought, and with honor and humbleness. However, we are faced a foe that drove men like cattle against us and we could not prevail over that. I ask you all to command your soldiers to lay down your arms.

To the People of the Confederate States of America, thank you for what you have given up, but it has been too much. I am finally hearing reports of how we have actually fared in this war, and it has been estimated that we have lost over two hundred thousand of our boys in this fruitless war. We have lost. It brings tears to my eyes that it is so, but we shall only suffer more if we keep pushing. Those damned Europeans that feigned friendship early on left us treading water, and now we must ask to be saved. The time has come to surrender, for God cannot condone such reckless bloodshed.

To my old friend Abraham Lincoln, it feels a lifetime ago since we where in the Whig party. This war shall forever change the character of our nation, but first it must become OUR nation again. While I offer the Confederate surrender unconditionally, I ask that you find a way to give amnesty to all those wanted for any shade of treason. I hope with the war drawing to an end after five years that we can become friends again, truly.

- Alexander H. Stephens, Acting President of the Confederate States of America (on December 25, 1866)

US Army Headquarters
Charleston, South Carolina

Five years of bloody combat has come to an end and you are now our countrymen. In accordance with presidential wishes, all southern fighting men below the rank of Brevet Colonel are hereby granted free leave to lay down your weapons and return to your homes and farms. If you have a horse, you are allowed to keep it for the journey home. All rebel state legislatures and governor's are absolved for any crimes against the United States. Senior rebel army officers with the rank of Brevet Colonel and higher along with the rebel cabinet are ordered to surrender to US Army forces for arrest with due haste.

-- Lt. General Ulysses S. Grant
Commanding General, US Army

--

A Proclamation

I hereby proclaim that the insurrection which heretofore existed in the southern states of the United States of America is at an end. And I do further proclaim that the said insurrection is at an end and that peace, order, tranquility, and civil authority now exist in and throughout the whole of the United States of America. Five long years of warfare are now over. Those that would rebel against us are now joined with us in our Union. The North may have won the war, but now it is up to all of us, both North and South, to win the peace. We have to let the healing begin so this country may be truly united again. We have survived mighty internal turmoil and can now emerge from it stronger. We must become stronger, for we now see the shape of things in the world. There are those that would have seen our Republic torn asunder and strangled to death by its own southern populace. It is our solemn duty to become stronger as a whole to fend off those who wished to see that previous mentioned fate come to pass. We must show them that instead of striking down a weak nation in turmoil, they have only awoken a sleeping giant.

Amsterdam, The Netherlands; An address by King William III,

Peace in Europe is becoming a reality. This war which has for so many years plagued the Dutch people is finally in its death bed. Our country's vigilance, and the readiness of our fine men on the ground has kept the armies of our enemies from infringing upon our sovereign soil. The foreign ships which have for years bombarded our shores, prodding our country for weakness, have gone home empty-handed. There is no weakness to be found in the Kingdom of the Netherlands, for from the canals of Bruges to the fields of Groningen, there is not a single coward drawing breath. Our people are resilient, are proud, and are eager to defend their homeland from all those foreign enemies who look upon our lands and our unity with greed and ill intent.

"Je maintiendrai"—I will maintain. All of you, the Dutch people, have more than lived up to the words of your kingdom. Dutch sovereignty and Dutch unity have been maintained in this war, and the suffering of our people as the enemy's ships blasted our cities with cannons has served to sharpen the blade of our country's determination toward the maintenance of those same principles. But, just as we are vigilant to defend our borders at home, we must be vigilant in participating in the defence of our allies abroad. Our partners in the Eighth Coalition, the Russian Empire and Kingdom of Prussia, act in the defence of the Russian homeland with their actions against the nations of the Orient. It is our duty as members of that coalition to be vigilant in the defence of our partners therein, until such a time as a final and lasting peace is achieved. For this reason, though our brothers that have laid wait on our country's borders may make home and rest, our nation's dedicated sovereign military cannot be permitted the same luxury. Soon, it may be that the engines of our war-tempered iron fleet shall carry our nation's finest to the seas of the Orient, where they shall smite those who so opportunistically sought to take advantage of Russian lives fighting for Dutch unity in the west, so as to seize from them their east. We have suffered war, countrymen. Now, if the nations of the Orient choose not to relent, and instead to escalate their war of aggression, we shall make our enemies suffer the same.

The War Moves East

With the withdrawal of the British from the war, many thought this would be the end. However, others were determined to show that this was not so. The focus of the war moved east, to the Balkans and the Caucasus, and to the Far East.

The first action of the year was on Romania, as the hammer of the Austrian army fell on their old allies. Commanded by Archduke Albrecht, 280,000 Austrian troops marched around the south of the Carpathian Mountains and into Wallachia. They would not, however, find it an easy task. The full force of the Romanian army, as of yet untouched by the war, quickly moved west from their positions on the Russian border. Joining them was an Ottoman army, bringing the total strength of the defenders up to 230,000. Battle was joined early in the morning, with the Austrians getting the early advantage. However, as the attackers pushed forward, they came in reach of expert Romanian cannon, who did heavy damage to the Austrians. Attempts to dislodge the artillery positions were thwarted, as the cannons were dug into strong fortified positions, and the defenders continued to rain fire down on them. Eventually, the weight of the Austrian push was enough to force the defenders to fall back from the western part of Wallachia. The Austrian attack had fallen short of expectations, but it had had one important effect - the planned Romanian-Ottoman march into Russia had to be cancelled, as the Austrian attack was a far more pressing concern.
(-36,400 conscripts to Austria, -19,700 conscripts to Romania, -8,600 conscripts to the Ottoman Empire)

Austrian ships began a shelling campaign of Albanian ports, to try and cripple the Ottomans in the region. Damage was limited as the weaker Austrian navy was reluctant to engage the Turkish fleet, so the effect was limited. There was a small engagement between the two navies.
(-1 sail frigate to Austria, -1 sail frigate to the Ottoman Empire, small decrease in income to the Ottoman Empire)

Two huge armies collided in the Caucasus, as a 300,000 strong Russian army moved down to force the Ottomans out of the captured territory. Opposing them was an Ottoman force of 239,000, under the command of Iskender Pasha. The Russians were determined to force the Ottomans out, but the Ottomans would not budge. Muslim guerillas attacked supply lines, infrastructure, and other targets of opportunity, thus slowing down the Russian advance considerably. This gave the Ottomans time to prepare, and the Russian attack was quickly bogged down. After along and bloody fight, the Russians were forced to retreat, with the Ottomans giving chase. Iskender Pasha managed to reel in his troops, but not before they had pushed the Russians even further out of the Caucasus.
(-3,100 regulars to Russia, -52,600 conscripts to Russia, -3,900 regulars to the Ottoman Empire, -39,000 conscripts to the Ottoman Empire)

Lack of Russian naval presence in the Black Sea allowed the tiny Romanian fleet to bombard the city of Odessa. It did damage to the city, but there was a limit to the amount the ships could do. Land based artillery was mostly ineffective, however one barrage managed to score a hit on a Romanian frigate, forcing it back to Chilia for repairs.
(-1 sail frigate to Romania, +1 sail frigate to Romania in 1 turn, small decrease in income to Russia)

Although the British blockade had been lifted, the Russian fleet had been damaged enough that transporting any reasonable force east was out of the question. Resigned to a long walk, a considerably sized army marched along the poor roads connecting Siberia to western Russia. There was much hardship along the way, with harsh conditions and Muslim guerillas from the central Khanates causing the deaths of many, and the population living in the way of the army became angry and frustrated as the army stripped the land of resources to feed itself, as supply lines were struggling. Still, the Russians managed to reach the city of Omsk by the end of the year, ready to march the final distance to attack the Qing by the next year.
(-5,500 conscripts to Russia, -3% public support to Russia)

With the main Russian force still a distance away from the front lines, a combined Qing and Japanese force attacked from three different directions to encircle any defending Russians. Outer Manchuria was easily taken with only a few pockets of resistance. Qing troops also marched north to the lands east of Lake Baikal to set up defensive positions against the oncoming Russians, while the Japanese landed on Kamchatka and began marching north. Both armies released any political prisoners discovered, and used them to support a growing Siberian nationalism movement.
(-1,000 regulars to Russia, -3,400 conscripts to Qing, -900 conscripts to Japan, -4% public support to Russia)

As the year came to an end, it was clear the fighting hadn't. Many countries began drilling and preparing for the next year's campaigns.

The Netherlands finally completed it's conversion to an all-steam fleet, as the final sail frigates were stripped down and rebuild as screw frigates. To the surprise of the shipbuilders, and the delight of the navy, enough scrap metal was left lying around to build a new ironclad.
(-£2,000, -4 sail frigates to the Netherlands, +4 screw frigates to the Netherlands, +1 ironclad to the Netherlands)

The Prussian navy began extensive naval drilling, as well as studying Dutch training manuals, in order to improve the quality of the fleet.
(-£1,100, +1 naval sublevel, +1 naval sublevel in 1 turn)

The Austrian army began a modest conscription drive, to recruit some more troops for what was expected to be only a few more campaigns.
(+50,000 conscripts to Austria)

The Netherlands went the other direction, believing that the war was over for them, all conscripts were sent home. Many were offered the opportunity to sign up to the full time military, and a few took the chance.
(+3,300 regulars to the Netherlands, -236,700 conscripts to the Netherlands)

Qing troops began extensive drilling, in preparation for the arrival of the Russians.
(-£510, +1 army sublevel)

"Rise Russians! Rise from the tundra of Siberia from the steppes of the Ukraine! from the villages in the pale and from the sprawling cities of Saint Petersburg and Moscow! We must Rise for Today we are besieged on all sides by foes who want to see nothing more than the sight of our grand empire in flames! our long time enemies the Ottomans lay in the south slowly encroaching on our peoples land in the Caucasus they use their words and deceitful words and their lies to turn our own friends against us just as they have with the orientals in the east! But do not Fear for as we speak the Grand armies of the Empire march through the cold snow and across the icy plains of Siberia withstanding many a blizzard and hardship to bring justice to the foe whom would rather see them dead than in peace! right now the army of Moscow is locked in a deadly combat against the Ottomans in the Caucasus! they think that they have achieve victory by forcing us out when they have just pushed us on further to this resolve soon our army shall be rallied and march against the Ottomans once more with many thousands more men ready to face the foe!"As for the Treachery committed by our friends the Romanians even though a treaty had been previously signed enacting peace between our nations I believe it no more than a simple mistake one that in the end the only outcome was the damage done to the Romanian navy! but now with their help I believe shall march onto victory against the Ottoman Scum! this year has brought many blessings the British once a hated enemy have ousted the mad Albert and installed prime minister Gladstone the main author in the current treaty of paris which brought peace to the continent of Europe and has also enlisted the help from the British to supply us with weapons and training as so we may crush those foes who stand ignorant in their situation like a animal backed into a corner they fight hopelessly and desperately when the real answer is to surrender and submit before any more damage is done to them! as such I end this speech with a simple phrase one that has been echoed from many a mouth from Tsar Ivan the "terrible" in his quest to end the oppressive rule of the Boyars over Russia to Peter the Great in his campaigns in the Great Northern wars! I say March on Rus! March on for the Fatherland, for Otechestvo!"
-Tsar Alexander II, Autocrat of All the Russias, King of Poland, and Grand Prince of Finland at a speech outside the winter palace.

Grenadine Confederation
Statement by President Bartolomé Calvo in Panamá

Few barriers have separated the sharing of knowledge and wealth than the ones set by nature itself; both the nature of man and the nature of the land, created and maintained by God and neither tamed by the bipedal who, such as me, speaks of property over the Earth, when nothing in God's plan has established dominance of one over the other; after all, we are all equal and we stand together, so why should we own each other? It's nonsense shared by the ways of old, and this spoken by a Conservative, who has realized the mistake of his forefathers, mistakes that have been repealed in most of the civilized world even through bloodshed, both ours and of our fellow man. The most recent example would be the terminated rebellion controlled by the Americans of the North, wherein they fought to uphold their way of life; yes, the way of life of mankind, freedom from the chains of the ones that claimed a single model was to be imposed upon a human being, ignoring the Lord's wisdom in giving humanity reasoning to lead their actions, whether be it through the righteous path or the one that takes man deep underground, as judged by Him. I apologize for my ramblings, gentlemen; I only wish to congratulate the ones that shared lines with a few that volunteered from the homeland and who kept the right of man to be free up in the air, to show upon the skies, which would in turn bless the Earth so freedom grows again, such as rain does with the divine creations of God's wide earth.

And although we can't fully dominate Mother Earth, for its properties of being God's creation, and therefore, meant to coexist, we can shift it apart, we can't destroy it yet we can, with much effort, shape it in a way that benefits both. Or would you not say that the oceans conjoined together at last, not through strings of brown water that merely tie their fates nor through far reaches in the North and South where an embrace isn't full, would it not please God's will of unity and harmony? Yes, I see your faces of surprise, looking at me as if I was insane; understandable. But I speak of a vision that many men have held, that has come true in other places and has brought many riches to the people around them.

A canal.

One that parts the Earth to make the knowledge of centuries, of split Empires of old and new, of East and West that have looked at each other so strangely too, to make them fuse. The world is not a square, nor a cube, nor is it flat, and if the best things go through the shortest paths and our world is, indeed, round then ours is a position to be envied by many. We can be the bridge between ancient and new; a nation built upon tradition, reason and unity, uniting the world through a small river. We don't have the tools still, but believe me, gentlemen, this grand wish is not desired by onle me; the Americas stand behind it. The Atlantic and the Pacific have been, for far too long, been our border in commerce, in brotherhood! Not anymore.

This is why the province of Panamá was chosen for the Pan-American conference, gentlemen. It is the beginning of a new era and we are standing on its foundations...

With the worst of our domestic troubles seemingly behind us, President Lincoln has ordered that I head a small delegation representing the United States at the Pan-American Conference. I call on all free American nations, North and South, to send delegates to the conference. Europe has been beset with squabbling and warfare for over a thousand years, a trend that we see continuing to this day. The Old World has had its chance, It is now up to the New World to set an example of international diplomacy and cooperation that will last through the ages.

US Secretary of State

The Scandinavian Commonwealth

The Scandinavian Commonwealth applauds the effort displayed by the nations of the Americas in the Pan-American Conference, where they aim to strike a Pax Americana. It sorely grieves me that Europe, the bastion of the Old War, could not set a better example to the rest of the world. Even in our attempt to create a Pax Europa, the Treaty of Constantinople was undermined by lack of representation and the secretive nation of several articles. My only advice to our New World brethren is: allow representation of all nations who wish to partake and by no means have any hidden (or semi-hidden) articles that are unknown to the rest of the Americas. We, as those in Europe, can only hope that the damage done due to the War of the Eighth Coalition, will not be permanent.
