Um...for translations, he's basically calling out the guard on not actually knowing anything about what's going on or even considering actual possibilities for why he'd be in the room. So, telling him to be more useful then chase made-up conspiracies because it's messing with his ability to carry out the instructions given to him by Vlad.
And yes, there are now office supplies all over the floor. He's not even going to bother picking them up.
