@Prince of Seraphs Polyclones generally have inferior weaponry. If you got your psi stat high enough, they could wield the deadliest weapons, but eh. OP.

I don't mean to apply pressure, Prince, but in your recent post you didn't mention my second character application, Birdie. At your leisure please to review and accept or deny him.

@Prince of Seraphs Sorry to intercede once more, I'm just heavily knowledgeable of the fallout series. In regards to V.A.T.S., it stands for Vault-Tec Assisted Targeting System. It is a function of the pip-boy which calculates your chances of successfully hitting a specific body part with projectile weapons, or of hitting the person in general using a melee weapon or throwables such as grenades or molotovs. It doesn't really make you auto hit, just lets you see where your best chances are, and lets you pick the perfect opportunity. In 3 and NV this stops time, though canonically it does not, as shown in Fallout 4.

The durability of the player character is proven in the beginning of the game, where the character is shot in the head and buried, only to be dug up by a robot later and brought to a doctor to be fixed up. That said, when you're actually playing you could conceivably be shot in the head five times and only suffer health loss and brain damage, which is healable via stimpak or doctor's bag.

As for the crafting, the PC can use reloading benches to combine lead, ammo casings/shells, primers, and gunpowder to create bullets. Other objects can also be created at similar benches, such as various grenades, certain upgraded weapons, ammo breakdown/conversion. They are also able to cook a fair amount of things over a fire. All of this is dependent on various skills and the player's investments in them.

In Fallout New Vegas the PC is given the 3000A model.

Also, I've sent you my idea via pm.

This is the first I've seen this, and damn I want in so bad. So of course what's the very first thing I see when I start reading the OOC? Somebody already claimed Courier 6, who would have been my go-to. Hahaha, maaaan. So I'll have to think about this, it's not an easy decision.

You could do the Lone Wanderer or Sole Survivor. They're all almost the same thing, just different stories.

Perhaps, but someone else wanted the Sole Survivor (wouldn't be my choice anyway) and I wouldn't want Fallout saturation. Plus, the Courier's story is my favorite regardless. If I did do another Fallout protagonist, it'd probably be the Chosen One. I won't, though. At the moment I'm leaning toward Link (LoZ), Dante (DMC), or one of the Vault Hunters (Borderlands).

Out of the ten vault hunters, Lilith is my all time favorite. Next two would have to be Krieg and then Roland. I also enjoy Athena, though she is a mercenary. Anyway, just waiting for my souper seakret character to be reviewed. (Yes the typos were deliberate.)

10? But there are 16 vault hunters. 18 if you want to count Rhys and Fiona from Tales of the Borderlands. But yeah, I always liked the females more than the others, with my personal favorite of all being Lilith as well. I've decided that I'm making a profile for Gaige, though. A little robot buddy and ANARCHY!!! will be fun, I think.

Doesn't matter who they were working for, they're fully recognized, both in universe and out, as vault hunters.

<Snipped quote by James Marshall>

<Snipped quote>

This is what he will have on him as of the beginning of the RP?

<Snipped quote>

That is all well and good but what about this "long list of techniques" he apparently utilizes? For this RP are you simply not going to use any of those? If you wish a character to have a power of the beginning of the RP it has to be mentioned in this section otherwise it will be treated as though it either never existed or as of the virus strike it can no longer be used.

<Snipped quote>

There are more positive attributes in your Weaknesses and Limitations section than there are actual Weaknesses or Limitations. Destroyed ninjas, armed forces, demons. Can perform feats of strength, speed, endurance, and dexterity beyond other humans. The actual weaknesses I can count are:
1. If you throw enough armies at him he'll get tired and die eventually
2. He can die to lethal wounds (which apparently even demons can't seem to inflict)
3. He has to sleep to recharge his magic

This section is basically for you to input "What scenarios can kill my character." and "What can't my character do." I'm slightly disturbed by the power level of a character when the one playing them can't seem to answer either of those questions.

1. Yes, that's his starting equipment.
2. Techniques in the real-world sense. A front kick is a technique. Do you want me to list his entire command list because they essentially break down to combos. The stuff outside of that is already listed. As for his other ninpo, they aren't listed because he won't be using them. Just the starting one.
3. He's a human. What can kill a human? Bullets, knives, 500 or so pounds of force to his skull. What can a human not do? A lot of things. He can't fly. He can't lift a truck over his head. What could kill Batman, or James Bond, or any human character? The reason no one has been able to inflict a lethal wound on him in his games is plot armor.

Pretty sure our GM is looking more for the special techniques, rather than basic techniques. I mean, I sure wouldn't put Ryu's "flying swallow" technique on the same level as a front kick, y'know what I mean?

Looks good, villain character I assume. Does he have any relation to James Marshell's Ryu?

The name "Deus Ex" is a reference to the latin phrase "Deus Ex Machina", referring to a plot device whereby a seemingly unsolvable problem is suddenly and abruptly solved with the contrived and unexpected intervention of some new event, character, ability, or object. The phrase translates to "God from the Machine", which taken more literally could be an implication of attaining divine levels of power through technology, a central theme to E.Y.E which is perverted and twisted in the form of the Deus Ex.

For the record it translates to "God in the Machine". It is a reference to old Greek plays in which the playright in order to conclude the play would have an actor playing one of the Greek gods, usually Zeus or Apollo descend on a scaffolding like apparatus to save the main character recognizing that their faith in the gods had been restored or they had toiled sufficiently to be forgiven for some past transgression. The actor was a literal "God in the Machine" as he was personifying the Greek Gods but had to use machines to simulate the effects. In today's culture it is a storytelling taboo that references when the main character is saved by something completely out of the blue which appears to help them and most often promptly vanishes after doing so.

Examples would include:
  • The fairy queen at the conclusion of the Throne of Glass
  • Dumbledore's Phoenix at the end of Chamber of Secrets
  • Earth 1 Superman in Injustice Gods Among Us
  • Aslan in The Chronicles of Narnia
  • District 13 at the end of Catching Fire

Some of these are executed quite well others rather hap-hazardously. In any case the quote itself has very little to do with acquiring personal power through technology or otherwise.

And that ladies and gentlemen is your run down on Theatre History for the day. Without further ado we will return to the CS evaluation.

- He is capable of impressive psi powers, such as picking up a bus and throwing it with his mind.
Alchemy
This venerable occult technique transforms every weapon or ammunition box you target on the ground into energy replenishing your health.
Invocation
This demonic PSI technique makes your enemy explode and creates a Carnophage appear where he died. Your PSI attribute decreases your target's resistance and determines the Carnophage's level.

The creature will attack anything nearby, including the caster.
Madness
This sly technique makes your target become crazy and attack nearby allies. Your PSI attribute decreases the target's resistance and increases the madness duration.

The target will remain under this influence until killed either by you or their allies. If there are no allies for them to attack, they will attack you. In order to use this power you must have the aiming reticule on the target's body, if it isn't, energy will still be consumed and nothing will happen.

I'm having problems with basically all of these. The telekinesis, the bus would have to be the absolute limit of his capabilities taking good deal of effort to pull off and he would be unable to do smaller more detailed work like disassembling a complex machine. I can live with Alchemy though it would have to be something closer to turning weapons in food or absorbing them as power for his suit. Invocation is little better than teleporting inside a person. It has all of the same problems I brought up in addition it creates a monster that is very difficult to kill, heals itself with time and attacks anyone. The Madness is as far as your description is concerned both unblockable and untreatable.

If your character had these powers alone I might be more lenient but on top of these rather insane psychic abilities he also is a cyborg rendering him very very durable and has a boatload of weaponry as well as drugs to bring him back from near death. Some of this has to go. Plain as that, he can't retain all of these abilities for the RP.

How would I make a second character who has no info on them? I suppose I would have to skip them I assume.

It would depend entirely on the character. In some circumstances personality, ability and to some extent backstory can be extrapolated based on how they appear in the game. Tell me the character I'll look into it and get back to you.

The bullet arts efficiency with any weapon will only apply to those coming from Bayonetta's own universe. In addition her superstrength needs to be scaled back somewhat as it still lends itself to being a bit overpowered. She can pick up a house. She can still have strength beyond that of normal humans but she can't have Superman level strength if you get where I'm coming from.

Other than those two things she is good to go. You can add her to your post in the Character Tab.

-Bonk! Atomic Punch: an energy drink that uses irradiated water. When consumed, Scout's body will be able to escape many, if not all, types of harm for 8 seconds, although it will not allow him to attack back either. Exactly how this is achieved is unknown.

I'm going to need some more information on this. Exactly how does it function in game? We'll figure out something to make it work since right now it sounds a bit too copied directly from the wiki which in this setting looks too much like magic for a guy coming from a modern day warfare game.

Normally I would find problems with his near invulnerability but as it is offset by his complete inability to do basically anything else of use I'll let it pass.

I find myself sort of hating this character for his foolishness which should make a decent foil for Terra. We'll see how this plays out.

I suddenly want to play this game.

In any case Deathtrap has to go. I'm sure he's very important to Gaige but he's a little... over zealous for just starting out. You can keep all her guns and other equipment however. Wouldn't want to leave her completely defenseless. I'm a little worried about Gaige's Anarchy mode but for the moment I'll leave it alone see how it functions in the field.

As of the Virus Event Deathtrap is gone. This could be a character thing for her as she wishes to locate him or given time and materials she could build a new one. In any case make a note of the fact that he'll be gone by the start of the RP and you are good to place her in the character tab.

2. Techniques in the real-world sense. A front kick is a technique. Do you want me to list his entire command list because they essentially break down to combos. The stuff outside of that is already listed. As for his other ninpo, they aren't listed because he won't be using them. Just the starting one.

That won't be necessary but you should list any specialized fighting moves or combos that would be specific to him. Also phrase it a little different so that it doesn't sound like he's harboring 1001 secret ninja techniques for any situation.

Nothing kills Batman, ever. He has the most supreme and unbeatable superpower in the cosmos, money.

But besides that I'm looking for weaknesses and limitations specific to Ryu. Maybe he's rash and so goes into combat too readily putting himself in needless danger. His powers make him arrogant. His muscle mass makes him slower than smaller fighters. Something that would give someone else an edge against him specifically in a fight cause as right now his Weaknesses and Limitations section praises his ultimate skills more than it does tell us how they are fallible. With the rare exception of some non human characters everyone is vulnerable to standard weaknesses of anatomy. I don't need you to tell me what can kill a human. I want to know what can best Ryu specifically.

@Prince of Seraphs Agreed with the bullet arts, and I also agree with toning down the super strength. Will have it just to be able to stop/lift a car.
