I like where your head is at, genuinely I do. That sounds just as I envisioned this first way back when, but doing that in this written format comes with some old obstacles. Namely, NPCs and Static Defenses. Now there have been great efforts to bolster the value of such emplacements and cannon fodder. When the battles occur on empty slates, like Arcadia and the Sea of Ruthria, those don't have to be factors which everyone needs to hold in equal consideration for them to have value.
And for that matter, we'd need some serious consideration as to the sturdiness of walls, barricades, trenches, etc as most of our characters could demolish them with ease unless we made some indestructible material requiring long, tedious manufacturing and deconstruction processes so no one outside a core of engineers can feasibly remove them in a heated conflict without equally powerful artillery, cannons, holy ballista, etc.
That said, I'm sure Windel and KoL will work something satisfying out. Hopefully interests won't shift like a pendulum and lead to demands for something far from the more central conflict.

I actually really like this. While I get factors like these would cause even more headache for the GM’s, I think they could add a bit more depth to the battles and even more so to the outcomes.
An issue I've always had is that the victories and defeats have had little to no impact other than “And the winning faction partied that night while the other two moped.” Case in point, Alt Signia and the resources. When heaven got the resources initially, we were told it was a big deal, but never saw it. Then the Machina took most of it and trashed the place. Not only have we still not seen the advantage of these resources, but the loss of Alt Signia didn't really hurt heaven in anyway.
Now let's say the resources were for building the walls and other structure defenses and our bonus was “next angel territory attacked will have 100% indestructible walls.” Like not even True Eyes could hurt them. That would be a HUGE boost! While in the same vein with the loss of them and Alt Signia, not only would the angels no longer get that bonus, but without their main manufacturing facility their next battle they would have unfortified walls that even Sliske could beat 1v1.
I do however understand how complicated and frustrating it would be to try and implement such things and really this is all just me rambling at this point. but I think if there were more to these battles and we could truly feel the effect of the outcome it would be much more enjoyable.
