Quarrel also means "a short, heavy, square-headed arrow or bolt used in a crossbow or arbalest.

I thought Psychopaths were supposed to be good at puns.

And no. That doesn't mean she is dumb. That means that she hates politics, diplomacy, bureaucracy and such. She finds them overly complicated and unnecessary.
