I know that DC has always said Gotham is something like NYC, but I've never really thought it was supposed to be as big.
This particular map of the DCU states Gotham only has less than half the population of Washington DC in the modern day, which is just over a quarter million people. I've split the city into just five boroughs to make things less confusing. The one towards the center with the section numbers 11, 16, and 21 is the one where Gordon's 5th Precinct is located [I did that because they all had 5's on their chests]. Earlier I already mentioned which portion was hers.
As far as her duties, history, etc... The Commissioner has always been more like a super active police chief. There's nothing civilian about him because he's always been there. If there's any way a cop can still be a cop and the Commish, that would explain both Gordon and his daughter in this particular instance.
As far as location? The GCPD 5th Precinct will be located in Midtown [#9 on the map] pretty much exactly where the 9 is placed. Number 11 on the map will serve as Old Gotham [I think that's what it was called in Beyond], and I think it may also be where Crime Alley was located. That's near the arcade we're based under and will be #11 on the map. Everything in our neighborhood is rundown almost, maybe a couple super shit apartment buildings a few people are living in, a couple of old business locations some homeless folks are squatting.
Did Shriek mess part of that neighborhood up? I vaguely remember him being contracted to do it on one episode...
We'll discuss transportation when we're a little more ready for the field. Right now... walking is exercise when we're not training on Wed. and Fri. If we need to grocery shop or wanna go into town for anything... we're on foot. Or using public transportation like a subway.
As far as the museum listed on the map? No idea really. Old merchandise from as far back as 2000 from the many movies, documentaries, Broadway shows, newspaper articles, etc. based on what the public knew of Batman at the time sounds good to me though. Think of Batman in his earlier career days as being something like Sasquatch: tons of sightings, movies good and bad with false info, documentaries of varying degrees, etc. So it'd be like a Sasquatch museum LOL
As far as Batman's mementos in our HQ we've got: 10's flying card, Spellbinder's weaponized eye, his brother's Robin suit under glass, Mr. Freeze' ice cannon, and stuff Terry used in the episode where he didn't have his suit which included a Nightwing mask, old school Batman utility belt, as well as an old school grappling hook gun.
