@XaltwindCan't answer for Graft, can answer for me, since I actually explain that to Tree to get his approval on it, last night.
In not-so-basic summary, Socrates found that Kath's Library contains all recorded information from all members of Bandersnatch (as affirmed by Guess Who), and she updated the task of the already established network of Sentries and Proxies that function as an surveillance(-turned-spying) system to take "snapshots" of NPC information -- that is to say, mimic a single level of their Racial or Job Classes at random with their [Mimic] Class -- as they roam the halls and public grounds to align that with the research that she personally does as a function of Settlement Alpha.
By putting it all together, in tandem with the [Greater/Doppelganger] Job Classes, she can fabricate a "template" of the NPC from a combination of researching, looking through memories (primarily Rodias), and taking some educated guesses from Kath's own notations.
Since Charme has walked the halls and grounds, and Rodias has recently interacted with her, her CS has been dissected through this process, and stocked on an Alpha Upgraded Survivor (henceforth called a "Mannequin") to be held and used as the Overseers deem fit.
There's no canon statement that a Doppelganger is bound to the Level of the Character they are copying, just that they can only draw on an percentage-based level of power -- it genuinely just takes ONE level to copy an entire person, and that's all that's noted. So, to balance this author oversight, the [Greater/Doppelganger] Job Classes gain "Artificial Levels" to match the requirements of their "Doppel", but the taxation is even greater than if they had the levels to match; going off the rules in placement for a the Lv100 Pandora's Actor being able to draw on only 80% of the Lv100 Ainz Ooal Gown's CS.
This is elaborated on in that Socrates can use [Open Link] effectively, if she is ONLY using it, and basically standing absolutely still, whereas Graft can do multiple tasks while maintaining multiple links, rather well. Theoretically, they could use this system to get "Artificial Levels" equaling 100, but there would be diminishing to abjectly pointless returns, as the Level Gap Tax takes power away -- effectively, allowing, them to draw, maybe 10~20% of a Level 100 CS.
That might sound like a no-biggie on paper, but in practice, requiring 10 Doppelgangers pr 5 Greater Doppelgangers to use, POTENTIALLY, 100% of an Ability is not a proper use of resources.
..and, speaking of resources, I guess I can answer for Graft a bit.
Enderall doesn't NEED all the materials that Socrates withholds from Rodias, much to say, she doesn't need 85% of it. So, one can assume that Socrates quietly disseminates materials through Gothika, and just doesn't say anything. She's bitchy and prideful, but not heartless; Gothika is her home, and everyone inside is her family -- even their dear Director Superior.
